Arrowood, Walter Spann and Laura Kilb (arrived at 8:32 P.F.) PRESENT: Chairman Jerome Gottfried, Ald. Wayne Salentine, Dick Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Secretary Ed Raimann and Fred Lavey. MINUTES: The minutes of the previous meeting of July 17, 1979 were approved as mailed. OLD BUSINESS: #P. c. 87 -79, Approval of Sign Request, which had been deferred, ED. Mr. Arrowood felt that the Parks and Recreation Board should be involved in the consid- eration of this plat in relation to the park in the area. They will present a report to the Plan Commission. Mr. Arrowood seconded the motion, and upon a roll call vote the motion carried unanimously. #P. C. 114 19 - , Approval of Guidelines for Sign Auoroval. Mr. SIGN GUIDELINES - The Recording Secretary read Resolution Arrowood moved fo; adoption. Ald. Salentine-secbnded the motion that they were in agreement with the guidelines, except for the statement "and these signs shall be illuminated only during the hours the establishment is open for business". Planning Consultant Mangiamele indicated that if that were a problem a condition could be included in the resolution approving a particular sign and in that way it could be enforced. Mr. Spann moved for adoption. RUDOLPH - Discussion took place on Resolution SIP. C. 87-79 which had been deferred earlier. 0 Zoning Officer Lee presented the history of this sign. stating that although it does not conform to the setback requirements of sign that was larger, closer to the road and in existence for many the Guidelines for Sign Approval, it replaces a non-conforming years. A notice of public hearing was received from the City of Franklin €or a Zoning District Boundary Change.to reduce lot size for residential development from R-2 to R-3 in an area bounded by S. North Cape Road, the West.City Limits, W. Forest Home Avenue and W. St. Martins Road, to be held at 7:45 P.M. on Thursday, August 9, 1979 at Franklin City Hall. Mangiarnele, city planning consultant SUBJECT: Land division - Froelich P.C. #104-57 The purpose of requiring a sketch for a proposed land division iscdetermine whether or not all the planning objectives are being considered. One of the City Planning Commission's policies has been to require that land division provide road access to internal roads. When this is not possible, the Plan Commission has reluctantly approved other solutions. The proposed land division shows a possibility of 7 lots. One of thcselots has taken an undesirable shape with an elongated access strip. As this land divPBion is part of the Froelich land and the proposed concept being presented by Mr. A1 Fons, it is approripate that the rosd system be treated as one system andfa an isolated parcel.
