PCM19790501CITY OF MUSKEGO PLAN COMMISSION MINUTES OF MEETING HELD MAY 1, 1979 CITY HqLL Mayor Gottfried called the meeting to order at 8:32 P.M. Ald Wayne Salentine, Richard Arrowood, Laura Kilb. Planning PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Fred Lavey MINUTES: The minutes of the previous meeting of April 17, 1979 were approved as mailed. NEW BUSINESS ~ DON MILLER - The Recording Secretary read Resolution #P. C. 54-79, Approval of Building, Site, Operational and Landscaping Plan - Don Miller Office/Warehouse - Muskeeo Business/Industrial Park. Ald. Salentine moved for adoption. Mr. Arrowood seconded the motion, and upon a roll call vote the motion carried unanimously. ST. LEONARD'S CHURCH - The Recording Secretary read Reso- lution- Plans Mr. Raimann moved for adoption. Mrs. Kilb seconded the -79, Approval of Building, Site and Operational motion, and upon a roll call vote the motion carried unanimously. CHARLES HELM - The Recording Secretary read Resolution #P, C, 56 Mr. Arrowood moved for adoption. Ald. Salentine seconded the -79, Architectural Approval of Second Garage Structure. motion, and upon a roll call vote the motion carried unanimously. #P. C. 57-79, Architectural Approval of Second Garage Structure. Mr. Raimann moved for adoption. Mrs. Kilb seconded the motion, and upon a roll call vote the motion carried unanimously. MUSKEGO BEER & LIQUOR - The Recording Secretary read moved for adoption. Ald. Salentine seconded the motion, and Resolution $158-79, Expansion of Conditional Use. Mr.Arrowood upon a roll call vote the motion carried unanimously. EDWARD RUDOLPH - The Recording Secretary read Resolution LAKE MEADOWS ADDN. NO. 1 - The Recording Secretary read Resolutionowledge Receipt and Referral to Planning Consultant - Preliminary Plat. Ald. Salentine moved roll call vote the motion carried unanimously. for adoption. Mr Raimann seconded the motion, and upon a MELVIN J. JbHNSON SUBDIVISION - The Recording Secretary read Resolution #P. C. 60 - 79 , Approval of Preliminary Plat - Melvin J Johnson Subdivision -'Town of Norway Mr .- Arrowood moved for adoption. Mrs. Kilb seconded the motion. Planning Consultant Mangiamele presented his report dated May 1, 1979. Upon a roll call vote the motion carried unanimously. COMMUNICATIONS & MISCELLANEOUS BUSINESS Mr. Seegar Swanson. Financial Consultant for the City, was have regarding Tax Increment Financing and the establishment introduced to answer any questions the commissioners might of Tax Increment Districts. He stated that he would be present at the June 5th Plan Comission meeting to present a list of proposed projects In the meantime he will obtain input from all department heads of the City. ADJOURNMENT Mr. Raimann moved for adjournment at 9:06 P.M. Ald. Salentine seconded the motion and the motion carried. MANGIAMELE ASSOCIATES DESIGN AND DEVELOPMENT SERVICES May 1, 1979 MEm - CONSULTANT'S REPORT TO : City of hskego City Plan Comission FROM: Joe hngiamele, City Planning Consultant SUBJECT: Development Proposals of Caesar Property - Sketch Because of the proximity of this land to the lake and probable impact it will have on the run-off water that feeds into the lake, the pond, elements of this proposed development need special attention; therefore, the drainage ditches as well as the open area surrounding these essential any development umst be condition to the proper treatment of drainage and drainage areas. The manner in which this drainage areas are to be handled should be studied and more details given to the plan emission. 0 recreational areas but are more a facility of the development; therefore, Theae drainage areas are not in themselves to be considered as the proposed development should be considered as a straight subdivision with this drainage areas as an integral part of the development. As a subdivision the proposed lot sizes should be .- .- . - . .- . .as required under the zoning. Unless the developer is prepared to offer more open space that is useful to the future residents of the area, a planned development approach doesnot appear to be fruitful in this instance. The 4-acre parcel not included in the plan also needs conaideration. Both the developer.and the plan commission should be reminded that sewers may not be available within the time span required for final plat app- a preliminary plat may not bring the proposed development to fruitition. roval (six months from preliminary approval).
