Planning Consultant Joseph PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Mangiamele and Zoning Officer Gerald Lee were also present ABSENT Ald. Ed Dumke, Richard Arrowood and Fred Lavey MINUTES: The minutes of the previous meeting of November 7, 1978 were approved as mailed. NEW BUSINESS DONALD BURG - A public hearing was held just prior to this Plan Commission meeting to consider the petition for a conditional use grant to permit construction of an addition to the Donald Burg residence to be used as a mother-in-law unit at S83 W20607 Janesville Road. Approval of Conditional Use for Donald Burg - Mother-in-law Unit. The Recording Secretary read Resolution #P. C. 203-78, Mr. Salentine moved for adoption. Council had referred this request back to them because some of Mayor Gottfried advised the commissioners that the Common the aldermen felt that since this intersection was one of the 0 busiest in the city, it should be zoned cormnercial. Plan Commission - Page 2 November 21, 1978 0 in his report dated November 7, 1978, stating that from a planning standpoint, this proposal doesn't appear objectionable. Mayor Gottfried stated that in the original determination of the Plan Commission, it was felt that the area was too small to encourage commercial development, it would be more desirable to encourage commercial development further to the east, and concerns were expressed regarding traffic generated by businesses at that intersection. was placed there before the new road was built and it was originally intended to service a different kind of planning arrangement than we have now. The present zoning surrounding this area is RS-2. Upon a roll call vote, the motion to adopt Resolution #P. C. 208-78 carried unanimously. C. 209-78, Denial of Sketch for Land Division. Mr. Salentine moved for adoption. Mrs. Kilb seconded the motion. Mayor Gottfried explained that until the Wildflower planned unit development plan is withdrawn. this parcel must be considered as part of the PUD, since it wes originally platted as Outlot 6. 209-78 carried unanimously. C. 0 POLICE DEPARTMENT - The Recording Secretary read Resolution #P. c. 210 - /8 Mrs. Kilb seconded the motion, and upon a roll call vote the , Approval of Signs. CT 211 78 - , Reaffirming Recomnendation to Rezone the Former NETTESHEIM PROPERTY - The Recording Secretary read Resolution Nettesheim Property - Stanley J. Potrykus. Mr. Salentine moved for adoption. Mr. Raimann seconded the motion. Mayor Gottfried explained that since this resolution is in- volved in our look at the overall use of the lands in the Lake Denoon area, it was suggested that action be deferred until Planning Consultant Mangiamele's interim report was presented. At this time Dr Mangiamele was requested to present his other reports first that the parcel proposed to be divided is the former Kastello FERGUSON/THIELKE - Planning Consultant Mangiamele reported property on Gold Drive adjacent to the 30' road dedication. He stated that it would be premature to close that road until a plan is approved for the development of the whole area, in order to prevent landlocking the back portion of the properties on Gold Dr. Tom Ferguson reported that soil studies taken indicate that the road dedication now shown would not support the construction of a road in that location. He stated that a 60' road dedication was made off of Hillendale at the time of an earlier division of property to provide access to the parcels in question. Commission not to landlock any of the land, and until we can find out if those people concerned are interested in any redivision of their property, the 30' strip cannot be abandoned at this time. 0 Mayor Gottfried indicated that it was the concern of the Plan Plan Comnission - Page 3 November 21, 1978 Mayor Gottfried declared a recess at 8153 P.M. The meeting reconvened at 9:03 P.M. LAKE DENOON COMPREHENSIVE PLAN - Planning Consultant Manniamele presented an interim reuort. Basicallv he Presented three proposals: 1) a realignment'of the present-sewe; district, 2) a suggested density of RS-2 zoning, and 3) the recharging corridors shown in green on the map receive a great deal of attention in the protection of the lake. He indicated his supFort area. He felt that public access could be visual rather than for the Parks and Recreation Board's plan to have a park in that active. It was his opinion that the only access to the lake should be from the proposed park area on the west side, so that it can be owned and regulated by the City. Gottfried noted that there did not seem to be a great deal of disagreement with Planning Consultant Mangiamele's report. However, density versus 30,000 sq. ft density Mayor Gbttfried also it appeared there was still some concern over the 20,000 sq. ft. stated he felt the commission should take a strong position that with any additional development around the lake, no public or private access should be granted, except through the park.
