PCM19780606CITY OF MUSKEG0 PLAN COMMISSION MINUTES OF MEETING HELD JUNE 6, 1978 CITY HALL Mayor Gottfried called the meeting to order at 8:11 P.M. PPESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Richard-Arrowood, Ald. Ed Cumke, Laura Kilb, Fred Lavey and Wayne Salentine. Planning Consultant Joseph Wangiamele and Zoning Officer Gerald Lee were also present. MINUTES: The minutes of the previous meeting of May 16, 1978 were approved as mailed. NEW BUSINESS : CARL WAUER - A public hearing was hela just prior to this of Conditional Use Grant #20 to permit continued mining and Plan Commission meeting to consider the petition for renewal processine of sand and gravel on approximately 9.874 acres in the NW 1/4 of Section 18. The Recording Secretary read Resolution #P. C. 71-78, Recommendation of Approval for Wauer's Extractive Permit. Vr. Salentine moved for adoption. Mr. Lavey seconded the motion, and upon a roll call vote the moti.on carried unanimously. ED BUCK - A public hearing was held just pri.or to this meeting to consider the petition for a conditional use grant to permit construction of a two-story dwelling plus a mother- in-law unit at S66 W18512 Jewel Crest Drive in the Jewel Crest Subdivision. of Conditional Use for Ed Buck (Construction of Dwelling with The Recording Secretary read Resolution 872-78, Approval Mother-in-law Unit). Mr. Lavey moved for adoption. Mrs. Kilb seconded the motion, and upon a roll call vote the motion carried unanimously. Chairman Gottfried announced that the Kastello/Ferguson Sketch for Development listed under Communications E Miscellaneous Business on the agenda would be discussed next in order to give concerned residents an opportunity to be heard on the possibility of abandoning the previously proposed 30' road dedication off of Gold Drive. P. short recess was called so the residents could view the sketch proposed by Kastello and Ferguson. The meeting reconvened at 8:30 P.M., at which time several residents expressed concerned that their property would become landlocked if the road in question were removed. When asked if a plan could be worked out whereby their land could be reached by some road that would be proposed in the Kastello/ Ferguson property, no objections were then voiced about the removal of the 30' strip. However, Mr. Fisher stated later that he felt the 30' should remain so he could develop the back of his property in the future. Planning Consultant Mangiamele was requested to prepare a Plan Commission - Page 2 June 6, 1978 small neighborhood study of the area, taking into consider- ation that no property would be landlocked, and to present this study at the Plan Commission meeting on July 18th. Mr. Arrowood seconded the motion. Planning Con- sultant Mangiamele presented his report dated June 6, 1978. Upon a roll call vote, the motion carried unanimously. AMERICAN EAGLE SUBDIVISION - The Recording Secretary read Eagle Subdivision, Town of Waterford. Mr. Arrowood moved for Resolution #P. C. 74-78, Approval of Preliminary Plat, American adoption. Mr. Salentine seconded the motion. Planning Con- sultant Mangiamele presented his report dated June 6, 1978. Fie was requested to include his verbal comments in a more com- plete report and forward it to the Town of Waterford and to Racine County. Upon a roll call vote, the motion to adopt Resolution #P. C. 76-78, Approval of Revised Preliminary Plat, Valley Square. Mr. Salentine moved for adoption. Mr. Lavey seconded the motion. Plannine, Consultant Kangiamele presented his report dated June 6, 1978. Zonhg Officer Lee commented that the surveyor will be notifed to change the name indicated on the plat as Tower Drive, before the final plat is submitted. PLANNING CONSULTANT'S REPORTS BUEHLER REZONING - Planning Consultant Mangiamele reported that he felt there was no problem with this rezoning request to permit the existing duplex to become a conforming use. Zoning Officer Lee reported on the zoning requirements for this district. VESBACH SUSDIVISION - Planninl: Consultant Mangiamelc reported that Woods Road should be shown as a 100' rirtht-of- way and that the developer revise the sketch accordingly. L1 COMMUNICATIONS E MISCELLANEOUS RUSINESS A report from Ruekert E Mielke dated May 25, 1978 regarding the soil borings for Lake Brittany Estates P.ddn. #1 and Holiday Park was reviewed. A discussion was held regarding divisions of land in districts zoned for agriculture. At a previous meeting it was noted that at a zoning conference held recently, it was recommended Plan Commission - Pap,e LI June 6, 1978 that a minimum of 25-35 acre division be allowed in agricultural zoning in order to preserve the lands that are best suited for agricultural purposes. The commissioners felt that even though the ordinance permits 3 acre land division in agricultural districts, generally no divisions are allowed because of poor perculation and inability to install on-site disposal systems. Mayor Gottfried stated that a discussion will be held at the next Rules, Laws and Ordinance Committee meeting, June 14th, regarding developers providing a dedication of park land, or Mr. Raimann commented that he was surprised at the small amount a monetary donation for park land at the time of development. of park lands in the City, as plotted on a map prepared by the Parks and Recreation Department. Mangiamele, City Planning Consultant SUBJECT: Valley Square -- Subdivision - Preliminary Plat June 6. 1978 The preliminary plat of Valley Square as revised and submitted to the City Planner for review on May 2nd has been reviewed and appears in order. The developer has dealt with the concerns of the Plan Conunission through the various revised plats. @e plat as laidout appears to form a block of 16 single family houses conforming to the plans of the City for this area--however, lots.1,2,3 and 4 as shown on the plat although also appearing to be for single family are not zoned as such. The planner strongly urges the City Plan Cormnission to rezone all of proposed Valley Square to US - 2 to conform to the lot sizes and to maintain this type of zoningowthe total life of the development. It is therefore recormnended that City Plan Commission recommend this subdivision for approval s@ject to the rezoning indicated above. Mangiamele, City Planning Consultant SUBJECT: WEST VIM Subdivision -- Extraterritorial approval private basis to lots not actuallyfronting on the lake may not contribute to an excessive use of the lake capacity for whatever purpose. Of course this raises the question of public access in terms of lake capacity as well--however, this concern should be consider- ed by those involved. The Racine Planning and Zoning (County) indicates that preliminary approval has been given subject to a clear definition of the easement to the lake.
