Msngiamele, City Planning Consultant SUBJECT: OAKS OF NORWAY -- Preliminary Plat (City of bskego--Approving Agency). The County Planning Director's (of Racine County) points have been noted and are considered valid. In addition, it is this planner's opinion that once this development is approved, some or both of the future extensions at the southeast of the sub- 60 lots will have only one outlet to a public road unless either division are in actual fact extended in the immediate future. A subdivision of this size should be treated more or less as as self-contained from a circulation standpoint as reliance on the future development of surrounding properties is un- predictable. A road solution could result from a redesign that would extend Glen Court to Wind Lake Road. School Impact Considerations: If in fact, this subdivision should develop fairly rapidly and if surrounding area should also follow with similar development, it is likely that an sign- ficant effect will be felt by the school system. Therefore, approving agencies should receive a reaction to that study the developer should provide a school impact study and the from the school system before granting approval of the sub- division. provided before this perliminary plat is finally approved. Mangiamele, City Planner SUBJECT: Holiday Park and Abel Neighborhood Sketch Planning Concerns : Most of the soils of the proposed development would be considered unbuildable, as they are, by soils engineers as they are severe to moderately severe for foundations for low buildings and residential dev'.lp with public sewer--even the subgrade for roads would fall under both the high vater table and the surface water. Shrink, swell and these severe categories. We could expect wet basements because of fouTdations, basements and sewer systems. Isoils: Morley, Matherton, the low bealacapacity of soils would mean potential troubles with Blount and Ashkuml. Layout: The road layout is dependent upon the development to the north for proper function from a safety standpoint. Until the connection is made to Martin Drive it will merely func- tion as a huge cul-de-sac and provide problems to emergency be useful in this regard. As the timing of future develop- ment to the north is uncertain, one way out of subdivisions with some 60 or more families as suggested here presents definite safety problems. Access to Martin Drive would be better than 2 points of access on Hwy 24, although a temporary second access might be a possibility. vehicles. A report from the fire department would also Land Use: hlti-family development is questionable -- given the various conditions. Recomendations: As the soil conditions present real problems, the plan comission should cannot.be easily handled.
