Mayor Gottfried called the meeting to order at 8:27 P.M.
PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann,
R.ichard Arrowood, Ald. Ed Dumke and Wayne Salentine. Planning
were also present.

SUBJECT: Proposed Subdivision - Dale Dawson
Two general concermneed to ,be considered~by the City Plan Commission:
a) Whether sewers are to be extended to this part of the city
to a significant extent before development is permitted.in

b) whether a hill of this type and the natural setting is to be
developed as extensively as indicated in the proposed plat.

SUBJECT: GUERNSEY MEADOWS # 1 and 2 Landscape Plans
From a technical landscaping view the proposed screening appears adequate
and the indicated plant sizes would meet minimum planting requirements.
The city should however be assured that all plants that do not survive a
two to three-year period be replaced and all plants be maintained by the
developer until each lot is sold. A requirement that each lot owner main-
tain and enhance the screening should be included in the agreement to pur-
chase.
It should be pointed out that the screen will not be effective for some
six to eight years and if the survival rate is high, that an effective
and mature screening would result within a ten year period. If larger
plants were inco'perated, the screening would begin to perform its screen-
ing function at an earlier date. Developers should be required to show
photos of similar type screening at planting date and perhaps at later
periods--at six years and at ten years. This would better inform the
city plan commission members and reduce the almost total dependency on
professional ophions as to how the screen might appear in the future.

City Plan Commission.
