PCM19780103CITY OF MUSKEGO PLAN COMMISSION CITY HALL MINUTES OF MEETING HELD JANUARY 3, 1978 Acting Mayor Ford called the meeting to order at 8:22 P.M. PRESENT: Acting Chairman Ron Ford, Secretary Edward Raimann, Richard Arrowood, Ald. Ed Dumke, Laura Kilb, Fred Lave!, and Wayne Salentine. Planning Consultant Joseph Mangiamele and Deputy Zoning Officer Dan Nowak were also present. ABSENT: Mayor Jerome Gottfried MINUTES: The minutes of the previous meeting of December 20, 1977 were approved as mailed. NEW BUSINESS: CLARENCE J. FROELICH - The Recording Secretary read Resolution #P. C. 1-78, Approval of Sketch for Land Division, Clarence J. the motion, and upon a roll call vote the motion carried unanimously. Froelich. Mr. Salentine moved for adoption. Mr. Lavey seconded lution #P. C. 2-78, Approval of Final Plat, Guernsey Meadows Addn. #l. GUERNSEY MEADOWS ADDN. #1 - The Recording Secretary read Reso- 0 Mr. Raimann moved for' adoption. Mr. Arrowood seconded the motion, and upon a roll call vote the motion carried unanimously. STAN A. ZDANCZEWICZ - The Recording Secretary read Resolution %P. C. 3-78, Approval of Permit for Dog Kennel, Stan A. 2,danczewicz. Mr. Lavey moved for adoption. Mr. Arrowood seconded the motion, and upon a roll call vote the motion carried unanimously. BOXHORN BIG MUSKEG0 GUN CLUB - The Recording Secretary read Resolution #P. C. 4-78, Approval of Expansion of Conditional Use Grant #70, Boxhorn Big Muskego Gun Club. Mrs. Kilb moved for adop- tion. Mr. Arrowood seconded the motion. The Recording Secretary read a letter dated November 17, 1977, directed to Mayor Gottfried, from George A. Morris of the Waukesha County Department of Health, and a letter dated December 15, 1977, directed to Gerald Lee and the Muskego Planning Commission, from Richard G. Bennett, President of the Big MuskeEo Gun Club. Dumke stated he has asked City Attorney Buckley for his opinion Discussion followed regarding hours, noise and traffic. Ald. regarding the operation of gun clubs in the City. Mr. Lavey moved to defer action on Resolution #P. C. 4-78 until an opinion is received from City Attorney Buckley concerning noise, traffic, etc. involving gun clubs in the City of Muskego. Ald. Dumke seconded the motion. Upon a roll call vote the motion to defer carried, with Ald. Ford, Mr. Raimann, Ald. Dumke and Mr. Lavey voting "yes" and Mr. Arrowood, Mrs. Kilb and Mr. Salentine votinp, Page 2 - Plan Commission LJanuary 3, 1978 ALFRED BADERTSCHER - The Recording Secretary read Resolution Mr. Lavey moved for adoption. Mr. Salentine seconded the motion, HP. C. 5-78, Approval of Certified Survey Map, Alfred Radertscher. and upon a roll call vote the motion carried unanimously. LUDWIG'S OK OKLAHOMA SERVICE STATION - The Recording Secretary read Resolution #P. C. 6-78, (Approval/Disapproval) of Sign Request, Ludwig's OK Oklahoma Service Station. Mrs. Kilb moved for adoption Arrowood seconded the motion and upon a roll call vote the motion to Approve both the identification siEn and the price sign. Mr. carried unanimously. PLANNING CONSULTANT'S REPORTS HAROLD DeBACK - Planning Consultant Mangiamele reviewed his Earold DeBack. A sketch of the neighborhood plan will be presented report dated January 3, 1978, regarding a land division sketch for at the next Plan Commission meeting. report dated January 3, 1978 on a revised sketch of DandiLion Park DANDILION PARK - Planning Consultant Mangiamele reviewed his with 61 single family units and a 2.22 acre park. The Recording Secretary read a letter dated December 13, 1977 directed to the Plan Commission from Steven tJ. Pischke, Director of Parks and Recreation. smaller park area than the plan the park board had reviewed. Mr. Mr. Arrowood expressed concern since the revised plan had a Kuckkahn of Landform Planning stated that the park could be increased in size by eliminating 1-3 of the lots adjacent to the park. The developer would prefer to maintain the cul de sac in that area, how- ever, to eliminate thru traffic. Several commissioners questioned if it is good planning to have only single family houses on this property, with its location between a busy highway and the lake, and in the heart of the City, and that maybe multi-family could be included. multi-family would not be economically feasible on this 30 acre property. The developer was requested to show where the homes could be placed on the property along the lakefront, along with a rough landscape plan. ADJOURNMENT: Mr. Raimann moved for adjournment at 9:54 P.M. A neighborhood aketch plan is being prepared taking into consideration these and other requirwents, such as a more detailed road system. . Mangiamele, City 1 SUBTEXT: Dandilion Park - Sketch Plan Canrments: The City Plan Commission appears to have agreed on a dedication of a public park, provided it is acceptable to the Park and Recreation Committee. The total parcel will be developed as residential. 61 Single Family units. Suggestions: It is suggested that pedestrian access be given to the park from the residential area. It is also suggested that a shoreline setback or housing arrangement be agreed upon.
