PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Richard Arrowood, Ald. Ed Dumke, Laura Kilb, Fred Lavey and Wayne Salentine. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. MINUTES: The minutes of the previous meeting of November 1, 1977, were approved as mailed. OLD BUSINESS Resolution #P. C. 148-77, ApDroval of Develonment Sketch, 'was JOSEPH T. KELLY - I,t was noted by the Commission that on -the floor, however, action had been deferred at the last meeting to give Planning Consultant Mangiamele an opportunity to discuss with Mr. Kelly the extension of Valley Drive; that, Mr. Kelly had, however, withdrzwn his request for the development of his property. Mr. P.rrowood moved to table Resolution #P. C. 148-77. Mr. Lzvey seconded the motion and upon a roll call vote, the motion carried unanimously. CLARENCE J. FROELICH - It was noted by the Commission that was on the floor, however action had been deferred at the last Resolution #P. C. 155-77, Denial of Sketch for Land Division, meeting to give Planning Consultant Mangiamele an opportunity to prepare a neighborhood study. Planning Consultant Mangiamele reviewed his report and recommendation dated November 15, 1977, as well as a neighborhood study of the Froelich and related properties. Mr. Arrowood moved to amend Resolution BP. C. 176-77 with the addition of the following: "Be it further resolved that this approval is subject to a review and acceptance by Zoning Officer Lee of the decorative tilock to be used on the exterior of the building." Mr. Lavey seconded the motion and the motion carried upon a voice .vote. 176-77 As Amended carried unanimously. Upon a roll call vote, the motion to adopt Resolution #P. C. VALLEY SQUARE - The Recording Secretary read Resolution #P. C. 177-77, Acknowledging Receipt and Referral to Planning Mr. Salentine seconded the motion and upon a roll call vote, Consultant - Preliminary Plat. Mr. Lavey moved for adoption. the motion carried unanimously. KRISTIN DOWN - LANDSCAPE PLAN - The Recording Secretary read Resolution #!P. C. 178-77, Approval of Landscape Plans. motion and upon a roll call vote, the motion carried unanipously. Mr. Raimann moved for adoption. Nr. Arrowood seconded the KRISTIN DOWN - LOT LINE REVISION - The Recording Secretary read Resolution #P. C. 179-77. ADDroval of Lot Line Revision. Mrs. Kilb moved for adoption. C. 180-77, Approval of Final Plat. l3r. Salentine moved for adoption. Mrs. Kilb seconded the motion. the Public Works Committee would determine if the drainage easement provided in Parkwood Village would be capable of handling the watershed which begins in the City of Muskego and runs southwest through that subdivision. Stender advised that it would not be his intention to redivide Parcel #1 at a laier date. #P. C. 181-77 carried unanimously. Upon a roll call vote, the motion to adopt Resolution DONALD G. MILLER - The Recording Secretary read Resolution Consultant - Sketch for Land Division. Mr. Arrowood moved for #P. C. 182-77, Acknowledging Receipt and Referral to Planning adoption. Mr. Salentine seconded the motion and upon a roll call vote, the motion carried unanimously. ZONING OFFICER'S REPORT AMERICAN COLLEGE - Zoning Officer Lee reported that American College was not constructing the activities building in accordance with the plans approved by the Commission as the exterior.brick was being deleted. It was the Commission's decision that the Zoning Officer take whatever action would be necessary to have the building conform with the approved plans. PLANNING CONSULTANT'S REPORTS RITE REALTY - R.ELOCATION REP.LTY PROPERTY - Planning Consul.tant ManEiamele .reviewed his reDort and recommendation dated November-15, :1977, in regard to- the -proposed development of the Relocation-Realty property on the-southeast corner of Rzcine Avenue and Janesville Road. Mr. Ray Gray was present to discuss the proposed development. He requested that the Commission accept the road layout. COMMUNICATIONS E MISCELLANEOUS EUSINESS CIVIC CENTER SITE PLAN - Mr. Arrowood reviewed for the Commission a preliminary site plan for the Municiple Services October, 1977. The Commission expressed concern at the parking Complex which had been prepared by David Schreiber E, Associates arrangement. DANDILION PARK -The Commission reviewed a revised sketch for the development of DandiLion Park which indicated 71 single family lots and the commercial area along Highway 24 eliminated. Mangiamele, City Planner SUBJECT: Neighborhood Plan Study -- Mr. Froelich -- P.C. 155-77 section between School Drive and Lemdezder Drive develops a drainage problem and where to fairly large area nearer to Gold Drive act as water retension areas and are subject to inudation during the wet season, these areas in effect become unbuildable. The steep land near to Hillendale cause some major water addition, existing development tends to create situations of near land-lock, so run-off areas which contribute to water situation of the overall area. In it would be necessary to develop a road (north and south) toward the middle of the area.Further housing development might require a storm sewer as part of the road development. Because so much of the land between Hillendale and Gold Drive -- a e flooding it is suggested that development on Gold Drive be kept at a minimum and that the densities be transfered toward Hillendale under a Planned Devel- opment approach as suggested in the Sketch Neighborhood Plan Study. In order to avoid land-locking, water damming, fast run-off and as indicated, either on Gold Drive or Lemdezder Drive and conform to the proposed future development of this area, as sketched'on the neighborhood study plan. Subdivision. DATE: November 15, 1977 The sketch-as submitted has been reviewed by the planner. It is suggested that none of the lots encroach upon the wetland area. It is further recom- mended that the duplex lots be reduced in number in order to accommodate a greater setback from Highway 24 and increase the lot sizes for duplexes as to better conform to single family densities for the area. It is suggested that in the areas designated for duplexes that no more than 8 duplex lots be provided and that no more than IO single family lots be permitted--with a total of no more than 26 dwelling units.
