PLAN COMMISSION
MINUTES OF MEETING HELD JULY 5, 1977
CITY HALL
Mayor Gottfried called the meeting to order at 8:15 P. M.
PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann,
Richard Arrowood, Laura Kilb and Wayne Salentine. Planning Con-
sultant Joseph Mangiamele and Zoning Officer Gerald Lee were also
present.
MINUTES: The minutes of the previous meeting of June 21, 1977 were
approved as mailed.
PERSONAL APPEARANCES:
DR. GORDON DRAKE - Dr. Drake appeared to discuss the curriculum
and objectives of American College at the invitation of the Plan
Commission. Classes are scheduled to begin October 3, 1977, and
the brochure and college catalog will be published shortly. There
will be 32 apartments and one education building constructed now,
with an additional education building constructed in the future if
the need arises. The school has been authorized by the State of
Wisconsin to award bachelor degrees, if the courses are available
and the teachers are accredited. Dr. Drake also stated that this
property is tax exempt.
NEW BUSINESS
ROGER KASTELLO - The Recording Secretary read Resolution #P. C.
86-77, Approval of Sketch for Land Division, Kastello-Schwefel.
Mr. Raimann moved for adoption. Mr. Arrowood seconded the motion.
Planning Consultant Mangiamele reviewed the plans submitted.
Discussion was held regarding Kastello's "Last Choice - Plan A" and
"First Choice - Plan B".
Mr. Arrowood moved to amend the resolution by substituting
"First choice - Plan B" for "last choice" in the fifth paragraph.
Mr. Salentine seconded the motion.
voted "yes", Mayor Gottfried and Mr. Raimann voted "no" and the
motion to amend Resolution #P. C. 86-77 carried.
Upon a roll call vote, the motion to adopt Resolution #P. C.
86-11 As Amended carried unanimously.
Mr. Kastello was informed that a certified survey map must be
submitted along with deed restrictions and landscaping plans.

87-77, Approval of Sketch for Land Division, Walter Vesbach. Mr.
Salentine moved for adoption. Mr. Arrowood seconded the motion and
upon a roll call vote, the rnotion carried unanimously.
BARBARA LOVALD - The Recording Secretary read Resolution #P. C.
Barbara Lovald. Mr. Raimann moved for adoption. Mr. Salentine
88-77, Recommenddtion to Common Council, Denial of Legal Status,
seconded the motion. Upon a roll call vote, the motion carried
unanimously.

BOY BLUE STORE - The Recording Secretary read Resolution #P. C.
89-77, Recommendation to Common Council that a Public Hearing be

This proposed land division raises a number/issues: (1) is the odd shaped
lots that result, (2) is whether or not the average width minimum can be
met, (3) is whether a house can be built on the proposed lot without build-
ing closer to the street than the average existing house on that block and
(4) is that even more crowded conditions may result if a house could be
built on the lot.
The planner is of the opinion that for these reasons specifically and for
a general overall principle that redivision of land for the purposes of
packing in more dwelling units should be discouraged, especially in areas
that already show preliminary crowding characteristics.
Although the installation of sewers sometimes erred on the side of over-
provision of sewer laterials, the city has often made a refund where a
property was not permitted to develop; therefore, a laterial in itself
does not assure automatic land division or development approval.
The planner is of the opinion that an additional dwelling unit on this
proposed division of land would be detrimental to this general area and
development on lots not ample in size and regular in form should be dis-
couraged in this area; therefore, it/&ommended that the City Plan Corn-
ission deny this application for land division.
