PLAN COMMISSION
MINUTES OF MEETING HELD APRIL 19, 1977
CITY HALL
Mayor Gottfried called the meeting to order at 9:lO P. M.
PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann,
Ald. Les Constantineau, Fred Lavey and Wayne Salentine. Planning
Consultant Joseph-Mangiamele and -Deputy Zoning Officer Dan Nowak
were also present.
ABSENT: Richard-Arrowood-and- Laura-Kilb
MINUTES: The minutes-.of -the previous meeting~of March 15, 1977,
were approved as mailed.
NEW BUSINESS
BOHRER'S MEATS & APPLIANCE CO. - The Architectural Sub-conunittee
met just prior to this meeting to consider a sign request for
Bohrer's Meats & Appliance Co. It was the Sub-conunittee's decision
to request that Resolution #P. C. 37-77 - (Approval Disapproval)
of Sign Request be removed from the agenda.
ST. FRANCIS SAVINGS & LOAN - It was noted by the Commission
that a sign request for St. Francis Savings & Loan had been
considered by the Architectural Sub-committee just prior to s this
meeting.

Resolution #P. C. 38-77, Approval of Sign Request. Mr. Salentine
seconded the motion and upon a roll call vote, the motion carried
unanimously.
The Recording Secretary read Resolution #P. C. 38-77, (Approval f
SIEGER OLDSMOBILE - The Architectural Sub-committee met just
prior to this meeting to consider a sign request for Sieger Oldsmobile.
It was their decision to request that Resolution BP. C. 39-77,
(Approval / Disapproval) of Sign Request, be removed from the agenda.
Mr. Robert Sindic, president of Sieger Oldsmobile, advised
the Commission that the three signs requested are necessary and
are the- dealerships identification and information signs.

SMART ROOFING CO. - The Recording Secretary read Resolution
SIP. C. 40-77, Approval of Building, Site, Operational and
Landscape Plans. Mr. Salentine moved to adopt Resolution IIP. C.
40-77. Mr. Lavey seconded the motion.
Mr. Raimann moved to amend Resolution #P. C. 40-77 with the
addition of: "Be it further resolved that this approval is subject
to the understanding that there will be no outside storage of any
materials." Ald. Constantineau seconded the motion and upon a roll
call vote, the motion carried unanimously.

Upon a roll call vote-the motion to adopt Resolution #P. C.
ALPINE LANES - The. Recording Secretary read Resolution #P. C.
41-77, Approval of Amended Site Plan. Mr. Lavey moved to adopt
Resolution #P. C. 41-77~. Mr. Raimann seconded the motion and upon
a roll call vote, the motion carried unanimously.
COUNTRY CLUB OAKS - The Recording Secretary read Resolution
#P. C. 42-77, Approval of Landscape Plans. Mr. Lavey moved for-
adoption. Mr. Salentine seconded the motion and upon a roll call
vote, the motion carried unanimously.
I) " HENRY KURTH - The Recording Secretary read Resolution SIP. C. 43-77, Approval of Sketch for Land Division. Mr. Raimann moved
for adoption. Mr. Lavey seconded the motion and upon a roll call
vote, the motion carried unanimously.
MAURICE & ALYCE HOLZ - The Recording Secretary read Resolution
#P. C. 44-77, Approval of Sketch for Land Division. Mr. Salentine
moved to adopt Resolution IIP. C. 44-77. Mr. Lavey seconded the
motion and upon a roll call vote, the motion carried unanimously.
MELFORD FOTH~-.- The Recording Secretary read Resolution #P. C.
45-77, Denial of Sketch for Land Division. Mr. Salentine moved
for adoption. Mr. Lavey seconded the motion and upon a roll call
vote, the motion carried unanimously.
LEONARD SHERPER - The Recording Secretary read Resolution
#P. C. 46-77, Denial of Sketch for Land Division. Mr. Lavey
moved for adoption. Ald. Constantineau seconded the motion and
upon a roll call vote, the motion carried unanimously.
WAYNE PETERSON - The Recording Secretary read Resolution #P. C.
47-77, Referral to Planning Consultant for Neighborhood Study -
Sketch for Land Division. Mr. Raimann moved for adoption. Mr.
a roll call vote.
Lavey seconded the motion and the motion carried unanimously upon
LAKE LORE ESTATES - The Recording Secretary read Resolution
#P. C. 48-77, Approval of Sketch.for Redivision. Mr. Lavey moved
for adoption. Mr. Salentine seconded the motion and upon a roll
call vote, the motion carried unanimouslv.

Q FREDERICK GILLE - The Recording Secretary read Resolution
SIP. C. 49-77, Denial of Legal Status. Mr. Lavey moved for adoption.
Mr. Raimann seconded the motion.
Mr. Jack Lake, who desires to purchase the 3 acre parcel,
and Mrs. Gille were present. They advised that the home on the
one acre parcel had been purchased from Lloyd Hm in 1971 and
the additional 3 acre parcel had been purchased in 1974.
Mr. Raimannmoved to defer action on Resolution #P. C. 49-77
to give the Commission an opportunity to review the land division
ordinance as well as Lloyd Hm's land division. Upon a roll call
vote, the 'motion carried with.-Mr. Salentine casting the only
dissenting vote.
SILAS-ANDERSON - The Recording Secretary read Resolution
SIP. C. 50-77, Approval of Certified Survey Map. Mr. Lavey moved
for adoption. Mr. Salentine seconded the motion. Upon a roll
call vote, the motion carried unanimously.
DAVID GARNER - The Recording Secretary read Resolution #P. C.
51-77, Architectural Approval of Second Garage Structure. Mr.
Lavey moved for adoption. Mr. Raimann seconded the motion and Q upon a roll call vote, the motion carried unanimously. ~- -
DURHAM MEADOWS PUMPHOUSE - The Recording Secretary read
Resolution #P. C. 52-77, Architectural Approval of Pumphouse.
Mr. Lavey moved for adoption. Mr. Salentine seconded the motion.
Upon a roll call vote, -the mot.ion carr-ied.unanimously.
SAINT PAUL'S LUTHERAN CHURCH - The Recording Secretary read
Resolution SIP. C. 53-77, Approval of Building, Site & Oprational
Plans. Mr. Salentine moved for adoption. Mr. Lavey seconded
the motion.
reviewed the site plan for the Commission. He advised that the
building had been moved to the new location because they had
encountered quick sand.

LAKEWOOD VILLAGE - TOWN OF VERNON - The Recording Secretary
read Resolution #P. C. 54-77, Approval of Preliminary Plat. Mr.
Lavey moved for adoption. Mr. Salentine seconded the motion and
upon a roll call vote, the motion carried unanimously.

PLANNING CONSULTANT'S REPORTS
JOHN COUTURE - Planning Consultant Mangiamele reviewed the
request of John Couture to divide property on Janesville Road in
the NW 114 of Section 10. He pointed out that Mr. Couture desires
to construct a single family, model home on the proposed lot; that,
however, this is an RSA District which requires attached single
family residences; that to permit a single family home on this
property~would require a rezoning. He also advised that a sketch
had-.been submitted~which indicated how the remainder of the property
could be developed.
GUERNSEY MEADOWS ADD'N 81 - Planning Consultant Mangiamele
and Ray Gray of Rite Realty reviewed a sketch for the proposed
33 lot subdivision, Guernsey Meadows Add'n #l. Mr. Gray submitted
to the Comission a schedule indicating the sizes of the lots
proposed.for the Commission's review.
ADJOURNMENT: Mr. Lavey moved for adjournment. Mr. Salentine 0 seconded the motion and the meeting adjourned at 10:35 P. M. -
