PLAN COMMISSION
MINUTES OF MEETING HELD MARCH 15, 1977
CITY HALL
Mayor Gottfried called the meeting to order at 8:15 P.M.
PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann,
Ald. Charles Colburn, Laura Kilb, Fred Lavey and Wayne Salentine.
Planning Consultant Joseph Mangiamele and Zoning Officer Gerald
Lee were also present.
ABSENT: Richard Arrowood
MINUTES: The minutes of the previous meeting of March 1, 1977,
were approved as mailed.
Chairman Gottfried requested those in attendance to add 1kP.C. 36-77
Approval of Sketch for Land Division (Fountainwood Pool Association)
to their Agenda.
NEW BUSINESS:
COUNTRY CLUB OAKS - The Recording Secretary read Resolution
#P. C. 32-77, Approval of Final Plat. Mr. Raimann moved for
adoption. Mr. Lavy seconded the motion.
Planning Consultant Mangiamele presented his report regarding
access to outlots 1 & 2. Alderman Colburn asked Mr. Scott Krause
if there were plans to separate the outlots from the other lots.
Mr. Krause indicated that the outlots would be left in a natural
state.
Mayor Gottfried stated that some kind of identification of
the access should be made. Alderman Colburn moved to amend the
resolution by adding the following paragraph: "Be it further
resolved that the access to the outlots will be delineated in a
manner acceptable to the Plan Commission." Mr. Lavy seconded the
motion. Upon a voice vote, the motion to amend carried. Upon a
roll call vote, the motion to adopt Resolution 1lP.C. 32-77 (As
Amended) carried unanimously.
WEST LAKE ESTATES - The Recording Secretary read Resolution
#P. C. 33-77, Approval of Preliminary Plat, West Lake Estates.
Mr. Salentine moved for adoption. Mr. Lavy seconded the motion,
and upon a roll call vote, the motion carried unanimously.
LINCOLNSHIRE SUBDIVISION - The Recording Secretary read
Resolution #E'. C. 34-77, Approval of Sketch for Land Division,
Kilb seconded the motion, and upon a roll call vote, the motion
carried unanimously.

PARKLAND PLAZA - The Recording Secretary read Resolution
#P. C. 35-77, Referral to Planning Consultant, Sketch for Land
Division, Parkland Plaza. Mr. Lavy moved for adoption. Mr.
Salentine seconded the motion, and upon a roll call vote, the
motion carried unanimously.
FOUNTAINWOOD POOL ASSOCIATION - The Recording Secretary read
Resolution #P. C. 36-77, Approval of Sketch for Land Division,
Fountainwood Pool Association. Alderman Colburn moved for adop-
tion. Mr. Lavy seconded the motion, and upon a roll call vote,
the motion carried unanimously.
PLANNING CONSULTANT'S REPORTS
Planning Consultant Mangiamele presented several reports:
1. Land Division - Peterson. Will continue-to review this
matter during the next month, will check with the City Engineer,
and look at the topography maps. He will also look at the division
of the Stickney property.
2. Land Division - Couture. Will obtain more details on
plans for future development of this area.
3. Guernsey Meadows Addn. No. 1 - Mr. Mangiamele felt that
possibly this should be presented as a subdivision and not as an
extension of the planned unit development. Alderman Colbum-
stated that we have problems with sewer availability, we have a
building moratorium and problems with the schools. We should take
all these things into consideration before accepting any prelimin-
ary plats.
Mr. Mangiamele spoke on the subject of Conditional Use for
duplexes. He will present a more complete report on this subject
at the next Plan Commission meeting. Mr. Colburn stated that
Conditional Use is the way to go, granting conditional use
duplexes where we had conditional use before. The Mayor said that
one advantage of Conditional Use is that it requires a Public
Hearing.
ADJOURNMENT: Alderman Colburn moved for adjournment at 9:15 P.M.
Mr. Lavy seconded the motion and the motion carried.

Guernsey Meadows was developed under the "two-thirds" development approach
established by the City Council. As part of this development, a nature area
was dedicated and the lot sizes reduced accordingly. Although this project
was carried out under the Planned Development approach, it has none-of the
really an integral part of this residential area. The street layout, the
planned development characteristics except for the nature area which is not
duplication of similar housing and the resulting high density which has re-
sulted, without any of the benefits of related open space needs closer study
by members of this commission.
The planner recommends that at least s five to six-acre parcel be developed
and dedicated 'for open space purposes; that the proposed Daisy Drive be re-
designed so that access to Hwy. 24 be some 200 - 300' Southwest of its in-
dicated location; that a greater variety of housing be provided both in size,
layout and styling and that if the suggested open space is not provided that
the lots be reduced in number(tothe underlying zoning densit1es)and treated
as s subdivision rather than a Planned Development.

to Add'n 1 in relation to the present plans for landscaping in Guernsey Meadows
proper.
These recommendations are not meant to influence the Council's decision to
either make or not make available sewer connections to this proposed project
nor to influence their overall policy on the availability of sewers.
