PCM19770301CITY OF MUSKEG0 MINUTES OF MEETING HELD MARCH 1, 1977 CITY HALL Mayor Gottfried called the meeting to order at 8:05 P. M. PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann, Richard Arrowood, Ald. Charles Colburn, Laura Kilb, Fred Lavey and Wayne Salentine. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. MINUTES: The minutes of the previous meeting of February 1, 1977, were approved as mailed. OLD BUSINESS WILLARD ANDERSON -. It -was :noted,by:..:the"Commission.-that~ :- Resolution #P. -C. "'13-7.7, .Recommendation ~.to -Deny--Legal Status ;~ was referred back to the PlawComission-by the^ Common Council for further review. Ald. Colburn moved to reconsider Resolution BP. C. 13-77. vote. Mr. Lavey seconded the motion and the motion carried upon a voice Ald. Colburn advised that after. the resolution had been adopted unanimously _by- the.-Corninission, he had -reviewed .the-area; that this lot could not-be compared with the Rapp or Altmann denials because the lot in-question exceeds the square footage of the~-RS-3 ~OED -District -requirements. although i-t has -less -that -- the average width required; that the Altmann and Rapp properties were considerably under the requtred-square footage and-average width. He pointed out that this is the last vacant lot on Hiawatha Drive. changing the words "denial" to "approval". Mr. Lavey seconded the mot ion^. the Muskego Shores subdivision which indicated the double lot ownerships. Mayor Gottfried pointed out that many legal status requests have been denied after careful review by the plan Commission and Common Council; that maintaining the philosophy of not increasing density is to the betterment of the city; and that if a more liberal view were taken to permit the development of sub-standard lots, such requests would not be discouraged. Ald. Colburn moved to amend Resolution BP. C. 13-77 by Mayor Gottfried and the Commissioners reviewed a map of ~~ .. ~ .~ ." .~ ~ a March 1, 1977 Page 2 - Plan Commission Upon a roll call vote, Mayor Gottfried, Mr. Raimann, Mr. Arrowood, Mrs. Kilb and Mr. Salentine voted "no", Ald. Colburn #P. C. 13-77 lost. Mayor Gottfried, Mr. Raimann, Mr. Arrowood, Mrs. Kilb and Mr. Salentine voted "yes", Ald. Colburn and Mr. Lavey voted 'lnol' and the motion carried. Ald. Colburn was excused from the meeting at 8:25 P. M. to attend the Parkland Home Owners Association meeting. and Mr. Lavey voted ''yes" and the motion to amend Resolution Upon a roll call vote to re-adopt Resolution #P. C. 13-77, NEW BUSINESS MUSKEGO RESTAURANT - The Recording Secretary read Resolution #P. C. .18--77, Approval- of Sign,Request. Mr. Raimann moved for adoption;- Mr; -Salentine seconded--theymotion .and upon-a rol-1- call. vote, the motion -carried with :Mr.'.Arrowood~ casting the::only- :- dissenting-vote. There was discussion that this proposed 4' x 5' si'gn will be the colors to be used for the proposed sign-are totally .unrelated to the existing sign. Zoning Officer Lee pointed out that three existing signs will be^ replaced by-the proposed- sign. - Upon a roll ca1.l vote, Mayor-Gottfried; Mr. Raimann, Mr. Lavey & Mrs. Salentine voted "yestt, Mrs. Kilb -and Mr. Arrowood - voted "no" and the motion to adopt Resolution #P. C. 19-77 carried. 0 placed under the existing Tome Casino, 4' x 5' sign and that VALLEYWOOD GOLF COURSE - The Recording Secretary read Reso- lution #E'. C. 20-77, Approval of Sign Request. Mr. Lavey moved for adoption. Mr. Arrowood seconded the motion and upon a roll call vote, the motion carried unanimously. EDWARD KAMMERER - The Recording Secretary read Resolution #P. C. 21-77, Approval of Certified Survey Map. Mr. Raimann moved for adoption. Mr. Lavey seconded the motion and upon a roll call vote, the motion carried unanimously. SILAS ANDERSON - The Recording Secretary read Resolution #P. C. 22-17, Approval of Sketch for Land Division. Mr. Lavey moved for adoption. In answer to questions from the Commission, Dr. Riess advised that additional offices are not proposed at this time, however, room has been provided for two additional offices in the future. 27-77 carried unanimously. Upon a roll call vote, the motion to adopt Resolution #P. C. RICHARD SCHAUMBERG - The Recording Secretary read Resolution #P. C. 28-77, Architectural Approval of Second Garage Structure. Mr. Salentine moved for adoption. Mr. Lavey seconded the motion. Zoning Officer Lee advised that the area to the south of the Schaumberg property is undeveloped, that the proposed garage will be so constructed and located as to permit connection to the residence by breezeway in the future. 28-77 carried unanimously. e Upon a roll call vote, the motion to adopt Resolution #p- c.
