PLAN COMMISSION .. MINUTES OF MEETING HELD JANUARY 4, 1977 CITY HALL
Mayor Gottfried called the meeting to order at 8:25 P. M.
PRESENT: Chairman Jerome Gottfried, Secretary Edward Raimann,
Richard Arrowood, Ald. Charles Colburn, Laura Kilb, Fred Lavey,
and Wayne Salentine. Planning Consultant Joseph Mangiamele and
Zoning Officer Gerald Lee were also present.
MINUTES: The minutes of the previous meeting of December 21,
1Y16, were approved as mailed.
NEW BUSINESS
ST. FRANCIS SAVINGS & LOAN - The Recording Secretary read
moved for adoution. Mr. Lavev seconded the motion and uDon a roll

ORLO ZLENSKY - The Recording Secretary read Resolution #P. C.

COUNTRY CLUB OAKS - The Recording Secretary read Resolution

HOUSE OF HOMES - It was noted by the Commission that an
Architectural Sub-committee meeting was held just prior to this
regular meeting to consider a sign request for House of Homes,
S63 W13131 Janesville Road.
The Recording Secretary read Resolution SIP. C. 1-77, (Ap roval/
Disapproval) of Sign. Mr. Raimann moved to adopt Resolution ! /P. C.
1-77, Approval of Sign. Mr. Lavey seconded the motion.
Mr. Raimann moved to amend Resolution #P. C. 1-77 with the
addition of "....subject to the following conditions: 1. That the
House of Homes Real Estate sign be 4' x 8' in size (top sign),
2. That the State Farm Insurance sign be 4' x 6' in size (second
sign), 3. That there be a minimum of 10' between the bottom of
the second sign and the grade level, 4. That the 5 signs proposed
below the insurance sign be eliminated, and 5. That the landscaping
as proposed be completed by June 1, 1977." Mr. Arrowood seconded
the motion and the motion carried upon a voice vote.
#P. C. 1-77 with the additional condition - "That the two permitted
signs be illuminated similarly." Ald. Colburn seconded the motion.
Upon a roll call vote, Mayor Gottfried, Mr. Raimann, Ald. Colburn,
Mr. Lavey and Mr. Salentine voted llyes", Mr. Arrowood and Mrs.
Kilb voted "no" and the motion carried.

After further discussion, Mr. Raimann moved to amend Resolution

AMERICAN COLLEGE - Zoning Officer Lee reviewed architectural

PLANNING CONSULTANT'S REPORTS
Preliminary plat for Mrs. Ceille for the development of 28 lots
MRS. CEILLE - It was noted by the Commission that a revised

1976, by Hoffmann, Polzin & Associates was referred to Planning
meeting.

6. The Commission discussed the type of density which should be
encouraged in that area. Mayor Gottfried suggested that prior to
any decisions, Ruekert & Mielke, consulting engineers, should be
contacted regarding the extension of the sewer interceptor along
the proposed parkway as well as the capacity of the lift station.
ADJOURNMENT: Ald. Colburn moved for adjournment at 9:30 P. M.
Mr. Lavey seconded the motion and the motion carried.

SUBJECT: Preliminary Plat -- Mrs. Ceille

Although the lots of this subdivision meet the minimum require-
ments of RS - 2, they are about 20 - 25% smaller than those of Freedom Acres
to the South and West. The somewhat odd shaped lots and their relatively
smaller size will give an appearance of crowding to those who have become
used to Freedom Acres densities.
The proposed 100' width road which goes through this area a8.shown
have to be reconsidered in view of the Commission's desire to remove the
on the Highway Width hp along with other proposed roads in that area will
Freeway Corridor and to make minor changes in the future road system here.
Basically and in general the preliminary plat for Mrs. Ceille is
acceptable both from s technical standpoint and the requirements of our
ordinances.

0 indicate that without sewers,houses could not be built in the area very
extensively because of the high water tables and the severe grades.
In addition to previous considerations of this ares, soil studies
as recommended in the previous report, this would signify that most of this
area should be left in its natural state. And although some development has
taken place that more development should be discouraged.
If the valley floors and the.ridge lines were to be protected
It is therefore recomended:
1) that the plan commission consider a plan for this area that
would not require the further development of the sewer system,
2) that a zoning district intending to maintain this area pretty
much in its natural state be considered for the area,
3) that the park commission be requested to study the possibilities
of developing natural areas in this district,
4) that the only residential development permitted should be of the
type would not have a serious impact on the natural setting (eaclh
request for such residential development should be accompanied
with an environmental impact study and statement), and
5) the planning consultant be directed by the plan commission to
work with the consu1tant:engineer to determine what chsnges
would be required in the sewer system, that a preliminary draft
of a zoning district be prepared, that he discuss with the park
commission the possibilities of land acquisition or reservation
in this area for natural parka or reservations and that he pre-
development of an environmental impact statement for residential
pare a study indicating the type of procedure to follow in the
development.
