PCM19750916CITY OF MUSKEGO PIAN COMMISSION MINUTES OF MEETING HELD SEPTEMBER 16, 1975 ,CITY HALL Mayor Gottfried called the meeting to order at 8:12 P. M. PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Richard Arrowood, Ald. Ronald Ford, Laura Kilb and Edward Raimann. Planning Consultant Mangiamele and Zoning Officer Lee were also present. ABSENT: Blair Dixon MINUTES: The minutes of the previous meeting of September 2, 1975, were approved as mailed. OLD BUSINESS TUDOR OAKS - The Recording Secretary read Resolution #P. C.' 95-75, Temporary Sign Extension, It was noted by the Commission that this resolution is on the floor and that action had been deferred at the last meeting pending the developer's decision regarding the sign. The Recording Secretary advised that Reverend Williams had indicated that he would like the one year extension for this temporary sign. 95-75 carried unanimously. 0 Upon a roll call vote, the motion to adopt Resolution #P. C. NEW BUSINESS SIP. c. 98 -75. Authorizing School Site Studv. Mr. Raimann moved SCHOOL SITE STUDY - The Recording Secretary read Resolution for adoption: Mr. ArrowGod seconded the mbtion. by a member in addition to the Planning Consultant during the school site study with the school board. Mayor Gottfried suggested that the Commission meet jointly with the school board in the future. 98-75 carried unanimously. Ford -75, Referral to Planning Consultant - PIONEER CENTRE - PHASE I1 - The Recording Secretary read moved for adoption. Mr. Basse seconded the motion. After discus- sion, the motion to adopt Resolution #P. C. 99-75 carried unani- mously upon a roll call vote. There was also discussion concerning the preparation of an overall plan for the area involved which would include the design of open spaces, higher density uses in specific areas with consideration being given to topography, drainage, etc. and the preservation of some of the rural atmosphere of Muskego. The Commission acknowledged and discussed a cmunication dated September 9, 1975, from Kurt Bauer, executive director of SEWRPC expressing concern at the city‘s opposition to the continued inclusion of the Belt Freeway on the comprehensive plan. ZONING OFFICER’S REPORT There was discussion and concern expressed as to the densities WAUER SANITARY LANDFILL SITE - Zoning Officer Lee advised that the agreement between the city and Waste Management of Wisconsin, Inc., for the Wauer sanitary landfill site indicates that the operation of same will be reviewed and approved by the Plan Cmis- sion annually. He reviewed the operation for the Commission advising that it is their intention to asphalt Wauer Lane at,its intersection with Crowbar Road and to fill a low water retention area in accordance with the rules of the DNR. He also pointed out that there is a question concerning the accuracy of the elevation figures which have been submitted by Waste Management. Acme and Wauer will be notified that the Commission will ,consider action in regard to the operation of the Wauer Jandfill site at their next meeting. ADJOURNMENT: Mr. Basse moved for adjournment at 9:lO P. M. Mr. Arrowood seconded the motion and the motion carried.
