PCM19750603CITY OF MUSKEGO PLAN COMMISSION CITY HALL MINUTES OF MEETING HELD JUNE 3, 1975 Mayor Gottfried called the meeting to order at 8:lO P. M. Czaplewski, Ald. Ronald Ford and Edward Raimann. Planning Consultant PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Kenneth Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Richard Arrowood and Blair Dixon MINUTES: The minutes of the previous meeting of May 20, 1975, were approved as mailed. OLD BUSINESS REZONING - AGENTEN, KATZFEY, KOEFERL - It was noted by the Commission that Resolution #P. C. 32 15 been tabled April 15th. 1975. to permit the Commission to review the - , Reaffirming Rezoning Recommendation, had area more closely before making recmendation to the Common Council. Mayor Gottfried and the Commission reviewed the soils map of the area in question and were undecided as to the wisdom of extending the Lowland District into this area because soils which could support a higher density residential development are intermixed with those which could not. Ald. Ford seconded the motion and the motion carried%pon a voice vote. Mr. Czaplewski moved to take Resolution #P. C. 32-75 from the table. Ald. Ford moved to refer this rezoning to Planning Consultant Mangiamele for review of a larger area and further recommendation. Mr. Basse seconded the motion and the motion carried upon a voice vote. SIP. c. 54-75 , Approval of Preliminary Plat. is on the floor. however. KRISTIN DOWNS - It was noted by the Commission that Resolution action was defe%ed at the last meeting to-give the developer an oppor- tunity to review the plat in regard to the swimming pool, tennis courts, mitted at the last meeting. He submitted and reviewed a preliminary plat advised the Cormnissioi that an incorrect preliminary plat had been sub- which was in accordance with the approved sketch and contained 83 lots, revision in the size of the Court D loop which would add additional area only 81 of which will be developed. C. 54-75, Mayor Page 2 - Plan Commission June 3, 1975 NEW BUSINESS MUNICIPAL GARAGE - SALT SHED - The Recording Secretary read Resolution #P. C. 55 I5 Ald. Ford moved for adoption. Mr. Basse seconded the motion. - , Approval of Salt Shed - Municipal Garage. The Commission discussed the appearance of this building in the industrial park, however, Zoning Officer Lee advised that this type of building is necessary because of the affect of salt on other types of material. It was noted by the Commission that Public Works Superintendent Bertram has indicated that plantings will be placed along the northeast lot line to provide screening. Upon a roll call vote, the motion to adopt Resolution #P. C. 55-75 carried unanimously. LARRY SCHNEIDER - The Recording Secretary read Resolution SIP. C. 56-75, Approval of Second Garage Structure. Mr. Raimann moved for adoption. Ald. Ford seconded the motion and the motion carried unani- mously upon a roll call vote. SIP. C. 58 75 of Martin Drive and Janesville Road to RS-2. Mr. Raimarm moved for adoption. Ald. Ford seconded the motion. #P. C. 58-75 until after receipt of the report from SEWRPC on the status of the proposed beltline freeway. Ald. Ford seconded the motion and upon a roll call vote, the motion carried unanimously. COMMUNICATIONS & MISCELLANEOUS BUSINESS REZONING - BASSE-LINDEMANN - The Recording Secretary read Resolution - , Recommendation to Rezone the RSM District in the Triangle After discussion, Mr. Czaplewski moved to defer action on Resolution CORNELL COURT TOWNHOUSE PROJECT - Mr. Ken Kurtz, architect, advised the Cmission that building approval had been granted to a contemporary design by the Plan Commission in March, 1973, for 32 units to be merits that the owner at that time, Donald Kilps, had requested a redesign constructed on Lot 9, Block 2, in the Durham Meadows planned unit develop- of the buildings to colonial, however, these colonial designs were not Co. purchased the property, the colonial designs had mistakenly been submitted to the Cmission for approval; that at the time Warjo Construction given to the new owner as approved plans; that two of the colonial town- houses are under construction and that the Building Inspection Department had discovered the error. After review of the approved design as compared to the colonial under construction in the Cornel1 Court Townhouse Project subject to the design, Mr. Basse moved to approve the change in design for two buildings condition that brick will be used on the, chimneys and that designs for the remaining four townhouses to be constructed in this project will be submitted to the Plan Comission for consideration within the next two weeks. Ald. Ford seconded the motion and upon a roll call vote, the motion carried unanimously. Mayor Gottfried declared recess at 10:05 P. M. and the meeting reconvened at 10:12 P. M. Page 3 - Plan Commission June 3, 1975 PLANMNG CONSULTANT'S REPORTS CORNELL MEADOWS PROJECT - It was noted by the Commission that they had referred plans for the Cornel1 Meadows Project, a 64 unit multi- family development to be constructed on Lot 7, Block 1, in the Durham Meadows planned unit development, to Planning Consultant Mangiamele for review and recommendation. 1975, which indicated several changes and additions should be required. Co. were present to discuss the proposed development with the Commission. Action was not taken. ADJOURNMENT: Mr. Czaplewski moved for adjournment at 10:30 P. M.
