PRESENT: Secretary Alvin Basse, Kenneth Czaplewski, Blair Dixon, Joseph Mangiamele and Zoning Officer Gerald Lee were also present. &ward Raimann, Ald. Ron Ford and DonaH Yahr. Planning Consultant ABSENT: Mayor Jerome Gottfried MIMES: The minutes of the previous meeting of April 16, 1974, were approved as mailed. OID BUSINESS HALTADA CONSTRUCTION CO. - Attorney Clayton Cramer, representative of residents surrounding the Hallada premises, appeared to review the concerns of the residents in the area. He pointed out that Hallada had not complied with city ordiances, had not applied for an occupancy permit, had started alterations to the building which were not approved by the Plan Commission and had debris in the yard, that in their opinion conform to the residential district in which it is located. Attorney David Schoetz, representative of the Hallada Construction Co., reviewed Mr. Halldda's position concerning the use of the premises pointing out that had a stop order not been issued the building materials would not be stored in the yard, that the improvements could be made and the eyesore eliminated. Williams reviewed revised preliminary design studies for the Covenant Living Centers, Inc., which had been prepared by Architects Holland & Steed April 29, 1974, and May 5, 1974. He also reviewed the proposed modification of the Mus-Kee-Guac planned unit development dated May 1, 1974. In answer to questions from the Commission, Mr. Strasser advised that the addition will include offices as well as be used for filling station purposes, that the existing filling station will be remodeled and used for rental property and that it would be diffi- cult to submit plans for the remodeling of the existing building until the exact use of the buildinglns been determined. that after review of the plans, it is their opinion that this addition constitutes a substantial change and a public hearing before the Plan Commission should be required. the planning consultant and zoning officer and that a public hearing be held. Discussion followed concerning the park, the nature preserve, the necessity of lift stations and drainage. The Commission did not take action. Secretary Basse declared recess at 10:55 P.
