PCM197404160 CITY OF MUSKEG0 PLAN COMMISSION MINVTES OF MEETING HELD APRIL 16, 1974 CITY HALL Mayor Gottfried called the meeting to order at 9:15 P. M. PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Kenneth Czaplewski, Blair Dixon, Edward Raimann, Ald. Ronald Ford and Donald Yahr. Planning Consultant Joseph Mangiamele and Zoning Officer Lee were also present. MINUTES: The minutes of the previous meeting of March 19, 1974, were approved as mailed. AGENDA ITEMS KRISTIN DOWNS - Mr. Herbert Puetzer appeared in regard to the development of Kristin Downs. He requested if the Commission would be receptive to the development of an approximately 77 lot single family subdivision under a planned development concept. He submitted a sketch of the proposal for the Commission's review. Mayor Gottfried suggested that Mr. Puetzer discuss the development with the planning consultant and submit a formal presentation to the Commission. 0 #P. C. 30-74. Denial of Revised Site Plan. Mr. Czaplewski requested a breakdown of costs and income comparing both proposals prior to recommending approval. Upon a roll call vote to adopt Resolution #P. C. 34-74, Mayor Dixon, Mr. Raimann and Ald. Ford voted "no" and the motion lost. Gottfried, Mr. Basse and Mr. Yahr voted "yes", Mr. Czaplewski, Mr. Mayor Gottfried spoke in favor of the 306 units proposed in the Rev. C,L 40-74, Approval of Temporary Sign. Mr. .Basse moved for Mr. Basse voted "yes", Mayor Gottfried, Mr. Czaplewski, Mr. Dixon adoption. Mr. Dixon seconded the motion. Upon a roll call vote, Mr. Raimann, Ald. Ford and Mr. Yahr voted "no" defeated. and the motion was ALVIN BASSE - The Recording Secretary read Resolution #P. C. 41-74, Referral of Proposed Development to Planning Consultant. Mr. Dixon moved for adoption. Mr. Czaplewski seconded the motion. Upon a roll call vote, the motion carried unanimously with Mr. Basse abstaining. MERLE E. HWCHISON - The Recording Secretary read Resolution #P. c. 42-74, Approval of Request for Second Garage Structure. Mr. Raimann moved for adoption. Mr. Yahr seconded the motion and upon a roll call vote, the motion carried unanimously. JAMES & DARLENE WIESNER - The Recording Secretary read Resolution #P. c. 43 - 74 , Approval of Building, Site and Operational Plans for Antiaue ShOD. Mr. Basse moved for adoption. Mr. Dixon seconded the 0 motion. "Be it further resolved that this approval is conditioned upon the Ald. Ford moved to amend Resolution #P. C. 43-74 with the addition: owner of the building taking the necessary measures to upgrade the exterior." Mr. Czaplewski seconded the motion and the motion carried upon a voice vote. C. 44-74, Approval of Certified Survey Map. Mr. Yahr moved for adoption. Ald. Ford seconded the motion and upon a roll call vote, the motion carried unanimously. Planning Consultant and City Attorney. Mr. Yahr moved for adoption. Mr. Raimann seconded the motion and the motion carried upon a voice vote. INDUSTRIAL DISTRICT REZONING - The Recording Secretary read Sections 10 and 11 to RS-2. Mr. Basse moved for adoption. Mr. Resolution #P. C. 47-74, Recommendation to Rezone the 1-1 District in Czaplewski seconded the motion and upon a roll call vote, the motion carried with Mr. Yahr casting the only dissenting vote. COMMUNICATIONS & MISCELLANEOUS BUSINESS to the Commission from Mayor Gottfried advising that the Public Welfare Committee urges the Commission to hold another public hearing to consider the Thomas landfill permit was read by the Recording Secretary. Ald. Ford moved to schedule a public hearing for 7:30 P. M., May 21st, 1974. Mr. Dixon seconded the motion and the motion carried upon a voice vote.
