PCM19731120PLAN COMMISSION CITY OF MUSKEGO MINUTES OF MEETING HEID NOVEMBER 20, 1973 CITY HALL Mayor Gottfried called the meeting to order at 8:04 P. M. PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Kenneth Czaplewski, Edward Raimann and Donald Yahr. Planning Consultant Joseph Mangiamele and Donald Yahr were also present. ABSENT: Blair Dixon and Ald. Paul Schaumberg MINUTES: The minutes of the previous meeting of November 6, 1973, were approved as mailed. AGENDA ITEMS JEROME DRUGS - It was noted by the Commission that Resolution #P. C. 136-73 entitled Jerome Drugs - Sign Approval is on the floor, however, action was deferred at the last meeting in order for Planning Consultant Mangiamele and Zoning Officer Lee to contact the architect for a policy statement regarding the shopping center signs. Mayor Gottfried requested that this resolution be tabled as it was his decision not to place a sign on the exterior of Parkland Plaza 0 mall. 1 Mr. Czaplewski moved to table Resolution #P. C. 136-73. Mr. Yahr seconded the motion and the motion carried upon a voice vote. 138-73 entitled Referral of Elevations & Landscaping for Freedom Square, Pahse IV, Parkland Plaza, to Planning Consultant. Mr. Yahr moved for adoption. Mr. Raimann seconded the motion. Mr. A1 Evinrude, representative of Paschke & Associates, submitted and reviewed a revised site plan for the 16 one bedroom, 16 three bedroom and 91 two bedroom units to be constructed on the south side of Highway 24. C. 140-73 PAYNE & DOIAN - The Recording Secretary read Resolution #P. C. 141-73 entitled Recommendation to Renew Permit for Portable Asphalt Plant. Mr. Raimann moved for adoption. Mr. Yahr seconded the motion. In answer to the Commission, Zoning Officer Lee advised that he had received one complaint regarding the operation of the plant from the area of Topaz Drive. Upon a roll call vote, the motion to adopt Resolution #P. C. 141-73 carried unanimously. OLEINIK SUBDIVISION - TOWN OF VERNON - The Recording Secretary read Resolution #P. C. 142-73 entitled Recommendation of Aooroval of Preliminary Plat - Oleinik Subdivision (Town of Vernon). Mi. Basse moved for adoption. Mr. Czaplewski seconded the motion and upon a roll call vote, the motion carried unanimously. LILLIE RAPP - The Recording Secretary read Resolution #P. C. 143-73 entitled Recommendation of Approval for Legal Status (Lillie Rapp). Mr. Raimann moved for adoption. Mr. Basse seconded the motion. After discussion, upon a roll call vote, Mr. Basse voted voted "no" "yes'', Mayor Gottfried, Mr. Czaplewski, Mr. Raimann and Mr. Yahr and the motion to adopt Resolution #P. C. 143-73 was defeated. COMMUNICATIONS & MISCELLANEOUS BUSINESS A communication from Frank DeAngelis, treasurer of the Muskego Property Owner's Association, dated November 5, 1973, regarding the proposed zoning district map was read by the Recording Secretary, same placed on file. Mayor Gottfried reviewed a sketch for a proposed sign to identify the city hall and library. Page 3 - Plan Commission November 20, 1973 PLANNER'S REPORTS Planning Consultant Mangiamele reviewed a neighborhood study of the vicinity of Martin Drive and College Avenue. It was the Commission's decision to evaluate Shagbark Subdivision using the guide lines prepared by Dr. Mangiamele. the Department of Local Affairs and Development. Planning Consultant Mangiamele reviewed a grant proposal to Mr. Czaplewski moved to recommend to the Common Council to apply for a pilot study on use of open sapce and environmental corri- dor. Mr. Yahr seconded the motion and the motion carried upon a voice vote. regarding the proposed open space and environmental districts and Mayor Gottfried advised that there are some misconceptions suggested that the Plan Commission help clarify this situation.
