PRESENT: Chairman Jerome Gottfried, Kenneth Czaplewski, Edward Raimann, Ald. Paul Schaumberg and Donald Yahr. Planning Consultant Joseph Mangiamele and Assistant Planning Consultant Dennis Bianchi were also present. ABSENT: Secretary Alvin Basse and Consulting Member Gerald Lee MINUTES: The minutes of the previous meeting of December 5, 1972, were approved as mailed. Mr. Czaplewski seconded RALPH BECKER - RAY WALLNER PROPERTY - At the last meeting a proposal for development of the Wallner property just south of the city’s industrial park which would include commercial, garden apartments, townhouses, duplex units and single family was referred Mangiamele reviewed a suggested road pattern and land use for the to Planning Consultant Mangiamele for review and report. Dr. Mangiamele advised that the property could be developed under the planned development concept with the greenbelt included as open space. Mr. Becker reviewed a proposed land use of the civic center area which had been prepared by Nelson & Associates in 1969. The Recording Secretary read the following Resolution #P. C. 2-72: “Whereas, Mr. Ray CVallner, owner of property south of the city‘s industrial park in Sections 16 and 17, has presented to the Plan Commission for approval a proposed development encompassing garden apartments, commercial, townhouses, duplexes and single family, and existing comprehensive plan or its updated version. Muskego does not agree with the development as proposed and recommends that the developer prepare a plan more closely related to the comprehensive plan. Page 3 - Plan Commission December 19, 1972 OTHER BUS I NES S DONALD LAABS - - The Commission reviewed a certified survey map which had been prepared by Wisconsin Land Surveyors, Ltd., November corner of Hillview and Hillendale Drives. It was noted by the 14, 1972, for a four parcel division of Mr. Laabs property at the Commission that they had approved the preliminary plat for this division September 5th, 1972. The Recording Secretary read the following Resolution #P. C. 3-72: "Whereas, the Plan Commission has been asked for approval of Hillendale Drive, involving a four parcel division of his property a certified survey map prepared for Mr. Donald Laabs, W195 S7130 at the corner of Hillview and Hillendale Drives. Raimann seconded the notion and the motion carried. Mr. Yahr moved for the adoption of Resolution #P. C. 3-72. Mr. STEVEN 8. SCHULER - The Commission reviewed a request from Mr. Schuler. Havward. Wis.. for approval of a sketch for a two parcel divisioi of'his property in Seition 32. It was noted by the Commission that this is an R-3 District requiring 40,000 sq. ft. with 150' average width. The Recording Secretary read the following Resolution #P. C. 4-72: "Whereas, the Plan Commission has been requested to approve a sketch of a two parcel land division in Section 32 by Mr. Steven B. Schuler, and of the Zoning District in which the land is located. Whereas, the two parcel division meets with the requirements of Muskego does hereby approve the sketch and will be receptive to Therefore be it resolved that the Plan Commission of the City the presentation of a preliminary plat which must be reviewed by the city's planning consultant, Dr. Mangiamele, the city's consulting engineers, Ruekert & Mielke, and the city's highway superintendent, Willard Bertram, prior to further submittal to the Plan Commission for approval. Mr. Page 4 - Plan Commission December 19, 1972 SUBDIVISION COWROL ORDINANCE - A proposed land division ordinance was submitted to the Commission for review. It was noted ~~ by the Commission that this proposed ordinance had been prepared for the City of Muskego by the Southeastern Wisconsin Regional Planning Commission. The Recording Secretary read the following Resolution #P. C. 5-72: "Whereas, the Rules, Laws & Ordinance Committee has submitted to the Plan Commission for their approval an up-dated and revised Subdivision Control Ordinance for the City of Muskego. of Muskego does hereby give its approval to said ordinance and does hereby recommend to the Common Council the adoption of said ordinance. Therefore be it resolved that the Plan Commission of the City City of Muskego City Plan Commission" Ald. Schaumberg seconded the motion. opportunity to review the revised ordinance. Mr. Yahr seconded the motion and the motion carried. Mayor Gottfried declared recess at 9:35 P. M. and the meeting reconvened at 9:55 P. M. Mr. Czaplewski moved for the adoption of Resolution #P. C. 5-72. Ald. Schaumberg moved to defer action to give the members an MUSKEG0 RENDERING COMPANY - Mr. Czaplewski moved to schedule a public hearing to consider the petition of Muskego Rendering Company for a conditional use grant to permit construction of a new rendering plant for 7:30 P. M. on Tuesday, January 16th, 1973. Mr. Yahr seconded the motion and the motion carried. COMPREHENSIVE PLAN - Planning Consultant Mangiamele and the Commission discussed Dossible "downtown sites" for the city in their review of the up-dateh comprehensive plan.
