PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Clark Barry, Kenneth Czaplewski, Edward Raimann and Paul Schaumberg. Zoning Officer Gerald Lee and Planning Consultant Joseph Mangiamele were also present. Donald Yahr arrived at 10:40 P. M. MINUTES: The minutes of the previous meeting of October 3, 1972, were approved as mailed. ""_""_ PERSONAL APPEARANCES AL EVINRUDE - MUS-KEE-GUAC - Mr. Evinrude, representative of Paschke & Associates, appeared and submitted a revised plan for the planned development of the Wallner-DeBack property on McShane Road. October 17th, 1972, indicated 100 single family condominium units He advised that this revised plan prepared by Paschke & Associates around the lake north of McShane Road, 161 single family condominium units south of McShane Road and 64 single family lots south of McShane Road, for a total of 325 units. He pointed out that in accordance with the memo submitted by Planning Consultant Mangiamele at the last meeting, the expressway corridor and southwest of that corridor would not be considered part of the development but would be considered in the rezoning, that the row of lots designated for duplexes had been eliminated, that the townhouses both north and south of the McShane Road are clustered around open space in this revised plan rather than around the parking areas as indicated in the previous plan, that by the developers, that the west side of the private lake will be the road to the west of the lake on city property will be constructed layout. DeBack, W198 S10856 Racine Avenue, Muskego, Wisconsin. R. Wallner, W184 S9001 Racine Avenue, Muskego, Wisconsin, and Mr. & Associates, Inc., 4850 W. Fond du Lac Avenue, Milwaukee, Wisconsin, as project architect and Mr. Claude C. Johnson, Jr., S20 W23156 Ellis Avenue, Waukesha, Wisconsin, as project engineer and surveyor. The total project is being submitted with a total of 325 dwelling units north of McShane Road, there will be a total of 100 condominium homes. South of McShane Road, there will be 161 condominium homes and 64 single family lots. The legal structure of the Home Owner's Association will be similar to that of Parkland Plaza. All roads shown on the plot plan will be dedicated to the City of Muskego. The developers intend to sell individual condominium homes and single family lots. Control and unity of the development will be accom- plished by means of a Homes Owner's Association and Architectural Control Committee. The City of Muskego taxpayers spend $544.00 per student per year to operate the school system. We estimate the effective number of be 357 children. This is based on the following computations: children placed upon the system as a result of this development will 261 condominium homes x 1.0 children per home 261 children 64 single family homes x 1.5 children per home - 357 children 96 children ($544.00 x 357 children). The annual cost of educating these children would then be $194,208 It is also estimated that the project would yield $262,155.52 per year in propert taxes based on the estimated value of $9,526,000 taxed at a rate of i 27.52 per $1000 of valuation. In addition to this, it is also estimated that the total personal income would be $4,763,000 based on the following computations: 100 condominium families at $15,500 / year . $1,550,000.00 161 condominium families at $13,000 / year 2,093,000.00 64 single family units at $17,500 / year 1,120,000.00 $4,763,000.00 Based upon information supplied by the Office of the Physical Liaison of the City of Milwaukee, the City of Muskego would receive 2/3% of a tax dollar. Thus, the City of Muskego would receive $31,912.00 per year ($4,763,000 income x .0067). Schaumberg AL EVINRUDE - PARKLAND PLAZA COLONY VILLAGE - Mr. Evinrude, representative of Paschke & Associates, Inc., submitted for the Commission's review Phase I1 and I11 plans for the Colony Village condominiums in the Parkland Plaza planned development. He also submitted plans for a pumphouse, two of which will house water systems for the community wells in the development. Mr. Evinrude and using the color scheme as used in the construction of the condomin- advised that the pumphouses will be constructed of the same materials ium units. The Commission expressed concern at the design of the pumphouse, in particular the slanted roof, and Ald. Mr. Czaplewski moved to defer action on Phase I1 and I11 of the 0 Colony Village condominiums and to request the developers to appear at the next Plan Commission meeting to discuss the removal of the swimming pool and clubhouse from the planned development. October 17, 1972 Page 4 - Plan Commission DOUGLAS RICK - Mr. Rick, W145 S9587 Groveway Lane, appeared seeking approval of a second garage structure on hi,s property. Zoning Officer Lee reported the Mr. Rick has an attached garage, that the proposed garage will be used for storage of lawn equipment, boat, etc., that the garage will be constructed in a wooded area and will be screened from Groveway Lane, and that in his opionion it would not adversely affect the surrounding properties. Schaumberg seconded the motion and the motion carried. Mr. Raimann moved to approve this second garage structure. Ald. Jahnke & J HEATHER RIDGE ESTATES - Mr. David Heim, representative from preliminary plat for Heather Ridge Estates, Town of Vernon, which ahnke Associates, Inc., appeared seeking approval of a falls within Muskego's extra-territorial jurisdiction. Mr. Heim advised that the plat has been approved by the Town of Vernon and the Waukesha County Park and Planning Commission and that all objecting authorities have indicated "no objections". development. It was noted by the Commission that the sketch had indicated that there would be a 60' road dedication rather than 66' as shown on the survey map and that those lands between a previous division and the road dedication area would be- come a part of the lot which had been created in 1965 and that the survey did not indicate such. the-condition that there be a 60' road reservation and that the balance of land to the west be attached to the previously recorded division. Mr. Barry seconded the motion and the motion carried. Mr. Basse COMMUNICATIONS & MISCELLANEOUS BUSINESS NORMAN THOMAS LANDFILL REQUEST - The Commission reviewed a communi- cation dated October 6th directed to Mayor Gottfried from Attorney Michael McMorrow as follows: "Dear Mayor Gottfried: of Muskego failed to recommend the granting of a sanitary landfill per- mit to Mr. & Mrs. Thomas. However, the Plan Commission, failed to indicate the acceptability opinion, should be allowed to be deposited in the pit. McMorrow The Commission reviewed the restoration plan which had been submitted by the former owner, Dale Dawson, as well as Ordinance #194 regulating landfill disposal sites. October 17, 1972 Page 6 - Plan Commission It was the Commission's decision to advise Mr. Thomas that the Commission will be receptive to a solid landfill on this site subject to formal application, necessary bond and description of the activity proposed and that restoration will be completed in two years. It was also their decision to approve those items indicated in the communication subject to further clarification of the terms "lumber and roofing materials". LAKEVIEW HILLS - It was noted by the Commission that at their meeting September 19th they had approved the preliminary plat for the Lakeview Hills Subdivision (Narlock property) even though there had been objections to the plat from the county. It was the Commission's decision to request an opinion from City Attorney Buckley if the city has a right to approve a plat over the objections of the county.
