PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Clark Barry, Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were William Chase, Edward Raimann, Ald. Paul Schaumberg and Donald Yahr. also present. MINUTES: The minutes of the previous meeting of June 20th, 1972, were approved as mailed. PERSONAL APPEARANCES """"" BETTS - BAEHRING - Mr. Russell Betts representing PER Developers appeared and submitted a sketch for the division of the Reinhold Baehring property, S69 W14060 Tess Corners Drive, in the SE 1/4 of Section 2. Mr. Betts explained that there are approximately 13 acres of property in the total parcel and that the area is zoned RS-2 which requires 20,000 sq. ft. lots with 110' average width. He requested prior to total subdivision to permit construction of four model homes the Commission to approve four parcels along Tess Corners Drive that an 80' parkway is indicated on the comprehensive plan for con- struction through this property. The Commission also discussed the necessity for a 40' easement for the drainage channel maintenance along the west property line. Mr. Chase moved to refer this request to Planning Consultant Mangiamele for determination of an acceptable development of this property. STATE SAND & GRAVEL - A public hearing was held just prior to this regular meeting to consider the petition of State Sand & Gravel and Payne & Dolan Co. for continued mining and processing sand and gravel under Conditional Use Grant #37. Muskego Zoning Ordinance which pertain to extractive operations, Zoning Officer Lee reviewed portions of Section 6.07 of the crushing operations and hours of operation. Mr. Raimann moved to recommend to the Common Council approval period from July 2, 1972, to July 2, 1973, subject to the condition for the renewal of State Sand & Gravel's extractive permit for the that the restoration bond be increased from $60,000 to $75,000. It was noted by the Commission that at the last meeting action had been deferred pending communication from the state and county objecting authorities, that such communication had not as yet been received. the preliminary plat subject to approvals of the other qualified objecting authorities. Mr. Raimann seconded the motion and the motion carried. It was noted by the Commission that at last meeting, the Commission had referred this request to Zoning Officer Lee to confer with Mr. Heinz relative to road dedication along Hillview Lane. road dedications and will submit a revised plan for land division. Mr. Raimann moved to recommend to the Common Council approval of renewal of Mr. Glockner's junk license for one year and to further recommend that if Mr. Glockner continues to pursue an extractive operation it will be necessary that he apply for an extractive permit. Zoning Officer Lee reported that the junked cars are being moved ZONING ORDINANCE AMENDMENT - 1-1 DISTRICT - It. was noted by the Commission that the Common Council has initiated a petition to amend the basic regulations of the 1-1 Industrial Park District in Section 8.15 (1) and (3) as follows: Lot Size - To read 40,000 sq. ft. instead of 60,000 sq. ft. Minimum Average Width - To read 150' instead of 200' Building Locaiion - 50' setback instead of 75' 15' minimum offset one side instead of 25' 15' minimum offset all other sides instead of 25' It was also noted that reason for the petition is to facilitate the sale of lots in the City's Industrial Park. The Commission reviewed the statements of intent for the 1-1 and 1-2 Districts and after discussion, the following motion resulted: proposed changes in Section 8.15 (1) and (3) as concerns lot size, minimum average width and building location, to recommend that the 1-2 General Industrial District in Section 8.16 (7) C. be amended with the addition of "3. Rendering Plants" which would permit rendering plants as a conditional use grant in the 1-2 General Industrial District only; and to recommend that the Council initiate a petition to rezone to 1-2 General Industrial District that property in Section 18 presently zoned 1-1 and that property annexed from the Town of Vernon presently zoned Agriculture. It was noted by the Commission that this is an R-2 District requiring 60,000 sq. ft. lots and 175' average width. It was also noted that these lots are fragmentary lots remaining from the construction of new Highway Y, that lot 15 is 6432 sq. ft. with 31' average width, lot 5 is 7700 sq. ft. with 55' average width, and that Mr. Chase moved to recommend to the Common Council approval of legal status for Lot 4, Block C, Hi Y Ranches Subdivision, and to deny legal status for Lot 5, Block A, and Lot 15, Block C, Hi Y Ranches Subdivision. Ald. Schaumberg seconded the motion and the motion carried. Lot 4 is approximately 14,344 sq. ft. with 88' average width. It was noted by the Commission that the Van Lanen's have submitted an affidavit that they will remove the fence at their expense in the event of any road improvement. It was noted by the Commission that the 18' high sign will be located between the service road and Highway 24.
