PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, William Joseph Mangiamele was also present. Donald Yahr arrived at 8:22 P. M. chase, Edward Raimann and Ald. Paul Schaumberg. Planning Consultant and Zoning Officer Gerald Lee arrived at 8:30 P. M. ABSENT: Clark Barry and Willard Bertram MINUTES: The minutes of the previous meeting of May 16, 1972, were approved as mailed. """"" PERSONAL APPEARANCES BETTS - NARLOCK - Mr. Russell Uetts of Beta, Inc., and Mr. Frank Narlock ameared in regard to Detition submitted to rezone approximately 3Y'acres of Mr. Narlock's property in Section 8, north of Hillendale Heights Subdivision. from RS-1 to RS-2 to permit the cre- ation of a subdivision with 20,000 sq. ft. lots. It was noted by the Commission that the Common Council had adopted Resolution #106-72 in which they declared their intent to permit up to 20 lots to be - served by the city's municipal sewer system in the Narlock Subdivision. Mr. Betts pointed out that one of the concerns which had been expressed at the public hearing held April 25th had been that the floor atea per dwelling would be reduced if the higher density zoning were permitted, therefore, he submitted the following proposed deed restriction: "It is the developers intent that as a covenant running with the land only single family residences shall be allowed in this subdivision; and such residences shall be of not less than 1600 square feet of exterior measurement, excluding garage, and such restrictions shall inure not only to the benefit of the subdivider, but also to the benefit of each and every purchaser of a parcel of land in the subdivision who has purchased subsequent to the imposition of this restriction of this subdivision." Mr. Betts advised that an official agreement to this affect will be recorded along with the subdivision plat. He also'reviewed for the Commission the area of Phase No. I outlined on Preliminary Subdivision No. 2 which had been prepared by Genesio A. Simotti 81 Associates and will be extended from Ridge Road into the subdivision for service to received by the Commission June 6th. He pointed out that the sewer 20 lots, that the majority of lots along Ridge Road are 3/4 acre in size, remaining lots - 1/2 acre. Zoning Officer Lee submitted and reviewed the following report dated June 6, 1972, directed to the Plan Commission: "The proposed development of American College is in RS-1 OIP District. The three structures will include eight apartments and three classrooms. The intent of the OIP District states that the overlay is for churches, schools, libraries, and other uses of a public or institutional nature, subject to regulatory standards, as will insure compatibility with the underlying basic district uses, which are RS-1 (Suburban Residence). meet the spirit or intent of the district. Page 3 - Plan Commission June 6, 1972 EARL WRASSE - Mr. Wrasse, S69 W12831 Woods Road, appeared seeking approval of a sketch and certified survey map for division of land south of Woods Road in Section 1. It was noted by the Commission that the certified survey map had been prepared by Inman, Inc., May 12, 1972, that the two lots proposed would meet requirements for the RS-2 District, and that laterals have been installed for each lot. Zoning Officer Lee reported that the legal description on the survey did not include dedication for Woods Road. Mr. Raimann moved to approve the certified survey map subject to inclusion of the necessary road dedication and approval by the city engineer. Mr. Basse seconded the motion and the motion carried. JDE GIESEGH - ALVIN STUEDEMANN - Mr. Giesegh, W172 S7505 Lannon Drive, appeared seeking approval of a sketch proposing a four lot division of the Alvin Stuedemann property located just south of Oak Hill Trail in Section 3. Mr. Giesegh advised that he is prospective purchaser of the property. on the property, exact location of which could not be determined until Zoning Officer Lee reported that there is an existing building a preliminary plat has been submitted. He also advised that the sketch is not adequate to determine officially if the parcels would meet the 30,000 sq. ft. requirement. He also pointed out that only two lots of the four would be buildable until sewers become available. OTHER BUSINESS -""" WILLIAM SCHMIDT - The Commission reviewed a request for approval of division of one parcel from an approximately 6.59 acre plot owned by William Schmidt and located south of Tess Corners Drive in Section 1 on which Richard Fahning desires to construct a home. Dr. Mangiamele advised that this study requires checking topography GERALD HEINZ - The Commission reviewed a request for approval of of Section 8 which had been submitted by Mr. Heinz, S71 W19302 Hillview a preliminary plat for a four parcel division of land in the NE 1/4 Drive, same prepared by Hoffmann, Polzin, Becker & Associates. At the last meeting the proposal had been referred to Planning Consultant Mangiamele for review and recommendation. Dr. Mangiamele on each side of the road abutting Mr. Heinz's property to permit a submitted a study which would require a dedication for Hillview Drive more satisfactory traffic pattern and vision corner. The motion carried with Mr. Yahr voting "no". HALE PARK MEADOWS & DURHAM MEADOIVS - Zoning Officer Lee submitted plans for architectural approval for pumphouses to house the 7000 gallon hydromatic pumps for the community wells for the Durham Meadows and Hale Park Meadows Subdivisions. He reviewed the elevations pointing out that the buildings will be 14' x 24', rough sawn cedar with batten strips. Two locations for each subdivision were submitted although there may possibly be only one pumphouse depending on results of engineering. Zoning Officer Lee also pointed out that there will be stubs to the streets from the wells to permit connection in the event the city should incorporate a municipal water system. the pumphouses and moved to approve the location presented for the wells, however, to defer action on the architecture of the buildings until the zoning officer can present the commission with an alternative for pumphouse appearance. Mr. Yahr seconded the motion and the motion carried. Durham Meadows and Hale Park Meadows that construction vehicles make Mr. Chase also suggested that during periods of construction of uzof the main highways rather than subdivision roads. Mr. Chase expressed concern at the architectural appearance of Mayor Gottfried declared recess at 9:50 P. M. and the meeting reconvened at 1O:OO P. M. WAUER LANDFILL, INC. - The Commission reviewed again the request from \-, W21392 Wauer Lane, for renewal of permit to operate a sanitary landfill site on property lying north of Janesville Road and east of Crowbar Drive in the W 1/2 of Section 18. It was noted by the Commission that the original yearly permit had been granted to allow landfill on 53 acres, however, the request now is to permit the operation on the entire 134 acres. Mayor Gottfried reviewed committee and council negotiations which 0 December, 1971. He advised that the landfill operators have indicated have taken place since the Commission had last reviewed the request in use the dump site if the permit is granted on the larger site. that the citizens of Muskego can be guaranteed at least 20 years to 0 Page 5 - Plan Commission June 6, 1972 In the absence of Engineer Barry, Zoning Officer Lee submitted mineral content results of three monitoring wells. Mr. Chase a report which indicated results of soil borings and satisfactory count which would indicate the purity of the water for drinking expresser! concern that the results did not include the coliform purposes. Wauer Landfill operation on 134 acres contingent upon a satisfactory Mr. Chase moved to recommend approval of the permit for the report from the county health department concerning the coliform count and drinking purity of the three monotoring wells. Mr. Yahr seconded the motion and the motion carried. JOHN SMOLLEN - The Commission reviewed a proposed division of the John Smollen property in the SW 1/4 of Section 13 on Priegel The Commission noted that this is an R-2 District requiring 60,000 Drive on which Mr. & Mrs. Harmon Owen intend to construct a home. sq. ft. and 175' average width and thet the lot proposed is more than adequate. It was noted, however, that Priegel Drive is not a public road. Zoning Officer Lee reported on the present status of this private road. Dr. Mangiamele recommended that the Commission discourage any development on private roads. Ald. Schaumberg moved to deny this sketch for land division until such a time as a public road is available to the property. Mr. Chase seconded the motion and the motion carried.
