PRESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, Clark Barry, William Chase, Edward Raimann, Ald. Paul Schaumberg and Donald Yahr. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENI?: Willard Bertram MINUTES: The minutes of the previous meeting of May 2, 1972, were action taken on St. Leonard's Subdivision had not been done by motion. approved as mailed, however, Mr. Chase expressed concern that the """"" PERSONAL APPEARANCES HERBERT PUETZER - Mr. Puetzer, developer, and Mr. Claude Johnson, surveyor with Hoffmann, Polzin, Becker & Assoc., appeared seeking approval of a revised preliminary plat for development of the Lazynski- Beck property in the SE 1/4 of Section 9. It was noted by the Commis- sion that this is an RS-3 District requiring 15,000 sq. ft. lots with 100' average width. '- Mr. Johnson submitted a revised preliminary plat which had been prepared by Hoffmann, Polzin, Becker & Associates, Inc. He compared Commission in July, 1967. Mr. Johnson pointed out that the platting this revised plat to the platting study which had been submitted to the lots due to a change in the location of a cul de sac and because some study had proposed 104 lots, however, the revised plat indicates 99 property had been sold to the Hales Corners State Bank in November, Highway 24 could be duplex, townhouses or apartment buildings which 1971. He suggested that the lots abutting the business district on would act as a buffer between the business district and the single family lots. Mayor Gottfried advised that the preliminary plat has been sub- mitted to the state and county for approvals. Mr. Yahr moved to refer this preliminary plat for development of the Lazynski-Beck property to the planning consultant and city engineer for review and evaluation and to request the Common Council to advise them whether or not this particular subdivision will be permitted to connect into the municipal sewer system. Mr. Chase seconded the motion and the motion carried. RICHARD HANAGAN - Mr. & Mrs. Hanagan, 576 W19806 Sunny Hill Drive, appeared seeking approval to divide a 1.75 acre parcel from the Julius Caesar property on Kelsey Drive in Section 32 on which they desire to construct their residence. The Commission reviewed the sketch submitted noting that this is an R-2 District requiring 60,000 sq. ft. lots with 175' average width and that the proposed lot will comply with these percolation results will be necessary to determine if the parcel can that the soils in this area range from severe to very severe, that support a private sewage disposal system. It was noted by the Commission that the nature of this business consists of designing, engineering and fabrication .of point of purchase display prototypes, which would include pattern making, sculpture and plastic fabricating; that this is a permitted use in the B-3 District. The Commission reviewed the plans which had been prepared and submitted by Mr. Kinart. that he will be willing to repair or replace the exterior of the building, that it would be his intention to have the Texaco sign removed from the side of the building, that the building will be heated with an existing suspended heater with possibly auxiliary electric heaters in the restroom and office, that occupancy will depend on the present tenant's lease agreement. It was noted by the Commission that this is an RS-2 District requiring 20,000 sq. ft. lots and 110' average width, that sewers are available but laterals have not been installed, that at the last meeting action was deferred and this proposed land division was referred to Planning Consultant Mangiamele for a study and report of the entire area bounded by Hillendale Drive, School Drive and Gold Drive. indicated a road through the north portion of the Petrovic property. Mr. Schoenleber pointed out that the area indicated for the road was the best building site on the property. planning and Zoning Officer Lee advised that he might be able to problems in this vicinity. EUGENE LIEN - DENOON BEACH, INC. - Mr. Lien appeared seeking approval of amendment to Section 9.08 (7) C. 3. of the zoning ordinance to include "camping facilities'' to permit camping sites as a conditional use in an OLR Lake Recreation District. It was noted by the Commission that they had deferred action on recommendation to the Common Council at the March 7th meeting until after the public hearing which had been held May 9th. In conclusion, if the Planning Commission sees fit not to permit this form of recreation in the entire city of Muskego, we would appre- ciate another public hearing so that we can answer to the opposition. Zoning Officer Lee reported that as the division has been con- templated, Lot 2 would not be considered a goodtuildable lot because of the area encompassed by the pond, that combining proposed Lots 1 and 2 would provide a good building site and also would include total ownership of the pond. combining Lots 1 and 2 into a single parcel. MAPLE HILL ESTATES - TOWN OF VERNON - The Commission reviewed a request for approval of preliminary plat for Maple Hill Estates, a subdivision in the Town of Vernon which falls within Muskeno's extra- - territorial jurisdiction. It was noted by the Commission That the subdivision is proposed to be located in the SW 1/4 of Section 3, Town of Vernon, and that the preliminary plat had been prepared by Richard B. Casper, Surveyor, in May, 1972. moved to refer this proposed subdivision to SEWRE for review and evaluation and for determination of how this subdivision fits in with the SEWRPC plan and what affect it will have on the City of Muskego. Ald. Schaumberg seconded the motion and the motion carried. In accordance with suggestion from Zoning Officer Lee, Mr. Yahr GERALD HEINZ - The Commission reviewed a request for a four parcel division of the Heinz property, S71 W19302 Hillview Drive. It was noted by the Commission that this is an RS-3 OED District and that the lots as proposed will be more than adequate for the requirements of 11,250 sq. ft. and 75' average width. Mr. Chase moved to refer this proposed division to Planning Consultant Mangiamele for review and report at the next meeting. Ald. Schaumberg seconded the motion and the motion carried. STAN A ZDANCZEWICZ - A public hearing was held just prior to this regular meetinc to consider the petition of Stan A. Zdanczewicz. W182 S9592 Parker D;ive, for a conditional use grant to permit a kennel for up to 10 boarding dogs to be trained for bird dog field trials and hunting. Mr. Basse moved to grant this conditional use to permit a kennel subject to the condition that the number of dogs be limited to 10 and that the operation be reviewed after one year. Ald. He also advised that they would like to propose RS-2 Zoning for the south portion of the development south of McShane Road. COMMUNICATIONS & MISCELLANEOUS BUSINESS Mr. Chase moved to request the Common Council to advise the """""""""" WAUER FUR FOODS - The Commission received a petition from Carl Wauer. Wauer Fur Foods. for renewal of the extractive vermit which expires June 1, 1972, under Conditional Use Grant #20.- petition for June 20, 1972, at 7:30 P. M. Ald. Schaumbetg seconded the motion and the motion carried. Mr. Raimann moved to schedule a public hearing to consider this PLAN COMMISSION SUB-COMMITTEE - In addition to Planning Consultant Mr. Basse and Mr. Raimann to serve on the sub-committee to meet with Mangiamele, Zoning Officer Lee and himself, Mayor Gottfried appointed Dr. Gordon Drake to discuss development of the American College property after this regular meeting.
