PCM19720502a CITY OF MUSKEG0 CITY PLAN COMMISSION MINUTES OP MEETING HEID MAY 2, 1972 CITY HALL Secretary Alvin Basse called the meeting to order at 8:16 P. M. in the absence of Chairman Gottfried. Mr. Basse introduced and welcomed the new members of the Plan Commission - Alderman Paul Schaumberg, representative of the Common Council, and Mr. Donald Yahr, president of the Park and Recreation Board. PRESENT: Secretary Alvin Basse, Willard Bertram, William Chase, Edward Mangiamele and Zoning Officer Gerald Lee were also present. Mayor Raimann, Ald. Paul Schaumberg and Donald Yahr. Planning Consultant Joseph Gottfried arrived at 8:48 P. M. ABSENT: Clark Barry MINUTES: The minutes of the previous meeting of April 12th. 1972, were approved as mailed. PERSONAL APPEARANCES """"" RUSSELL BETTS & PRANK NARLOCK - Mr. Betts of Beta, Inc., and Mr. ' approximately 37 acres of Mr. Narlock's property in Section 8, north of Narlock appeared to discuss their petition submitted to rezone the Hillendale Heights Subdivision, from RS-1 to RS-2 to permit the creation of a subdivision with 20,000 sq. ft. lots. It was noted by the Commission that at their last meeting they had deferred action on recommendation to the Common Council to give the petitioners an oppor- 20,000 sq. ft. lots. It was also noted that a public hearing was held tunity to prepare a sketch of how the area could be developed with before the Common Council on April 25th to consider this request. Mr. Betts reviewed a preliminary subdivision study (No. 2) which had been prepared by Genesio A. Simotti and Associates, May 1, 1972. The sketch indicated 19 - 30,000 sq. ft. lots and 37 - 20,000 sq. ft. lots, a total of 56. He advised that if the Commission desires they would require 1600 sq. ft. homes in the subdivision. The Commission discussed the road layout which indicated an extension of Ridge Road ending in a cul-de-sac, problems which might arise during snowplowing should be an extension of Hickory Lane. Mr. Betts advised that Hickory season because of the cul-de-sac arrangement, and whether or not there Lane has not bernproposed to extend into this subdivision because of the steep terrain and because of opposition from the residents on Hickory Lane. In answer to a question from the Commission, Mr. Narlock advised Betts indicated that there are approximately 10 to 12 additional lots that he would have no objections to razing an existing farm home. Mayor Gottfried called for an advisory vote on the question - 'Would you be receptive to 8.6 units per acre on this 9.25 acres?" The majority of the members voted "no". Ald. He submitted and reviewed plans which had been prepared by P. F. Schmitter and Associates of Elm Grove on April a 50' x 60' building with one drive-in window, that there will be access 3rd, 1972. The Common Council has not concurred with this recommendation and referred same back to the Commission. The following communication dated May lst, 1972, directed to the Plan Commission from William Paschke, Architect, was read by the Recording Secretary: "Gentlemen: It is my professional opinion that the Mus-Kee-Guac Planned Develop- ment has been designed at the minimum density for this planned develop- ment survival. It is not economically feasible to take so much land area and decrease the density anymore. three units per acre, this planned development proposal is 3.504 per acre. Zoning Officer Lee advised that this sign will replace a former sign advertising "Lloyd's Camping". Bertram seconded the motion and the motion carried. - Ald. Schaumberg moved to approve the sign as submitted. Mr. HOWARD KLEINMANN - The Commission reviewed a request for a 30' x 26' second garage structure which had been submitted by Mr. Kleinmann, W208 S8307 Hillendale Drive. Zoning Officer Lee reported that the Board of Appeals had granted a variance in offset to permit construction of this second garage, that Mr. Kleinmann's existing garage is too small for modern car storage. structure. RICHARD PLVTSCHACK - The Commission reviewed a request for a 14' x 22' second garage structure which had been submitted by Mr. Plutschack, W143 56765 Gaulke Drive. It was noted by the Cobission submitted. Ald. LEONARD'S CONGREGATION - The Commission reviewed a preliminary Catholic Church; W173 S7743 Westwood Drive. It was noted by the Commission that the plat had been prepared by Inman, Inc., April 20, 1972, and indicated 100% of the total developable property. Zoning Officer Lee advised that the plats have been submitted to the state and county for approvals. It was the Commission's decision to request a commitment from the Common Council as to whether or not they intend to serve this area with sewers. prior to taking action. CLARENCE PATTON - The Commission reviewed Mr. Patton's request to divide four parcels from approximately 4.25 acres of Mr. Patton's property in Section 1 on Longfellow Lane and Tennyson Lane adjacent to the Fountainwood Subdivision. Wendt and Kapke properties advising that a compatible arrangement has been made for use of a private road owned by Wendt and used by the Kapkes, that the Patton division would not affect nor be affected by the pond on proposed Lot 2 and if Lot 2 would be a buildable lot. those properties. It was noted by the Commission that this is an RS-2 District requiring 20,000 sq. ft. lots and 110' average width, that the lots proposed would be adequate in size and that sewers are available. Mr. Chase moved to defer action and refer this proposed land division Because of several undeveloped properties in the immediate area, to Planning Consultant Mangiamele for a study and report on the entire area bounded by Hillendale Drive, School Drive and Gold Drive. MIKE SORKAN - The Commission reviewed a request for approval to divide a 4.367 acre parcel on Parker Drive into two parcels which will more than meet the requirements for this R-1 District. It was noted by the Commission that the original 4.367 acre parcel was divided from the Harold DeBack property (former Winther farm) in 1968 and the certified survey map has been registered with the inscription "poor percolation". will be receptive to a preliminary plat and certified survey map. (Mrs. Josephine Scheerer, Agent) It was noted by the Commission that the lots are adequate in average width but are less than required in area for the RS-2 District, that in accordance with the Plan Commission's recommendation, the Common Council had granted legal status to these lots by Resolution #190-71 in September, 1972. pending 'report from Engineer Barry. It was noted by the Commission that they had approved the sketch for this division at the last meeting, April 12th. 1972. to approval by Engineer Barry. Mr. Basse seconded the motion and the motion carried. Ald. Schaumberg moved to approve the certified survey map subject FIRST WISCONSIN NATIONAL BANK - The Commission reviewed a request for a 6' x 8' temporary sign to be located on the Sentry Food Store site advertising "Financing- by First Wisconsin National Bank". Ald. Schaumberg seconded the motion and the motion carried. Mr. Chase moved to approve the sign for the period of construction. """""""""" COMMUNICATIONS & MISCELLANEOUS BUSINESS 124TH STREET - The Recording Secretary read a notice of hearing from the City of Franklin advising that a hearing to consider the discontinuance of a portion of 124th Street will be held June 6th at 8:OO P.
