PRESEW: Chairman Jerome Gottfried, Secretary Alvin Basse, Clark Barry, Willard Bertram, William Chase, Ald. Robert Burgermeister, Ald. Harold DeBack and Edward Raimann. Planning Consultant Joseph Mangiamele was also present. MINUTES: The minutes of the previous meeting of February 1, 1972, were approved as mailed. PERSONAL APPEARANCES """"" DONALD KILPS & JAMES HELING - Mr. Kilps and Mr. Heling, representa- tives of 1Villiam Kilps Sons Builders. appeared in regard to their petition for rezoning approximately t, 112 acres of p;operty recently across from the new city hall site. It was noted by the Commission purchased from the city, this property located east of Pioneer Drive RSM with an OPD overlay to permit construction of a multi-family that the property is zoned RS-2 and the petition requests rezoning to condominium complex. The Commission also reviewed Resolution #233 in which the city accepted the Kilps' offer to purchase subject to several conditions, two of which are that a development plan for the area acceptable to the Plan Commission and the Common Council be finalized by May 1st. 1972, and that the development of the area begins prior to June lst, 1972. and reviewed artist's sketches of the entrance to the proposed develop- ment to be called Pioneer Centre, sketch of the elevations and floor plans for the one-bedroom garden apartments, three-bedroom townhouses, three-bedroom bi-level units and two-bedroom townhouses, as well as a advised that there will be 48 two-bedroom townhouses, 8 one-bedroom layout for the total development including recreation areas. Mr. Kilps apartments, 20 three-bedroom bi-levels and 12 three-bedroom two story houses, a total of 88 units or a density of approximately 9. families per acre. It was noted by the Commission that Mr. Jerry Roblee had appeared at the Plan Commission Sub-committee to propose construction of four 16 family apartments. Dr. Mangiamele recommended that the area would&velop best in a higher density district, that it would be unlikely that the area would develop as business, that he would recommend a density of 5 to 6 dwelling units per acre under a planned development - such development would be opposed to a density as high as that permitted in the RSM to be townhouses rather than apartments.
