PCM19720201CITY OF MUSKEG0 CITY PLAN COMMISSION MINUTES OF MEETING HELD FEBRUARY 1, 1972 CITY HALL Mayor Gottfried called the meeting to order at 8:05 P. M. PRESEW: Chairman Jerome Gottfried, Secretary Alvin Basse, Clark Barry, Willard Bertram, Ald. Robert Burgermeister, Ald. Harold DeBack, and Edward Raimann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. William Chase arrived at 8:47 P. M. MINUTES: The minutes of the previous meeting of January 18, 1972, were approved as mailed. PERSONAL APPEARANCES """"" AL EVINRUDE - Mr. Evinrude of Paschke & Associates appeared rep- resenting the Wallner-DeBack property to submit a revised layout for the Mus-kee-guac planned development on McShane Road in Section 12. It was noted by the Commission that at their last meeting they had RSA with OPD overlay subject to the condition that the density be indicated that they would be receptive to rezoning this property to limited to between 400 and 450 dwelling units. It was also their for computation of open space, to determine the plan's compatibility with the surrounding area, etc. development would lose approximately 28.5 acres of property on the Mr. Evinrude reviewed the new plan advising that the total which is considerably more than they had originally anticipated. Complete Total for Development Without Freeway Area 405 units with 34.7 acres of ouen space or 30% of 113.5 ac. With Freeway Area Included 450 units with 44.9 acres of open space Or 32% of 143.1 ac. 680 units which has now been reduced by approximately 50%. In answer to Ald. Burgermeister, Mr. Evinrude advised that it would be possible that the open space south of McShane Road could be dedicated to the city for recreational purposes. that they had concurred with his suggestions for road connections. Dr. Mangiamele advised that he had met with the developers and He submitted a sketch indicating how the road patterns in this proposed development will connect with proposed and existing roads in the city’s comprehensive plan. He also pointed out that this road plan will give access for divisions of lots under other ownerships. Mayor Gottfried spoke in opposition to the ratio of single family homes vs. duplex units as well as the high density permitted in the would permit a density of 250 units in the development. RSA District. He indicated that he would favor the E-2 zoning which Mr. Evinrude pointed out that their original proposal had been for Ald. DeBack relinquished his position on the Plan Commission in order to speak on behalf of the proposed development. He advised that the developers will be receptive to a reduced ratio between the duplex units and single family. He also pointed out that the RSA zoning had been the recommendation of the Plan Commission. Mr. Basse moved to recommend to the Common Council that the general development plan for the Harold &Back - Jean Wallner property on McShane Drive in Section 12 appears to be appropriate, desirable and suitable for the area and, therefore, recommends that a public RS-3 to RSA with an overlay for planned development subject to the hearing be scheduled to consider rezoning this property from 1-2 and be amended to reflect 71 single family homes and 58 duplex units which condition that the ratio between single family homes and duplex units will result in a total of 396 units for the total development. Mr. Chase seconded the motion and upon a roll call vote Mayor Gottfried and Ald. Burgermeister voted “no” and Mr. Basse, Mr. Barry, Mr. Bertram, Mr. Chase and Mr. Raimann voted l’yesl’ and the motion carried. It was the Commission’s decision to study the remainder of the 1-2 District on McShane Road prior to recommending a zoning change to the Common Council. Ald. DeBack resumed his position on the Plan Commission. RICHARD tl. MOSKER - Mr. Mosher of Wastown Realty & Ins. appeared seeking approval to divide into two sub-standard parcels Mr. V. Radi’s property which conskts of Lot 12 and part of Lot 11, Block 9, Oak Ridge Unrecorded Subdivision. It was noted by the Commission that this lot lies in two zoning districts - RS-3 OED on Muskego Drive and 0 RS-2 on Ranch Drive. one on Ranch Drive and one on Muskego Drive - were installed to service this lot. He also advised that Mr. Radi had been assessed for the frontage on Muskego Drive and the frontage on Ranch Crive, citing this as hardship on which to base request for division. Mr. Mosher explained that when sewers were constructed, two laterals - Page 3 - Plan Commission February 1, 1972 to deny this request to create two substandard lots. Mr. Raimann Ald. Burgermeister moved to recommend to the Common Council seconded the motion and upon a roll call vote the motion carried unanimously with Mr. Chase abstaining. and if it is in error, correction will be made. Mayor Gottfried advised that this assessment will be reviewed OTHER BUSINESS """- KILPS NEW HOMES DIVISION - The Commission reviewed a request for a temporary 4' x 8' sign adertising "Home Show Home" located in Parkland Subdivision on Janesville Road west of Parkland Drive. for one year. Ald. Burgermeister seconded the motion and the motion carried. Ald. DeBack moved to approve this request for temporary sign EDWARD KURTH - The Commission reviewed a sketch for a 21.92 acre division of the I<urth property in the SE 1/4 of Sec. 11, east of Durham Drive. It was noted by the Commission that the Kurth property totals 76 acres. The Commission discussed width of Durham Drive and the curve of the road at the point of this division. to the city engineer and highway superintendent for review of Durham carried. Ald. Burgermeister moved to defer action and refer this sketch Drive in this area. Mr. Barry seconded the motion and the motion FARNSWORTH PROPERTY - Mayor Gottfried advised that Mr. Jerry Roblee. who had appeared at the Plan Commission sub-committee in Decembkr, desires'to develop the Fred Farrnsworth property on College Avenue in Section 4 With multiple family units. It was the Commission's decision that Dr. Mangiamele review the area to determine if multi- family units would be feasible. PLANNING CONSULTANT'S REPORTS """""""_ COMPREHENSIVE PLAN UP-DATE - Dr. Mangiamele submitted and discuzed with the Commission a proposal to up-date areas of the zoning district map and the compkehensive plan.
