PRESENT: Chairman Jerome Gottfried, Ald. Robert Burgermeister, Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also William Chase, Ald. Harold DeBack and Edward Raimann. Planning present. ABSENT: Secretary Alvin Basse, Engineer Clark Barry and Willard Bertram. MINUTES: The minutes of the previous meeting of December 7th. 1971, were approved as mailed. -""""- PERSONAL APPEARANCES RAY GRAY - WILLIAM SCHMIDT PROPERTY - Mr. Ray Gray of Rite dealty Corp. and Architect William Paschke apveared seeking amroval of a general development plan for the Wiliiam Schmidt property in Section 1. Mr. Paschke reviewed a revised layout for the 88 acre property and Mr. Gray reviewed the following communication dated December 21st, 1971, directed to the Mayor and Plan Commission from Jack L. LaBonte, president of Rite Realty Corp.: "Gentlemen: of the William Schmidt farm located north of Woods Road and Tess Corners Drive. We proposed to develop this 90 acre farm which is presently zoned RS-2 as a planned development under Section 6.02 of the Muskego Zoning Ordinance. Listed below are some characteristics of the proposed planned development. 1. There will be approximately 168 single family units and 14 two family units for a total of approximately 196 units. 2. The single family units, with lot, will have a value from $27,000 to $35,000 and the two family from $35,000 to $40,000. 3. The improvements for this planned development will be sanitary sewer, individual wells and paved streets. 4. There will be a 5 1/2 acre public park located within this planned development. 5. There will be a large open space consisting of approximately 5 1/2 acres for the private use of the homeowners. Also interspersed homeowners. throughout the plan are other green areas for the private use of the unit development. Each homeowner will automatically be required to be a member and will be liable for yearly assessments for the maintenance and improvements of the dedicated open areas. If the Homes Association fails to maintain these areas, the city shall have the right to do SO and assess each property owner. 7. This planned unit development will be COnVentiOnally platted with the open areas platted as outlots or open space easement. RAY GRAY - WALTER WOLLMAN PROPERTY - Mr. Ray Gray of Rite Realty Corp. and Architect William Paschke appeared seeking approval of a general development plan for the Walter Wollman property in Section 2. Mr. Gray reviewed the following communication dated December 21st, 1971, Mr. Paschke reviewed a proposed layout for the 42.77 acre property and directed to the Mayor and Plan Commission from Jack L. LaBonte, president of Rite Realty Corp.: "Gentlemen: layout of the Walter Wollman farm located at the southwest corner of Highway 24 and Durham Drive. We proposed to develop this 43 acre farm which is presently zoned SA as a planned development under Section 6.02 of the Muskego Zoning Ordinance. Burgermeister moved to approve the general development plan Mayor Gottfried reminded Mr. Gray that the petitions for rezoning RAY BLOMBERG - Mr. Blomberg of Acme Disposal Incorporated appeared seeking approval to construct a 40' x 50', steel building just south of the Muskego Rendering Company to be used for the storage of landfill equipment used in conjunction with the Wauer Landfiil operation. He that it is their intention to demolish the building when the landfill operation terminates. Mr. Chase moved to approve the proposed building on the Wauer site subject to the condition that the building will be removed when seconded the motion. the sanitary landfill operation permit terminates. Ald. Burgermeister there should not be any more commitments to the landfill operation until their request for permit has been resolved. In answer to Mr. Chase, Mayor Gottfried advised that Engineer Barry has requested additional soil borings prior to preparation of his report. the building will be subject to the condition that the Wauer Landfill motion as amended carried with Ald. DeBack casting the only dissenting permit is renewed". Ald. Burgermeister seconded the motion. The vote. advised that the building could be white, green or harvest gold and Ald. DeBack expressed opposition to the motion pointing out that Mr. Chase moved to amend the motion to include "construction of MFG. GEORGE BARWICK - Mrs. Barwick, Milwaukee, appeared seeking I approval of variance to permit division of Lots 6 & 7, Block 4, RambO I Subdivision, into three loes which will be less than the RS-2 District I proposed would be approximately 15,000 sq. ft. and 96' average width. Mr. Chase moved to refer this proposed rezoning to Planning GERALD TRYBAN - The Commission reviewed a preliminary plat which had been prepared by Wisconsin Land Surveyors, Ltd., for the creation of two lots from Lots 26, 27 & 28, Kingston's-on-Muskego Subdivision. It was noted that the rear 15 feet of the three lots is excepted and will become a part of Lots S, 9 & 10, however, that the lots as proposed will meet the RS-3 OED requirements. seconded the motion and the motion carried. December 21, 1971 Page 6 - Plan Commission """""""""" COMMUNICATIONS e( MISCELLANEOUS BUSINESS ZONING ORDINANCE AMENDMENT - B-4 District - The following communication dated December 20th, 1971, directed to the City Plan Commission from Mayor Gottfried was read by the Recording Secretary: "Gentlemen: has recommended that the Zoning Ordinance of the City of Muskego be amended to provide that filling stations be permitted in the €3-4 District as a conditional use in the same manner as they are permitted in the B-1, 0-2 and B-3 Districts. They have also recommended the 500 feet limitations be extended to 1500 feet. This is to advise you that the Rules, Laws & Ordinance Committee Your concurrence in this recommended change will be appreciated. /s/ Jerome J. ZONING ORDINANCE AMENDMENT - Zoning Officer Lee advised that he will draft a change to the zoning ordinance for offsets for tool sheds.
