PCM19711116CITY PIAN COMMISSION CITY OF MUSKEG0 CITY HALL MINUTES OF MEETING HELD NOVEMBER 16, 1971 Mr. Basse called the meeting to order at 8:08 P. M. in the absence of Mayor Gottf ried. PRESENT: Secretary Alvin Basse, Clark Barry, Willard Bertram, hld. Robert Burgermeister, William Chase and Edward Raimann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. Mayor Jerome Gottfried arrived at 8:50 P. M. ABSENT: Ald. Harold DeBack MINUTES: The minutes of the previous meeting Of November Znd, 1971, were approved as mailed. PERSONAL APPEARANCES WILLIAM PASCHKE - PARKIAND PIAZA - Mr. Paschke, architect representing Parkland Plaza. auueared seeking auuroval of final building, sxte and operational plans for the-Sentry food store and two phases of the apartment complex in the Parkland Plaza planned development north of Janesville Road. It was noted by the Commission that preliminary sketches were approved at the meet- ing October 19th. submitted to the Commission October 19th. He also presented an Mr. Paschke reviewed again the site plan which had been detailed building and site plans for the food store; elevations, artist's sketch of the south elevation of the Sentry food store, detailed site plans and building plans for phase 1 and phase 2 of the apartment complex including clubhouse all of which had been prepared by Paschke & Associates October 25th, 1971. It was noted by the Commission that phase 1 of the apartment complex consisted of 5 four family townhouses and that phase 2 consisted of 10 four family townhouses and clubhouse, a total of 60 two bedroom units in the two phases. They sub- mitted plans for the sanitary sewer system, a road pattern Sketch which indicated extension of existing roads from the adjacent Pountainwood Subdivision, and a site plan indicating 176 single family lots and 10 lots for duplexes and two open areas, one of which is slated to be a city park. The plan indicated 120' diameter cul de sacs, a green area around the perimeter of the development to serve as a buffer between the 2S-2 lots in the Fountainwood Subdivision and the smaller lots in this planned development. In answer to questions from the Commission, Mr. Gray advised that the open areas will be maintained by a home owners association, that all residents in the subdivision will be required to belong to such an association, that they would be willing to an agreement with the city that in the event the open areas were neglected the city could maintain them and assess the property owners for same, that fences would not be permitted in the subdivision except where necessary for swimming pools, district requires 1400 sq. ft. homes, and that the existing homestead that proposed lots will be approximately 11,000 sq. ft., that this and some buildings on the homesite will remain. It was noted by the Commission that at the last meeting action was deferred on this request pending an opinion from the city attorney as to Gravel, Inc's $25,000 bond. steps necessary to require restoration of the existing pit under Mayor Gottfried advised that Mr. Buckley has not had an opportunity as yet to prepare the opinion but has advised verbally that it would be his opinion that the city would have the right to request restoration under the bond. Mr. Van Dyken submitted and the Recording Secretary read Signatures as indicated above *Owners represent that said property shall be reclaimed in accordance with the rules and regulations of the Department of Natural Resources, applicable ordinances of Waukesha County, and restrictions and limitations prescribed by the City of Muskego. Inc.. ameared to discuss renewal of' permit for the Wauer Landfill'operatioi'in Section 18. concerning the overall landfill project which had been prepared Mr. Barry reviewed a report dated November loth, 1971, by the City of Muskego Engineering Department. that the 134 acres involved in the site would be completely restored in approximately 20 years, that the ponding of water which concerned the Commission is a result of water cooled machinery in the Muskego Rendering plant, that this machinery will soon be replaced with air cooled machinery after which the pond can be physically dried up, that they will be submitting an up-dated plan, that the 52 acres indicated in the request for landfill permit does include the area presently leased by the city, that originally they were hauling approximately 300 tons of rubbish per day and are now hauling approximately 600 tons per day, that they can guarantee the city dumping facilities for at least 10 years, that he is not in a position to negotiate an agreement between the city and Wauers for dumping site for citizens, and that he will submit copies of the proposals which were submitted to DNR to the city. seconded the motion and the motion carried. Mr. Basse GEORGE SMALL - At the last meeting the Commission had approved at the intersection of College Avenue and Janesville Road in sketches for a three parcel division of the George Small property for the divisions which had been prepared by Gustav Erdmann.
