PESENT: Chairman Jerome Gottfried, Secretary Alvin Basse, and Edward iiaimann. Planning Consultant Joseph Mangiamele and Ald. Robert Burgermeister, William Chase, Ald. Harold DeBack, Zoning Officer Gerald Lee were also present. ABSENT: Clark Barry and Willard Bertram MINUTES: The minutes of the previous meeting of October 19th, 1')71, were approved as mailed. Page 3 - Plan Commission October 19, 1971 LINDY LINDBERG - Mr. Lindberg, representing Clark Oil & Refinlng Co., appeared seeking approval to install a canopy over the island pumps at the Clark Service Station,S73 W16680 Janesville Road. He submitted structural plans for the proposed 46' x 52' canopy which had been prepared by Ventaire Corp., Tulsa, Oklahoma, a sketch of the location of the proposed canopy on the site plan of the service station and a brochure showing the finished canopy. In answer to questions from the Commissioners, Mr. Lindberg advised that the canopy will be of baked orange and white enamel, that it will be constructed of three molded parts hinged together, that it will be used for the convenience of customers and to stimulate business, that it will not be used for advertising at this time, that he is not aware if the station is considering a self-service operation, that landscape plantings will not be covered by the canopy, and that runoff will be handled through a series of gutters in the canopy. ments for a canopy. It was noted by the Commission that a petition had not been submitted but the proposal included rezoning approximately 76 acres to a,higher density to permit 17 single family residences, 31 two family residences and 79 four family apartments. Ald. Burgermeister moved to approve 65% of the proposed development of the Iiurth property. Ald. DeBack seconded the DeBack voted "yes", Mayor Gottfried, Mr. Basse and Mr. Raimann motion and upon a roll call vote, Ald. Burgermeister and Ald. voted "no" , Mr. Chase abstained and the motion lost. ~~ HOROVITZ - COUTURE - A public hearing was held before the Common Council just Drior to this regular Plan Commission meeting to consider Joseph Hbrovitz's petitiGn for rezoning a 3/4 acre parcel on Janesville Road from RS-2 to RSM to permit construction of six multiple family units. It was noted by the Commission that at the hearing, Attorney John Couture, representing Mr. Horovitz, requested that the zoning petition be changed to a request for 00.5 to permit moving the existing office building at S74 W17076 Janesville Road to that lot. Ald. It was noted by the Commission that a petition had been submitted to rezone approxi- mately 143 acres to RS-3 with planned development overlay to permit 140 multiple family units, 300 residential units and a shopping center. Ald. DeBack moved to indicate to the Schaefers that they can proceed with the development of their property at 65% of the density allowable in a planned development overlay. Ald. Burger- meister seconded the motion. . There was discussion as to whether or not 65% of this proposed development would exceed the capacity of the present temporary sewer facility in the northwest district which would deter any future development proposals in the district. Ald. DeBack voted "yest1 and Mayor Gottfried, Plr. Chase and Mr. Raimann voted "no" and the motion ended in a tie. Upon a roll call vote, Mr. Basse, Ald. Burgermeister and NATIONAL EXCHANGORS PROPERTY - The Commission considered the proposal of Mr. Ray Stemper to develop the Yational Exchangors property between Cbllege'and Martin Diives in Section 4. . It was noted,by the Commission that a petition has been submitted to rezone approximately four acres to RSM to permit construction of 36 one and two bedroom apartments and that a public hearing to consider this request had been held before the Common Council October 12th. property owners were opposed to the rezoning and moved to recommend to the Common Council that this petition be denied.
