PCM19711005CITY PIAN COMMISSION CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 5, 1971 CITY HALL Mayor Gottfried called the meeting to order at 8:lO p. M. PRESENT: Chairman Jerome Gottfried, Clark Barry, Ald. Robert Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were Burgermeister, William Chase and Ald. Harold DeBack. Planning also present. ABSENT: Secretary Alvin Basse, Willard Bertram and Edward Raimann. MINUTES: The minutes of the previous meeting of September 21st, 1971, were approved as mailed. PERSONAL APPEARANCES JACK GLCCKNER - Mr. Glockner, Glockner Enterprises, appeared requesting approval of his junk license for continued operation at S71 W13219 Tess Corners Drive. At the September 7th meeting, the Plan Commission requested that Mr. Glockner submit a plat study of his entire operation within 30 days. operation which had been prepared by Ronald Zimmerman, surveyor, Mr. Glockner presented a topography and plot plan of the in March, 1968. He advised that the berm to the south of his property will be constructed by Looks Dredging and Construction Co., size of berm to be 8' high x 550' long. In answer to questions from the Commissioners, Mr. Glockner advised that the berm will conceal the salvage yard, that any cars which will protrude will be concealed during the winter months, that he is doing very little with sand, and that there is topsoil remaining under that which excavation at this time however is removing some topsoil to mix has been stripped. Ald. Burgermeister questioned if there is any type of res- toration bond carried for this operation and Mayor Gottfried answered "no" . Zoning Officer Lee reported that he has not had an opportunity to review the plans which were submitted at this meeting, however, it appears that the topography is not up-to-date. for Mr. Glockner's junk license until the city engineer can determine an estimated amount of bond for restoration and progress is made on the construction of the berm. Ald. DeBack seconded the motion and the motion carried. prohibits removal of top soil in wetland-floodplain areas and it was the Commission's decision to request an opinion from the city attorney to clarify this extractive operation, same conducted as a legal nonconforming use of land. Johnson, Jr.! October 4th, 1971. It was noted by the Commission that preliminary approval had been granted to this division September 7th subject to a 7' dedication of land for road purposes and a 25' temporary construction easement. It was also noted that satisfactory percolation tests had been submitted which indicated a fall of 20-40-60 inches per minute. plat had indicated a 1.5 acre parcel more or less which would meet the amount of area contained in the parcel - that the preliminary lots, that the certified survey map indicates a 1.302 acre parcel the requirements for the RS-1 unsewered district of 60,000 sq. ft. which would be approximately 56,000 sq. ft. or 4,000 sq. ft. less than required. with the exception of a minor drafting error in addition to this Mr. Barry reported that the certified survey map is in order possible error in calculation of area. for correction of the certified survey map. by the RS-1 District. Ald. Burgermeister seconded the motion and to the condition that the parcel contain sufficient area as required the motion carried. Zoning Officer Lee reported that there is a discrepency in Mr. Spitzner advised that he will contact Surveyor Johnson Ald. DeBack moved to approve the certified survey map subject BURBACH - ZACH - Mr. Paul Burbach, Attorney, and Richard Zach, Engineer. appeared seeking final approval for Woodhill. a subdivision on-Martin Diive in Section 3. It was noted by the Comtkssion that the preliminary approval had been granted.July 20th, 1971, however, action had been deferred on the final plat at the last meeting pending completion of sewer plans. It was also noted by the Commission that Zoning Officer Lee had not accepted the name of the subdivision road - Woodhill Court - because of its similarity to existing street names in the city. Attorney Burbach requested that the Commission consider per- mitting the use of Woodhill Court for the only road in the sub- division because commitments have been made based on this name, that the name Woodhill Court had appeared on the preliminary plat and was not objected to at that time, that the final plats have been submitted to and approved by state and county agencies. the name Woodhill Court is too similar to Woods Road, Woodla% Zoning Officer Lee pointed out that it is his opinion that Place and Woodland Court. He advised that at Safety Committee meetings the similarity of names was discussed as causing difficulty for the police and fire departments. also advised that the actual paved area in this subdivision in the area of the existing home may be off-center to permit a two to one road and sewer bond should be in an amount of $25,000. slope. Mr. Barry also advised that based on current prices, the Ald. Burgermeister moved to recommend to the Common Council approval of the final plat for Woodhill as submitted subject to the city's receipt of a $25,000 bond for sewers and road. Mr. Chase seconded the motion and the motion carried. Engineer Barry reported that the sewer plans are in order. He October 9~, 1971 Page 3 - Plan Commission OTHER BUSINESS for the division of Mr. BUSS'S property, W139 56993 Sherwood Circle, which had been prepared by Thomas Inmaq, September 29, had been approved for this two parcel division September 7th, 1971. It was noted by the Commission that the preliminary plat each, requirement for this RS-2 District being 20,000 sq.ft. 1971, that the lots proposed will be in excess of 42,000 sq. ft. with the exception of three minor drafting errors. subject to corrections as indicated by the city's engineer. Ald. DeBack seconded the motion and the motion carried. 11. T. BUSS - The Commission reivewed a certified survey map Mr. Barry reported that the certified survey map is in order Mr. Chase moved to approve the certified survey map BEN JAEGER - The Commission reviewed a certified survey map prepared by Inman, Inc., September 28th, 1971, for a two parcel division of Mr. Jaeger's property, W127 S6992 Woodland Court. It was noted by the Commission that preliminary approval had been granted September 7th, that the lots proposed were more than ade- quate to meet the requirements of this RS-2 sewered district. Mr. Barry reported that the certified survey map is in order. Mr. Chase moved to approve the certified survey map. Mr. Barry seconded the motion and the motion carried. HALES CORNERS STATE BANK - Mr. Barry reported that the certi- fied survey map for the division of the Lazynski-Beck property which the Hales Corners State Bank desires to purchase had been returned to Hoffmann-Polzin-Becker & Associates for correction. Mr. Chase moved to defer action. Ald. DeBack seconded the motion and the motion carried. BOXHORN - BIG MUSKEG0 GUN CLUB - Zoning Officer Lee reported that Mr. Richard Bennett of the Boxhorn-Big Muskego Gun Club. S90 W13960 Boxhorn Drive is requesting approval o? a 40' x 432' pond with average depth of 2' :o permit a missed target to fall into the water, be retrieved and used again. The Commission reviewed the sketch submitted. Mr. Lee advised that the pond has been dug and filled with water pumped from the pond to the rear of the property, that the Department of Natural Resources requests approval from the city prior to issuing their permit. ZONING ORDINANCE AMENDMENT - Mr. Chase moved to recommend to the Common Council to amend the zoning ordinance in Section 6.02 (4) B. to include: "The petitioner for the planned development project shall be responsible for payment of all engineering and planner's fees to cover the cost of checking plans and specifica- opposition to this proposed amendment and the motion carried with tions in the planned development proposal." Burgermeister moved that the developers of the Gchmidt, Schober & Radtke and Kurth properties in the northeast sewer district be advised to proceed with 65% of the development permitted under Commission and Common Council at their joint meeting. In answer to Ald. Burgermeister, Mayor Gottfried advised that he had advised that the temporary facilities could be expanded the Sewer Committee had met with Consulting Engineer John Mielke and if money is available and subject to approval by government agencies. Ald. DeBack moved to advise the developers of the William Schmidt property that they will be permitted to develop at the zoning on their property. It was the Commission’s decision that Planning Consultant Mangiamele determine alternatives by which to permit a rate of development which will not absorb the sewer capacity. PLAN COMMISSION SUB-COMMITTEE In addition to Planning Consultant Mangiamele, Zoning Officer Chase to meet after this regular meeting with Chris Zillig of Lee and himself, Mayor Gottfried appointed Ald. DeBack and Mr. Relocation Realty regarding development of their property south of Iiighway 24 in Section 9. ADJOURNMENT: The meeting adjourned at 10:02 P. M.
