PCM19710907CITY PIAN COMMISSION CITY OF MUSKEG0 MINUTES OF MEETING HELD SEPTEMBER 7, 1971 CITY HALL Mayor Gottfried called the meeting to order at 8:04 P. M. PRESENT: Mayor Gottfried, Chairman, Alvin Basse, Secretary, elark Barry, Ald. Robert Burgermeister, William Chase, Ald. Harold DeBack and Edward Raimann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. ABSENT: Willard Bertram MINVTES: The minutes of the previous meeting of August 17th, 1971, were approved as mailed. PERSONAL APPEARANCES GORDON SCHROEDER - PARKLAND PIAZA - Mr. Schroeder, Schroeder Bros. Corp.. appeared seeking final approval for Parkland #2. phase 2 of the- Parkland planned development. factorily with road construction in accordance with the time schedule which they submitted at the previous meeting. Barry advised that the lagoons have been excavated and collecting water from natural drainage. Ald. Burgermeister questioned if any further consideration had been given to the installation of a well to keep the lagoons from becoming dry. that they may be dry at certain times during the year, that they Mr. Schroeder advised that these are filtration ponds only, had never considered the installation of a well. Dr. Mangiamele pointed out that during previous discussions the Commission had been very concerned at the lagoons and under the impression that they would be supplied with water by some method. The Recording Secretary then read the Developer's Agreement between the city and Parkland Plaza Shopping Center, Inc., which had been entered into October 23, 1970. the following motion resulted: of Parkland No. 2, phase 2 of the Parkland planned development, contingent upon Avon, Eton and York Courts having 50' road right- of-way with 24' of paved surface. Ald. Burgermeister seconded the motion and the motion carried. It was the Commission's decision that the developers be notified that when the multiple family development is considered be a sufficient amount of water in the lagoons for esthetic value they will require some arrangement to guarantee that there will as well as some special treatment of the 60" tile for the same purposes. The Commission discussed the width of the court roads and Ald. DeBack moved to recommend to the Common Council approval GEORGE WEBER - SCHAEFER FARM - Attorney Weber, representing developers Olson and Blake, appeared seeking approval to rezone approximately 143 acres of the George Schaeferhrm to RS-3 and RSM with a planned development overlay. In answer to questions from the Commission, Mr. Blake and Mr. Weber advised that the water supply for the development will be contain water and a well will be installed to guarantee such water furnished through a community well, that the lagoons proposed will if necessary, that the residential area will be developed as phase will be construction of the shopping center, and phase three will one and include the sw-imming pool and clubhouse, that phase two be the multiple family project, that there will be sufficient area for parking in the cul de sacs, that because Muskego is a growing community it will be able to support two shopping centers, and that the initial grading program will include the entire 143 acres, that the lots will range from 9,000 sq. ft. to 13,000 sq. ft., or an average of 11,000 sq. ft. Ald. DeBack seconded the motion. and Basse, Barry, Burgermeister, Chase, DeBack and Raimann voted "aye" and the motion carried. Mayor Gottfried reviewed the zoning ordinance pointing out that requirements had not been fulfilled as indicated in the planned development procedure prior to recommendation to the Common Council. Ald. Burgermeister moved to recommend to the Common Council DAVID BEIERLE - Mr. Beierle, Southwest Suburban Realty, dwelling at W180 S7663 Pioneer Drive, (former Stolz property - appeared seeking architectural approval to move the existing southwest corner Pioneer Drive & Janesville Road) to a vacant lot on the opposite side of Pioneer Drive between Diedrich's Shoe Repair and an existing two family dwelling. and advised that the building will be used for office space on the first floor and residential quarters on thesxond floor. It was noted by the Commission that this will require a conditional grant in this B-3 District. After discussion, Mr. Chase moved to recommend to the Common Council approval of the zoning change and to approve the proposed sign as submitted. Mr. Basse seconded the motion and the motion carried. It was noted by the Commission that a petition had been sub- CHESTER SPITZNER - Mr. Spitzner, W199 S8466 Woods Road, and prospective purchaser of the property appeared requesting parcel from the Elsie Spitzner farm (total - 56 acres). It was approval of preliminary plat for the division of a 1.5 acre prepared by Waukesha Land Surveys Sept. 1, 1971, and that this is noted by the Commission that the preliminary plat had been an RS-1 unsewered district requiring 120' average width lots with 30,000 sq. ft. area. It was noted by the Commission that a conditional use had been granted for this property to permit residential units in the same building as the business subject to receipt of these detailed plans. Building Inspector Lee reviewed the B-4 District requirements and it was noted that additional parking spaces are required. It was also noted that six units are proposed for the second floor which would require a 30,000 sq. ft. lot and lot in question is 26,145 sq. ft. subject to their conforming with the requirements for the B-4 Mr. Chase moved to approve the building plans submitted District. ED POESCHL - The Commission reviewed a preliminary plat and certified survey map for a 7.628 acre division of the Poeschl by Waukesha Land Surveys. It was noted by the Commission that they had approved the sketch for this division at the last meeting. The Commission discussed the extension of Sunny Hill Drive which is proposed to go through the Hansen property approximately where the existing dwelling is located. Dr. Mangiamele pointed out that it would be good to offset the intersection. for the division of the Hans Hansen property subject to the city engineer's approval. Ald. PLANNING CONSULTANT'S REPORTS GROWTH IMPACT STUDY - Dr. Mangiamele presented and reviewed "City of Muskego, Growth Study, 1971". a study on the impact of growth in the City of Muskego, entitled Note: The motion regarding the rezoning of the Schaefer property was made and acted upon after Dr. Mangiamele's report.
