PRESENT: Mayor Jerome Gottfried, Chairman, Alvin Basse, Secretary, Clark Barry, Willard Bertram, Ald. Robert Burgermeister, William Chase, Ald. Harold DeBack and Ed Raimann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald he were also present. MINVTES: The minutes of the previous meeting of May 18, 1971, were approved as mailed. """"" PERSONAL APPEARANCES with h'illiam Paschke & Associates, appeared to discuss the planned development proposed for approximately 143 acres on McShane Drive in Section 12 owned by Mrs. Jean Wallner and Harold DeBack. It was noted by the Commission that a petition had been submitted to the Common Council requesting to rezone this property from the existing 1-2 and RS-3 Districts to RSA with an overlay for planned development. In accordance with Section 6.02 (4) C. of the zoning ordinance, the petition was referred to the Plan Commission for recommendation prior to the scheduling of the public hearing. entire McShane area will have a maximum development over a 5 year Mr. Evinrude advised the Commission that in their opinion the period of approximately 35% with "5% remaining in open areas, that $150,000 for forced main and lift station and an additional $400,000 costs to bring the sewer to that area will cost approximately bills and additional information from the City of Milwapkee which to sewer the lots in the proposed development. He submitted water indicated that the average consumption per person per day equals approximately 60 gallons, .that based on this gallonage, the treatment plant in the northeast section of the city could possibly support a population of 7000 instead of 5000 as proposed by the city engineers. He suggested a one unit per acre per year rate of district office and had been advised that the existing schools development and further advised that he had contacted the school will be adequate for approximately four more years, that closer analysis reveals that the lake lots proposed in this subdivision would produce 1/2 child per unit, the single family lots approximately 1.5 child per unit, thus a total of 770 children affecting the school system at total development. He pointed out that the value of the completed development will range from $10,500,000 to $14,000,000 and at the resent tax rate of $27.52 will bring to the city approximately ! 378,000 per year in taxes. He also pointed out that the city's income tax share will be increased. He indicated that they have proceeded with the development because the city has indicated that the area can be sewered if financed by the developer. In answer to a question from Ald. Burgermeister, Mr. Evinrude advised that the eight open space areas in the development will be dedicated for recreational purposes and will be kept within the scope of the home ownership association. Burgermeister moved to recommend that action be deferred on this planned development proposal until after a joint meeting between the Common Council and Plan Commission to be scheduled for the next Common Council meeting, June 8th. 1971. Mr. Raimann seconded the motion and the motion carried. Mr. Basse questioned who will make the final determination BERNARD LINDNER - Mr. Lindner, W136 S6468 Sherwood Court, appeared seeking approval to create two lots from Lots 6, 7 & 8, Michi Plat. If permission to divide jointly by Paul G. Stier and Lee E. Enge. This land is located this land is granted, I, Delbert B. Miller will purchase the 24.95 dwelling and the balance of the land will be used for agriculture acre parcel. This parcel will be used for the construction of one purposes. Riese. and could not foresee any problems. permission be granted for the construction of a road across city owned property as proposed by Mr. Wauer subject to the condition that it meet city specifications. Mr. Bertram seconded the motion. Ald. Burgermeister moved to amend the motion to include "subject to receipt of a preliminary sketch of the proposed right- Mr. Raimann seconded the motion and the motion carried. DeBack moved to recommend to the Common Council that regular meeting to consider the petition of Lloyd Ern0 for a LLOYD ERN0 - A public hearing was held just prior to this unit not to exceed 800 square feet (mother-in-law house) to his conditional use grant to permit construction of a second residential existing residence, S106 W20773 North Shore Drive. As there was a question as to whether or not Mr. Erno actually intends to construct this addition, Mr. Chase moved to defer action until Mr. Erno indicates his intentions. Ald. DeBack seconded the motion and the motion carried. STATE SAND & GRAVEL - A public hearing was held just prior to Gravel Co. for renewal of their extractive permit under Conditional this regular meeting to consider the petition of State Sand & Use Grant #37. that this extractive permit be renewed. Mr. Basse seconded the motion. had looked over the site and had found that their screening was adequate and that there is no restoration taking place as yet. After discussion of their existing $60,000 bond and their restoration plan which is on file with the city, Mr. Chase moved to amend the motion to require that the operators submit an expiration in 1972. Ald. Burgermeister seconded the motion and updated restoration plan of the total operation before permit the motion carried. The motion as amended carried. Ald. Burgermeister moved to recommend to the Common Council Mr. Barry advised the Commission that he and Mr. Bertram Page 5 - Plan Commission June 1, 1971 TESS CORNERS VOLNEER FIRE DEPARTMENT - Mayor Gottfried advised that the Common Council has initiated a petition to rezone property on Loomis Road from R-3 to .-3 with an OIP overlay to permit construction of a sub-station. Mayor Gottfried advised that a like petition had been considered in 1970, however, had not bee approved as other locations were considered. He pointed out that there had been some objection to a sub-station at this location from surrounding property owners. Ald. Burgermeister moved to defer action on this request until after the public hearing has been held, which has been scheduled for June 22nd before the Common Council. Mr. Basse seconded the motion and the motion carried. """""""""" COMMUNICATIONS & MISCELLANEOUS BUSINESS PIAN COMMISSION SUB-COMMITTEE - In addition to Planning Gottfried appointed Ald. DeBack and Mr. Chase to serve on the Consultant Mangiamele, Zoning Officer Lee and himself, Mayor sub-committee to meet after this regular meeting with Mr. Ray Gray, Rite Realty, regarding planned development of the William Schmidt farm in Section 1.
