PRESENT: Mayor Jerome Gottfried, Chairman, Alvin Basse, Secretary, Clark Barry, Willard Bertram, Ald. Robert Burgermeister, William Chase, Ald. Harold DeBack, and Ed Raimann. Planning Consultant Joseph Mangiamele and Zoning Officer Gerald Lee were also present. MINUTES: The minutes of the previous meeting of May 4, 1971, were approved as mailed. It was noted by the Commission that Mr. Evinrude had appeared before the sub-committee May 4, 1971. Mr. Evinrude advised that the plan which had been submitted which had been prepared by Paschke 8t Associates May, 1971, to the sub-committee had been revised and he submitted a plan indicating three phases of development, the first phase to occur around the 11 acre lake and a portion south of McShane Drive. The next two phases would be south of McShane Drive. He advised that the single family lots around the lake will probably sell for approximately $15,000, that the minimum home size will average 1200 sq. ft., that the single family lots will average 6000 to 7000 sq. ft. in area, however, that 8 open areas account for 20% of the total land area, that there will be 424 multi- family units, that there will be a 1/3 bedroom ratio,-that rents will range from $150 to $250 per month, that the first phase of the development will include 46 duplexes, 64 multi-units in eight 8 family apartment buildings and 42 single family lots. He advised that based on 3.6 persons per household this development would bring in approximately 540 people per year for four years and 288 in the last year for a total of 2448 people; that based on 1.6 child per unit, there will be approximately 240 children per year for the first four years and 128 children the last year for a total of 1088 children. The Commission reviewed a sketch of the proposed sign as well as a Lee advised that they had started to construct the sign without photograph of the partly constructed sign. In answer to the Commission, Mr. Glynn advised that the arrow attached to the sign is not flashing but has running lights, but that they would not object to the condition that the arrow have a steady light. Dr. Mangiamele expressed concern at the need for such a large sign to advertise an existing supper club in the city. After further discussion, Ald. DeBack moved to approve the sign subject to the condition that the arrow be lighted with a steady light. Mr. Raimann seconded the motion and the motion carried. CARL WAUER - Mr. Wauer, W186 S7547 Kingston Drive, appeared to request approval to construct a road across city property just south of Zeman's, W180 S8140 Pioneer Drive, to provide access plans of the area in question and advised that it is his intention to a 5 acre parcel which he recently purchased. There was discussion of possible turn arounds and the following Page 4 - Plan Commission May 18, 1971 VERNON STOEHR - Mr. Stoehr, Milin-Stoehr, Inc., appeared by Waukesha Land Surveys, Inc., May 18, 1971, to create two seeking approval of certified survey map which had been prepared lots from Lots 9 and 10, the S% of Lot 8 and part of Lot 11, Block 9, Oak Ridge Unrecorded Subdivision. It was noted by the Commission that they had granted preliminary approval to the creation of these lots April 20, 1971. City Engineer Barry advised that he and Mr. Bertram had met with Mr. Stoehr’s engineer and had reviewed the drainage on this property as well as the property on Ranch Drive and it was determined that the drainage easement would be necessary between the two lots. The certified survey map indicated 20’ on the south property line instead of the common boundary line easement along the south boundary line. for this division subject to the condition that the city be Mr. Raimann moved to approve the certified survey map guaranteed that the drainage ditch will be constructed by the owner of the property. It was noted by the Commission that they had approved a proposal to create three lots from five recorded lots at their meeting April 20, 1971, bwever, this final map does not include the third parcel created by Lot 44 and a portion of 45. Zoning Officer Lee pointed out that it is not necessary that this lot be included in accordance with the Subdivision Control Ordinance, Section 18.04 (3). DeBack seconded the motion and the motion carried. Mr. Chase moved to approve this certified survey map. Ald. PUBLIC HEARINGS - Mr. Basse moved to schedule the following To consider the petition of James & Kathryn Milbauer for public hearings: a conditional use grant to permit construction of a small engine repair establishment for 7:15 P. M., June 15th. 1971, and To consider the petition of Larry Fischer for a conditional same building as his business, Muskego Beer Depot, for 7:30 P. M., use grant to permit construction of residential quarters in the June 15th, 1971, and renewal of extractive permit under Conditional Use Grant #20 for 7:45 P. M., June 15th, 1971. To consider the petition of Wauer Pur Foods, Inc., for 0 Page 5 - Plan Commission May 18, 1971. / SAM JAVANOVICH - The Commission reviewed a petition submitted to the Common Council by Mr. Javanovich requesting to rezone approximately 1.2162 acres from R-2 to B-4 to permit Mr. Javanovich of an automobile repair shop in the former Checkerway Bus to petition for a conditional use grant to allow the operation garage next to the V. F. W., corner of Hillendale Drive and hearing had been held before the Common Council May 11th and they Janesville Road.
