It was noted by the Commission that the landscape plans
had been approved by Planner Knetzger but that he had opposed
the lighting plan submitted to his office.
Mr. Knodl submitted a colonial type, gas lamp, lighting
plan, known as The Georgetown No. 101 in lieu of the plans sub-
mitted to the plan consultant. He advised that this type of
lamp will provide adequate lighting but that it may be necessary
to place a lamp on each side of the driveway entrances.
Mr. Knodl answered that the driveway is 35' and according to
state code, the culverts will be 42'.
Mr. Buehler moved to approve the landscape plan and the
colonial lighting fixtures as submitted. Mrs. Sanders seconded
the motion and the motion carried.
Mr. Bertram questioned the length of proposed culverts and

basic patterns for land use in the surrounding area as proposed
in the following communication dated August 1, 1969:
"Gentlemen:
At your last meeting, July 22, 1969, we presented orally
our recommendations related to the petition of Mr. R. Wallner for
15 acres of commercial zoning across the entire CTH "Y" frontage
of the former Pohlmann-Loomis property.
You will recall that our conclusion, after studying the total
commercial potential for this general area and for the entire city
in the foreseeable future, was that only one or two acres of the
Wallner property should be set aside for such use.
our report, of July 14, 1969, to the Civic Center architects,

that there was adequate space to place the 30,000 to 60,000 square
the 20 acre civic center trian&, thereby creating a "village
center". One of the reasons this civic center site was proposed
originally was its potential for combined public and commercial
uses to create a community focal point.
You asked that we allow the architects to complete their
preliminary site plan work and to make a joint report to you on
the question of including commercial uses within the triangle.
Civic Center Planning - Accordingly, we conferred today with
the architects, Gazinski, Schulze and Zemanovic. Their site plan
work to date, which will be presented to you in full scale at
your next meeting on August 5th, has been translated onto the
overall base map included herewith. You will note their work
confirms the sufficiency of space to include a village center of
offices, shops and similar commercial uses within the 20 acre
triangle area.

have contended that a strong willed plan commission should insist
upon only quality industrial development which would therefore
not be deleterious. We acknowledge, however, the architects'
observation that this places the civic center under a substantial
risk, and therefore we are willing to concur in multiple family
use as a safer alternate).

the desire for a "village center" within the triangle seems to
be missing in the Committee.
For that reason the architects on their own site plans show

We thus developed together with the architects an alternate land

acres of land could be held in reserve for a reasonable time,
for possible industrial use. Ownerships involved in this reserve
category would be Foth, Scholbe, Wallner, and E Niemann. Agricul-
tural zoning would be a method for achieving the reserve status.

Mr. Buehler questioned if the architects concurred with
the planner's recommendations and Architect Gazinski answered,
"basically yes".
Mr. Buehler questioned how the architects felt about
commercial zoning vs. multiple family and Mr. Gazinski advised
that commercial or multiple family would provide good screening
between the civic center site and industry. He pointed out the
disadvantage ofwer-zoning property, that if too large an area
is zoned, development for that district will be sparse.
