PCM19690701CITY PLAN COMMISSION - CITY OF MUSKEG0 MINUTES OF MEETING HELD JULY 1, 1969 - CITY HALL Acting Chairman Frank Narlock called the meeting to order at 8:OO P.M. PRESENT: Ald. Frank Narlock, Secretary, Alvin Basse, Willard Bertram, city Engineer Joseph Kelsenberg, Charles Buehler, Jean Sanders and Ed Raimann. Building Inspector Lee and Plan Consultant Russell Knetzger were also present. ABSENT: Mayor Donald Wieselmann MINUTES: City Engineer moved to approve the minutes of the previous meeting of June 17, 1969 as mailed, motion seconded by Alvin Basse, motion carried. Mr. Bertram questioned information given to the commission by Mr. Smolen regarding "40 campsites of 100 sq. ft. per site". Acting Chairman Narlock assured the members that the above would be checked and if an error made, same will be corrected. PERSONAL APPEARANCES: LAWRENCE GRAVES - Mr. Lawrence Graves appeared seeking approval of Certi- fied Survey Map covering a tract of land on part of the South 2, of the S. E. ?a of Section 7, T5N, R20E. Said division provided for a 1.8399 acre lot with 40' dedication on Hillendale Drive. City Engineer indicated that he had not had time to review the corrected plat prior to the meet- a plat showed the additional required 10'. The City Engineer then assured ing. CHECKERWAY BUS COMPANY - No one appeared in behalf of the bus company to request approval of remodelling and site location of a diesel oil tank on their present site, Section 18, Janesville Road. Mr. Lee indicated that their original plans were to make an underground installation for the 500 gallon storage. Mr. Bertram inquired as to proposed use and Mr. Lee stated that it was for diesel fuel and due to the possibility of moving their site would use the above ground storage only temporarily. Several members had many questions concerning the tank location, size, etc. Mr. Buehler moved that action concerning Checkerway Bus Company's request be deferred until appelant provides proper layout form in addition to any other perti- nent information needed relative to the request, motion seconded by Alvin Basse, motion carried. Said request contained the following: June 23, 1969 Gentlemen: When we originally received permission to open our camping store at 575 W17461 Janesville Road, it was stipulated by your commission that we would be allowed to display one, (11, recreational vehicle only in front of our place of business. A high percentage of our business is of the impluse variety, that is; prospective customers stop to look at out trailers as they are driving by on Janesville Road. We have found during the past few months that when we display three or four recreational vehicles on the Highway 24 side of the parking lot, our customer traffic has in some instances doubled. Please use this letter as a formal request to grant us per- mission to display three recreation vehicles at the front of our parking area during the weekdays. Mr. Buehler asked of the Building Inspec- tor whether the trailer parking dispay becomes congested and Mr. Lee said that he has received no complaints. Mrs. Sanders asked whether the parking of trailers obstructs vision to the west? Mr. Lee said that setback is sufficient enough from Janesville Road. Discussion followed concerning lease arrangements between lessee and lessor regarding restrict- ions imposed as to number of trailers to be parked permitted and Mr. Basse inquired of the Inspector how this can be enforced. Mr. Lee indicated that it was a matter of contacting operator, Mr. Lloyd, if it appeared there was a violation. Mr. Buehler felt that the request was reasonable while Chairman Narlock inquired whether the display of more than one vehi- cle would affect appearance from Janesville Road and Mr. Lee said that, he felt not. Page 3 STATE ?AND & GRAVEL - PAYNE & DOLAN~ OF WIS,.INC. - The petition for gravel on approximately 77 acres, more or less, in Section 18, submitted conditional Use grant for the purpose of mining and processing sand and by State Sand and Gravel and Payne and Dolan of Wisconsin Inc:, was pre- sented to the Commission, said petition being forwarded to this body from the Common Council. Mr. William Reszlaff and Mr. William Bechthold appeared in behalf of this petition. Mr. Kelsenberg expressed concern over the need for a common restoration plan, that is, between this opera- tion and that of Wauer's extractive operation. Mr. Bechthold stated that Mr. Wauer had been granted his permit first, that he did feel that point brought up regarding establishing a "common Line" was sound, but that this line will not be met this .year. Mr. Kelsenberg reminded Messrs. Becht- hold and retzlaff that a current restoration plan must be prepared in accordance with 6.07 (12). Mr. Buehler moved that a public hearing be set for August 5, 1969, in accordance with Section 3.07 of the Zoning Ordinance, in behalf of said petition filed by State Sand & gravel and Payne & Dolan of Wisconsin Inc., motion seconded by Mr. Raiman, motion carried. MUSKEG0 INDUSTRIAL PARK INC. - The petition of Muskego Industrial Park, Inc., Raymond R. Wallner, Secy., to rezone approximately 15.02 acres of depth of 650 feet, from RS-2 to B-2, Local Service Center was received lands abutting New Racine Avenue, approximately 941 feet frontage to a from the Common Council. Mr. Wallner's presentation of his request in- dicated that he would "basically go ahead with commerical development", 0 in accordance with the following letter: June 24, 1969 Common Council Chairman (Walter Wollman) Muskego Common Council Muskego Plan Commission The undersigned petitions the City of Muskego for the following: 1. Defer all action on our propos.al for jointly establishing Muskego's first Industrial Park, until further study is made of the impact an industrial development would have on our present and future tax base as related to the cost. 2. Consider the purchase by the City of Muskego of the W. Neiman and Milt Muehl farms, now offered for sale to be developed soley by the City of Muskego for industrial use compared to our proposal. 3. That the zoning of such lands described in our proposal remain unchanged until acceptance of our proposal, or same revised, so as to be acceptable to both parties,except for the follow- ing: Lands abutting New Racine Ave. (approx. 941 feet frontage) requests it be rezoned to Commerical Use (zoning 8-2 and a to a depth of 650 feet consisting of 14 acres. Planner Knetzger asked whether Mr. Wallner was proposing a shopping center or business lots and Mr. Wallner indicated business lots. Mr. stores in general, perhaps a building and loan. Mrs. Sanders felt that Kelsenberg asked as to what types of business and Mr. Wallner answered, development of 15 acres without a sound plan would not be good business and also indicated that she would like to see the acreage develop under a planned development. Ingress and egress was also discussed and Mr. Kel- senberg stated the property could only be served by one road. Mr. Buehler felt that there was a great conflict of interest. Planner Knetzger's re- commendation at this time was to table because policies must be determined as to General Plan Revision, Expansion and Phasing of Isdustrial Areas, Civic Center and Industrial Park Development Studies. He also informed the commission that their firm would be in a position to present the balance of the report "Illustrative Plan: The Pedestrian Open-Space Neighborhood", and that their firm had most recently met with Gazinski, Schulze and Zemanovic, Architects, and they took an even more conserva- tive view in regards to locating industrial development adjacment to a works department adjacent to/ and or near, a civic center due to stock civic center. He also indicated he felt that the only time the city shows an interest in industrial development was at election time. Mr. Buehler reminded Mr. Wallner that this was not true as the city has spent a great deal of time im completing these plats for Mr. Wallner, a private developer, and that it would be "fool hardy" to say that the city would not be receptive to industrial development. Mr. Buehler also felt the commis- sion could not make a decision without all information needed, such as; proposed roads, determination of use, lot layout, etc.. STEVEN SCHULER - Mr. Schuler did not appear, however, he did seek ap- proval of a certified survey map for part of Lots 9 and 10, McLaughlin's Subdivision of part of the SW of Sec. 32, T5N, R2BE. On December 29, 1967 the Commission indicated by letter "that a more thorough descrip- tion will be necessary for the odd-shaped parcel abutting Lake Denoon as well as showing the location of the Demshar house in relation to your property and to indicate an easement for driveway purposes if one does exist". There appeared to be a conflict in location of Mr. Denshar's building as indicated on a survey prepared for Mr. A. F. Demshar by Lan- dry Survey Service as compared to that survey prepared by Mr. Schuler's surveyor, John F. Degen. It was the commission's direction that the City Engineer check each surveyor so as to clear up this question. Mr. Basse moved that the plat be forwarded to the City Engineer for his re- view and report, motion seconded by Mr. Raiman and motion carried. WILBUR C. REYNOLDS (NIKE SITE PROPERTY - MARTIN DR.) - A petition sub- mitted by Mr. Wilbur C. Reynolds of the Reynolds Machine Co., Inc. to rezone approximately 22 acres of land in Section 4 from RSE with an OIP Overlay to I-i was read. Jure 24, 1969 Dear Sir: Be advised that we represent Mr. and Mrs. Wilbur C. Reynolds, who have an executed Offer to Purchase the Nike Site on Martin Drive from the owner thereof, subject to the same being rezoned for industrial purposes. Mr. Reynolds has operated a machine shop for a number of years past in Cudahy, but requires a new site for expansion purposes. Mr. Kelsenberg reported the cost to be as follows: (1) 3,200 ft of storm sewer @ $31.00 plf (2) 8 catch basins with deep sump pits @ $295.00 = $99.200.00 = 2,360.00 $101,560.00 CITY PLANNER'S REPORT - 124th Street and the Jurisdictional Highway System Plan for Milwaukee, Wisconsin: June 16, 1969 Dear Mr. Knetzger: Page 7 The Jurisdictional Highway Study of arterial routes in Milwaukee County was preceded by a comprehensive Land Use Transportation Study conducted by the Southeastern Wisconsin Regional Planning Commission. A major phase of the Land Use Transportation Study was the devel- opment of a functional highway system plan for the seven county region. Using 1990 as a target year for the study an arterial system was established to adequately serve the existing and pro- jected land use needs through this design year. This network was carefully reviewed and refined in light of the charted existing and proposed land uses as part of the jurisdict- ional study. This review did not indicate a need for an arterial route in the location you suggest. We do not deem it significantly important to locate roadways on all county boundaries. Because we feel the arterial needs are we have no particular interest in establishing the route which satisfactorily being provided for in this portion of the county, you suggest. We have, however, no objection if local units of government jointly choose to construct a roadway at this location.
