PRESENT: Mayor Donald Wieselmann, Chairman, Ald. Frank Narlock, Secretary, Alvin Basse, Willard Bertram, Charles Buehler, Ed Raimann and Mrs. Jean Sanders. Building Inspector Lee was present and Plan Consultant Russell Knetzger arrived at 8:08 P. M. MINUTES - Mrs. Sanders moved to approve the minutes of the previous meeting of March 4, 1969, as mailed. Ald. Narlock seconded the motion and the motion carried. Planner Knetzger reviewed Sec. 4.05 (2) C. 1. of the Zoning Ordinance which indicated that prior to the determination by the Architectural Control Board (Plan Commission) notice shall be given to the adjoining property owners. The Recording Secretary advised that notice had not been given other than for the Appeal Board hearing, scheduled for March 27th. Mr. Buehler then withdrew his motion with the consent of his second, Mr. Raimann. It was the Commission's decision to defer action on the request pending the Appeal Board findings and to advise the Appeal Board that the Commission would prefer to consider an alternative location for the proposed garage and that the Commission is not receptive to the 2' offset. Narlock questioned the surface water drainage on the lot March 18, 1969 Page 3 - Plan Commission FRANK PANCRATZ - Mr. Pancratz, president of Bristol Oaks Country Club, appeared and submitted an artist's sketch of a proposed sign for the Muskego Lakes Country Club to be located will be a brick structure approximately 12' high by 30' long on Highway 36. Mr. Pancratz advised that the sign as proposed but that the letters indicating "Muskego Lakes Country Club" will be approximately 6' high x 20' long, that there will be at each end. Mr. Pancratz also advised that the sign will be lighting under the eaves along the brick wall and a gas light constructed over the interurban right-of-way and that either he or the city must secure an easement. It was noted by the Commission that the ordinance limits signs to 300 sq. ft. maximum. Planner Knetzger advised that the actual sign, that the brick be excluded from computation for the letters alone and the area they encompass would be considered the size of the sign. Narlock seconded the motion and the motion carried. Mrs. Sanders moved to approve the sign as submitted. Ald. course advjsing that area is available for an 18 hole expansion. M. and the meeting LOUIS LUDWIG - Mr. Ludwig, S107 W16311 Muskego Dam Dr., appeared in regard to his request for a sign advertising ENCO to be located at the Ludwig Bros. Oil Co. Ludwig parcel and the Muskego Dam Road right-of-way which had previously belonged to the state but was recently returned to the city after construction of the new Highway 36 on which the sign is proposed to be located. as proposed and to recommend to the Common Council that the strip of Ald. The following report dated March 13, 1969, was reviewed by the Commission: "Gentlemen: The above land division was presented to the Commission on February 18th, but action was deferred pending resolution of future access to the portion of the Drews tract that would lie east of the proposed division. As far as access to Hillendale Drive is concerned, its "roller coaster" topography greatly limits the points where reasonably safe access can occur. In the entire 3,250 foot length of Hillendale Drive from STH 24 to the north 'line of the Drews-Diel property, we can where public street access would be acceptable. Mr. Raimann moved to hold this in abeyance until the next IDLE ISLE BEACH - Planner Knetzger pointed out the need for the Commission to confirm the city's proposal to purchase Idle Isle Beach at the north end of Little-Muskego Lake prior to making work involved in preparing said application. After further discussion, Ald. Narlock moved to amend the comprehensive plan to change that property known as Idle Isle in the north of Little Muskego Lake from comnercial recreation to park and recreation and further that the city should apply to the federal government for aid in purchasing the land and that the Plan Commission understands that this will cost approximately $1000 in appraisal fees and $500 for preparation of necessary forms. Several years prior to the issuance of the building permit, Mr. & Mrs. Joseph J. Stefaniak arranged for the purchase of the land which coincided with that described in the proposed perimeter. The arrangement was made with Mr. 81 Mrs. Alois A. Stefaniak, residing directly to the east of this parcel. Joseph and Alois Stefaniak are brothers.
