Sec'y, Alvin Basse, Willard Bertram, Charles Buehler, Ed Raimann PRESENT: Mayor Donald Wieselmann, Chairman, Ald. Frank Narlock, and Mrs. Jean Sanders. Plan Consultant Russell Knetzger and Building Inspector Lee were also present. MINmES: Alderman Narlock moved to approve the minutes of the prevlous meeting of November 19, 1968, as mailed. Mr. Buehler seconded the motion and the motion carried. - """"" PERSONAL APPEARANCES OTTO KURTH & FRANK MINOR - Mr. Kurth and Mr. Minor did not appear to discuss a 15 acre division of the Edward Kurth property on McShane Road which had been approved at the previous meeting and later found to be in an industrial zoned area. - PARKLAND SUBDIVISION - Mr. Henry Attamier, representative of GI:#*' >.I i. The following communication dated November 29th, 1968, directed to the Mayor and Plan Commission members had been mailed to the indi- vidual members for review prior to the meeting: "Gentlemen: Planned Development Project known as Parkland, which development has been previously approved by your Honorable Body. As approved at that time, the project consisted of a mixed develop- ment of commercial, multi-family and single family uses under one owner- of the Parkland Project. In reviewing the understandings and commit- ship. Recently, as you know, I have acquired the residential portion ments arrived at in the original approval, I believe it to be in the best interest of both the municipality and ourselves to re-examine them ify certain conditions which appear to me to be indefinite at the moment. in light of the division of ownership which now exists and also to clar- c, This is being submitted to you with reference to that certain - Division of Responsibility Between Commercial and Residential Lands It is understood that the commercial and residential ownerships must be responsible each for its own on-site improvements. The only instance which will require joint responsibility is the entrance rodd running north from Highway 24, and in this case, the owners must share by them on this segment of the road. I naturally expect to construct the cost of the improvements in direct proportion to the frontage owned lands as this road is vital to my merchandising program. this road immediately upon starting the development of my residential the commercial site owners would be expected to cooperate fully in granting easements and paying their proportionate cost. Furthermore, if drainage easements and facilities are required, Beyond these conditions, the owners of the commercial sector of December 3, 1968 Page 2 - Plan Commission of Parkland should be held solely responsible for compliance with pre- vious commitments and requirements for the commercial development, just as I should be held solely responsible for the residential development. Residential Development Exhibit D of the original Parkland Project proposal submitted to you in 1964 set forth in great detail the basic premise and supporting data which established Parkland as a practical development, beneficial I can only suggest that the passing of time and the fact that I am now to the community. The statements made at that time are still sound and can be finalized make it mutually advisable to update the document and prepared to proceed with site developments as soon as construction plans clarify certain indefinite issues in line with the site.plan I present to you herewith. As you see, this plan concerns itself for the time being with the area north of Highway 24. In this area I am proposing 117 single family reapproval of the “Parkland I‘ petition, wherein the Parkland Planned lots and 96 multiple family units. Therefore on the basis of your Development Project was approved as 289 units, I assume that I have the right at sometime in the future to present to you a plan for the area south of Highway 24 consisting of 36 multiple family units and 40 single family lots. As to a development time table for the area north of High- way 24, I assume that I will require 2 to 3 years for completion. Architectural Control I plan to establish an Architectural Control Committee, which will review all plans for house construction. As a widely experienced resi- dential builder, having a reputation for good design, I am fully aware home design, and I assure you that the Architectural Control Committee that the success of this development is primarily dependent on pleasing will follow this practice faithfully. This committee will remain under my control as long as I own any lots in Parkland. I note that your zoning ordinance provides the possibility that I could be required to submit every house design to your Plan Commission for approval. I respectfully request that you would permit me to pro- ceed without this contingency as long as I function under the Architec- tural Control Committee procedure set forth in the paragraph above. I fully recognize I must operate within the normal values set forth for the multi-family buildings will be submitted to your Plan Commission in Section 6.11 (2) of your zoning ordinance. I assume that my plans for approval. Building Setbacks I undoubtedly will observe, in the case of the houses, a minimum front setback of 25 feet with minimum side lot setbacks totaling 14 on some cul-de-sac lots, I take some liberties with the six foot minimum feet with six feet as a minimum on any one side. If, as may be desirable will there be less than 14 feet between houses. I estimate the sale side lot, I assure you I will increase the other side so that at no time prices of the single family lots will range between $6,000 and $7500. a December 3, 1968 Page 3 - Plan Commission House Sizes Parkland will be about equally divided between the sizes set forth in would seem that the value of these, exclusive of lot, will range from your RS-1, RS-2, and RS-3 classification. In the present market, it $16,000.00 to $28,000.00. I intend to probe the market for 2 bedroom houses for childless and mature couples. These houses would presumably be less than the minimum size set forth in your RS-3 classification. My experience in the housing market indicates that house sizes in Multiple Family Development The rental schedule for the multiple family units, based on the present market, is estimated as follows: 15 3 bedroom Town Houses 24 2 I' 11 tt 59 2 I' Apartments $195.00 per month 175.00 11 170.00 I' 11 24 1 " Total valuation of the Town House buildings is estimated at ,I 145.00 " 11 $717,000.00 Total valuation of the apartment buildings is $1,363,000.00. Maintenance of Park Areas I recognize that the common park areas must be properly maintained at all times and therefore would hope that the City would take over ownership and maintenance of these areas on abasiswhereby the costs incurred by the City would be assessed proportionately against all property owners in the development. If this is impossible, I will establish ownership of these areas in a legally constituted Home Owners Association which by deed restrictions will be made responsible in this matter. basic intent of the Parkland Planned Development as previously approved by you. Kilps" Respectfully submitted, After a lengthy discussion, the following motion resulted: Mr. Buehler moved to recommend to the Common Council approval of the preliminary plat for Parkland Subdivision prepared November 25, 1968, by National Survey, and that the additional information supplied by Donald W. Kilps in his letter of November 29, 1968, is to be made a part of the original petition approved December 1, 1964, with the material to be a "substantial" change under the terms of Sec. 6.02 (6) C. understanding that the Plan Commission does not construe this additional of the Muskego Zoning Ordinance, said additional material accepted subject to the following conditions: Page 4 - Plan Commission December 3, 1968 1. It was noted by the Commission that the City Engineer's report concerning drainage in the proposed subdivisions as requested at their meeting of October 29th has not as yet been received. rn - OTHER BUSINESS """- BRISTOL OAKS CORP. - A public hearing was held just prior to this Oaks Corp. for a conditional use grant for the purpose of developing regular Plan Commission meeting to consider the request of the Bristol a golf course and clubhouse OW several properties in Sections 25 and 26 in the City of Muskego. Bristol Oaks Corp. Mrs. Sanders seconded the motion and the motion Ald. It was noted by the Commission that building, site and operational Mayor Wieselmann declared a recess at 10:25 P. M. and the meeting reconvened at 10:40 P. M. CENTER - Planner Knetzger reviewed a history and showed slides of various types of business developments pointing out that people seem to prefer an area which can be used for a gathering place, window shopping and businesses within walking distances. He pointed out that the main buildings which would be included in a civic center site would be the city hall, library, youth center combined with a theatre and perhaps a swimming pool; that other re- 0 lated businesses such as banks, stores, etc. would be encouraged to develop at the site. Mayor Wieselmann advised that the government had indicated that they would be favorable to locating the post office Page 5 - Plan Commission December 3, 1968 a in the civic center site. The Commission discussed the four sites which had been presented by the Planner at the meeting October 29th and Mayor Wieselmann pointed would best lend itself to any development concept, adding that out that the area in the yoke of new' and old "Y's" south of Hiway 24 an option has been obtained on 33 acres at that location. It was noted by the Commission that the area proposed for municipal garage was not included in the 33 acres, however, Planner Knetzger pointed out that the site could be shifted to the south to include a portion of the municipal garage site in the 33 acre area. the Common Council to exercise this option and purchase the site in the yoke of the new and old "Y's" for a civic center site. Mr. Buehler seconded the motion. Mr. Buehler moved that a letter be directed to Mr. DeBack advising him that because of the results of the percolation tests, other avenues of investigation should be used in determining the best location for a private sewage disposal system in accordance with Sec. VI1 A. 4 of the Subdivision Control Ordinance. Mr. Basse seconded the motion and HAROLD DE BACK - The Commission reviewed a certified survey map the motion carried. It was the Commission's opinion that because of the size of the lot, there is possibly a better location with different type soil where satisfactory results may be obtained. Mrs. Sanders moved to refer the communication from City Attorney .~ A petition from ABC Outdoor Advertising, Inc., requesting condi- tional use for back to back, illuminated, painted bulletin advertising Bropkfield National Bank to be erected on the north side of Highway 24 toward the east end of the Wollman farm, was received by the Commis- sion. Mrs. Sa nders moved to schedule the public hearing to consider this request for Tuesday, January 7th, 1969, 7:30 P. M. Mr. Raimann seconded the motion and the motion carried. _"""" PLANNER'S REPORTS COMPREHENSIVE PLAN REVISION - It was the Commission's decision proposed for the Comprehensive Plan at the October 29th meeting, he that before Planner Knetzger submits a written report on the revisions meet with the school board to discuss the school concept proposed.
