PCM19681029CITY PLAN COMMISSION CITY OF MUSKEG0 MINUTES OF MEETING HELD OCTOBER 29, 1968 CITY HALL Mayor Wieselmann called the meeting to order at 8:12 P. M. and welcomed the aldermen, school board members, appeal board members and other interested citizens attending the meeting. PRESENT: Mayor Donald Wieselmann, Chairman, Ald. Frank Narlock, Sec'y, Alvin Basse, Willard Bertram, Charles Buehler, Ed Raimann, and Mrs. Jean Sanders. Building Inspector Lee and Plan Consultant Russell Knetzger were also present. MINUTES: Mrs. Sanders moved to approve the minutes of the previous meeting of October 15, 1968, as mailed. Ald. Narlock seconded the motion and the motion carried. """"" PERSONA&. APPEARANCES MELLO PIFHER & TOM TAYLOR - Mr. Pifher & Mr. Taylor appeared and submitted Dlans of the remodeling and addition for the Muskego Branch of State Bank, Hales Corners, which had been prepared by Hamm & Kessler, Consulting Engineers, with bank design prepared by Taylor Palmer Co. for a permanent bank facility at S76 W17655 Janesville Road (existing automobile service station). They also submitted an artist's sketch of a proposed sign to advertise as well as space for advertising local, civic events. the bank, said sign to include time and a temperature indicator After review and discussion, Ald. Narlock moved to approve the building, site and operational plans as submitted. Mr. Basse seconded the motion and the motion carried. - - mission's request to discuss their proposal to store and sell antiques temporarily in their garage at S76 W17822 Janesville Road. that the antiques will be shown only by appointment, that parking facilities are adequate, that they desire a small, conservative sign, that the three car garage has one separate 12 x 18' area suitable for such a business, that types of antiques will be comodes, antique lanterns, etc., and that they have the necessary state license. Mrs. Sanders moved to grant this request. Narlock moved to refer the preliminary plat of the residential portion of Parkland Plaza to the city engineer, the city planner and the city attorney. Mr. Buehler seconded the motion and the motion carried. He advised the Commission that it will be his intention to live in the house and that when the area is sewered he will subdivide the remaining acreage. He submitted photographs of the house in question, a plat of survey and satisfactory percolation tests. Mr. Buehler moved to approve this request. Ald. Narlock seconded the motion and the motion carried. The Commission noted that there had been no objections to the plat from the county or state. approval of the final plat for Kirkwood Manor Addn. #l. Mr. Basse seconded the motion and the motion carried. He advised, however, if sewers are extended to these areas, lot size will be decreased thus creating a higher density which would allow the possibility of walk-in, K-5 schools. The existing industrial areas on McShane Rd. and Highway 36 would be reduced and the existing industrial area at the proposed junction of Hy 24 and the Waukesha County By-Pass would remain as proposed in the 1963 plan. Planner Knetzger then reviewed the school sites and pointed out that recent planning methods induce pedestrian systems whereby neighborhood schools are located within a residential area in such a manner that children can walk to school and cross a very limited number of streets; that based on complete sewer extension, there could be one school for every 400-500 students in a K-5. He reviewed possible locations of high schools, middle schools and elementary schools based on increased density through sewer extension.
