DAVID RAGUS - Mr. Ragus, S74 W20850 Field Dr., appeared seeking
final approval for land division in the NE$, Sec. 7. It was noted
that Mr. Ragus had appeared before the Commission August 15, 1967,
seeking procedure to divide his land into two parcels and that the
Commission had suggested that he contact a surveyor to determine
the best division of his property.

Commission also reviewed the City Engineer's report recommending
1968, as well as satisfactory percolation tests (12-15-12). The
approval of the certified survey map.
There was considerable discussion of the awkward layout of
the two parcel division and Mr. Ragus explained that the layout
is necessary in this manner to gain the required square footage
for Lot #1 because of the location of an existing foundation on
which he intends to build his new home. Planner Knetzger suggested
that the Common Council be petitioned for a variance in accordance
with Section 12 of the Sub-division Control Ordinance in order that
two better shaped lots might be created, however, Mr. Ragus ex-
pressed concern at such a delay pointing out that if the area were
rezoned the division could be revised at that time. It was also
noted by the Commission that there was not a sale of land involved
in this division.

ROBERT STACK & CHRIS ZELIG - Mr. Stack and Mr. Zelig, Relo-
cation Realty representatives, appeared to discuss the proposed
rezoning of properties in Secs. 9 & 16 from RS-3 (Suburban
Residence) to RSM (Multiple Family) as this matter had been re-
ferred back to the Commission from the Common Council for further
study and recommendation. Ald. Narlock explained that the Common
Council had requested an expression from the Commission as to their
feeling regarding the rezoning as well as a more definite idea
as to what is being proposed for the area.

Mr. Zelig stated that it would be their intention to ultimately
have 54 - 3 bedroom units, 58 - 2 bedroom units and 24 - 1 bedroom
units in townhouses and garden apartments, that this ratio would
average out to 2.2 bedrooms per unit, that it would be their plan
ment to determine occupancy demand. He advised that because of

Muskego's restriction of 8.5 units per acre, higher occupancy and
higher rental would be necessary to make the development economically
feasible, that rents would average from approximately $140 for 1
bedroom to $175-180 for 3 bedrooms. Mr. Zelig pointed out that
136 families would spend considerable money in the city for food,
gas, etc.
that the value of each dwelling would be approximately $14,000,
that building plans are not definite - the first step would be to
develop the land by bringing in sewers and roads, that the entire
development would be completed within two years.
Mrs. Sanders expressed concern that the 3 bedroom apartments
would place a burden on the schools and that she would favor the
smaller bedroom units.

RONALD ZIMMERMAN - Surveyor Zimmerman appeared and submitted
to create two lots from three substandard lots (Lots 3, 4 & 5,
Block 12, Muskego Shores Subd.) It vas noted by the Commission
that Mr. Youssi's existing home would be on Lot 3 and 1/2 of Lot 4
and that the second vacant lot would consist of Lot 5 and 1/2 of
Lot 4, and that although the two proposed lots would not meet the
RS3District (OED) requirement, they would be improved compared to
the existing lots.
The Commission also reviewed the City Engineer's report recom-
mending approval of this certified survey map with the following
comment: "AS this is a survey of 3 lots in a recorded subdivision,
the purpose is to establish only two lots, therefore, the record
should show that Lot 4 cannot be sold or built on separately."
