PRESENT: Mayor Donald Wieselmann, Chairman, Alderman Frank Narlock, Secretary, Willard Bertram, Charles Buehler, Mrs. Jean Sanders and Ed Raimann. Building Inspector Lee and Plan Consultant Knetzger were also present. ABSENT: Alvin Basse MINUTES: The Recording Secretary advised that on Page 1, first paragraph under Stanley Dobrzynski, "truck parking ordinance" should be changed to "zoning ordinance relating to truck parking". Alderman Narlock moved to approve the minutes of the previous meeting of July 2, 1968, as corrected. Mr. Raimann seconded the motion and the motion carried unanimously. """"" PERSONAL APPEARANCES MRS. ADELINE HENDRICKSON - Mrs. Hendrickson, S90 W13276 Boxhorn Dr.. appeared seeking final avoroval of land division for a 1.5 acre parcel in Section 24-bn which Wayne Weber desires to con- struct a dwelling. The Commission reviewed the certified survey map, satisfactory percolation tests and the city engineer's recommendation for approval. It was noted by the Commission that the preliminary plat for this division of land had been approved October 3, 1967, and that at that time unsatisfactory percolation tests had been received. Building Inspector Lee advised that the recent satisfactory perco- lation tests had been taken in the area where the leach bed will be installed. Sanders seconded the motion and the motion carried unanimously. . " Mr. Buehler moved to approve this certified survey map. Mrs. JOHN HELLING - Mr. Helling, Brookfield National Bank representa- tive, appeared seeking architectural approval to move a bank building SE corner of Highway 24 and Lannon Drive. from Brookfield Square shopping center to their property on the field Square by the end of July, that it is their intention to temporarily store the bank building until decision of management as to whether or not they would use the building for the Muskego Branch Bank or move it to another locality, that the building is of good structure, and that 90 days would be an adequate length of time for the permit. Mr. Helling submitted a photograph of the building in question. that the permit expire October 15, 1968. Alderman Narlock seconded Mr. Buehler moved to approve this request with the stipulation the motion and the motion carried unanimously. He advised fronting Janesville Road to the Waukesha National Bank and that the Commission that he was considering selling 2 acres of land his remaining frontage along Janesville Road is being considered by the highway department for a corridor route and ramp area for the Waukesha County By-pass, pointing out that this would create land locked parcels to the rear. OTHER BUS1 NES S i - - - - - - - STANLEY DOBRZYNSKI - The following report and recommendation dated July 15, 1968, from Nelson & Assoc. concerning Mr. Dobrzynski's permit to park a commercial truck at his residence, W152 S10431 Thode Drive, was read by the Recording Secretary: "Gentlemen: truck permit granted Mr. Dobrzynski on February 6, 1968, for three years, was referredto our office for study and report. Mr. Dobrzynski's property is located on the corner of Thode Drive and old STH 36, in what is really a small residential subdivi- sion of individual metes and bounds divisions off of the highway. Within an 800 feet radius of the property there are 8 residences, and within 1200 feet there are 16. Most are approximately one acre lots. Ordinance #74, which removed the old prohibition of parking of more than one panel sized truck on a residential property, allows and in other zoning districts may permit additional trucks if the the Plan Commission to grant any number in agriculturally zoned areas, area is "predominantly undeveloped." undeveloped" standard of "no more than three homes within 800 feet of the truck parking site" does not apply directly. The Recording Secretary also read the following excerpt from the Plan Commission meeting minutes of November 21, 1967: "In answer to questions from the Commission, Mr. Dobrzynski advised that the truck is a semi-trailer and tractor, that the material car- ried is flammable, that he uses the truck to drive back and forth & Chemicals, that his working hours are between 5:OO A. M. and 1O:OO to work, that the truck is owned by his employer Milwaukee Solvents P. M. when he is in the City, that neighbors have not complained directly to him, that his route of travel from home is Thode Dr. been parking his truck at this residence for 6 years. He also to Hiway 36, that he has worked for this company for 6 years and has advised that it would be a hardship if he were not allowed to park the truck at his home as it would involve the purchase of an addi- tional car .It The Commission discussed their policies relating to commercial truck parking, also giving thought to the possibility of classifying city roads, and the following motion resulted: Mr. Buehler moved that Mr. Dobrzynski be advised that the permit granted to him to park his commercial truck at his residence will terminate September 1, 1968, because a hardship apparently no longer exists for trans- portation, the size and contents of the truck are prohibitive, the amount of use of the truck, and because of its flammable Mr. Bertram seconded the motion and the motion carried unanimously. contents the location of the parking site near Oak Grove school. They also reviewed the results of the percolation tests which were unsatisfactory. After discussion, Mr. Buehler moved that Mr. Agenten be advised that the Commission could not take action on this division because the percolation tests were unsatisfactory., that a question of drainage arose and that the Commission recommends that he contact Plan Consultant Russell Knetzger to clarify this drainage problem to expedite the division. Mrs. Sanders seconded the motion and the motion carried unanimously. Page 4 - Plan Commission July 16, 1968 EDWIN DUMKE - The Plan Commission reviewed a preliminary plat and certified survey map for proposed 3 acre parcel in Section 24 submitted by Edwin Dumke, W127 S9062 N. Cape Rd. to the City Engineer's approval, and subject to changing the wor& "dedicated for road purposes" to "reserved for road purposes" on the certified survey map. Ald. Narlock seconded the motion and the motion carried unanimously. Mrs. Sanders moved to approve the certified survey map subject SUNRISE TERRACE ADDN. #1 - The Commission reviewed the final plat oi Sunrise Terrace Addn. #l. The Cornmission reviewed the plan submitted. this request be approved. Mrs. Sanders seconded the motion and the motion carried unanimously. Mr. Bertram moved to recommend to the Common Council that MUSKEG0 VOL. FIRE DEPT. - SUB-STATION - The Commission reviewed the building, site and operational plans submitted for the proposed sub-station to be located on Racine Ave. on the former Harold DeBack property. plans as submitted. Ald. Narlock seconded the motion. a more detailed site plan which would indicate parking areas, land- scaping, etc. Mrs. Sanders then withdrew her motion with the consent of Ald. COMMUNICATIONS ""_" The following communication dated July 12, 1968, in regard to request for a permit for a 30 inch natural gas pipe line was read by the Recording Secretary: "Dear Mrs. Sands: This is in reference to your letter of July 10, 1968, in which you question the reason for the proposed 30 inch pipeline-being deviated away from the existing lines as shown on our alignment sheets. It is our intent andcksire, as well as that of Michigan Wisconsin Pipe Line Co:, to lay the proposed line parallel to and 25 feet from the existing lines where possible. However, in the area in question, that is, Section 18, T5N, R20E, it is necessary to deviate from the existing lines due to an active gravel pit being at that location. enable you to process our permit application. Page 6 - Plan Commission July 16, 1968 PLANNER'S REPORTS CITY EWRANCE SIGNS - The following recommendation dated July 12, 1968, regarding City Entrance Signs was reviewed by Planner Knetzger: "Gentlemen: inspect the site for the official city entrance sign. It is being constructed in the triangle of land formed by STH 24 and College Avenue. We have checked for any possible interference of the sign with traffic vision, expecially for vehicles exiting on to STH out of old telephone poles is being well handled, though such a 24 from College Ave., and find no problem. Some municipalities allow these signs to be placed on the same supports as the official municipal sign (which is the case with neighboring Hales Corners). Others have recommended for Muskego. If easements are being negotiated for permit erection of a second or "twin" sign nearby. Alderman Narlock seconded the motion and the motion carried unanimously. ZONING RE-EVALUATION STUDY - Planner Knetzger advised that meeting between the Council and Plan Commission be scheduled in this study will be completed soon and suggested that a joint August to consider the recommendation.
