PCM19680618CITY PLAN COMMISSION CITY OF MUSKEGO CITY HALL MINUTES OF MEETING JUNE 18, 1968 Mayor Wieselmann called the meeting to order at 8:lO P. M. PRESENT: Mayor Donald Wieselmann, Chairman, Alderman Frank Narlock, Secretary, Alvin Basse, Willard Bertram, Charles Buehler, and Mrs. Jean Sanders. Plan Consultant Russell Knetzger and Building Inspector Jerry Lee were also present. Ed Raimann arrived at 9:lO P. M. MINVTES: Alderman Narlock moved to approve the minutes of the previous meeting, June 4, 1968, as mailed. Mr. Buehler seconded the motion and the motion carried unanimously. - PERSONAL APPEARANCES MARTIN MAYER - Mr. Mayer, S76 W17822 Janesville Road, appeared to discuss rezoning of his property from RS-3 with OLR overlay to a business zoning. The Commission noted that a rezoning of this property had been denied in 1965, that the adjacent property is zoned RS-3 with OLS & OIP overlays and that the opposite side of Janesville Road is zoned business. Mr. Buehler moved to instruct Martin & Mary Mayer to submit formal petitions requesting a rezoning of their property to the 8-3 District and to refer this rezoning to the Plan Consultant for study and recommendation at the next meeting. Page 2 - Plan Commission June 18, 1968 HERBERT HOLTZ - Mr. Holtz, W180 S7990 Racine Ave., appeared seeking approval of a preliminary plat and certified survey map prepared by Hoffman, Polzin & ASSOC., May, 1968, for a two parcel division of his property in the NWk, Sec. 16. certified survey map. Mr. Lindner advised that he would be willing to rezone his 6 acres and Mr. Adam and Mr. Pufall advised that they would be willing to rezone also providing there would not be an assessment increase. Edward Zablocki and Richard Leighton to discuss how this rezoning will affect their property. Mrs. Arnold Baseler, W181 S7770 Valley Drive, questioned how this rezoning will affect Valley Drive and she was advised that the rezoning will not include Valley Drive. There was some discussion as to the status of Kelly Drive, whether or not it is a private or city road. After discussion, Mr. Buehler moved to refer this rezoning petition to Plan Consultant Russell Knetzger for study and recom- mendation at the next meeting. Ald. Narlock seconded the motion and the motion carried unanimously. Attorney Thomas Zablocki appeared representing Robert Miller, Mayor Wieselmann declared recess at 9:33 P. M. and the meeting reconvened at 9:43 P. M. OTHER BUSINESS WIS. NATURAL GAS CO. - The Commission reviewed requests from the gas company to install mains to serve the following: Sunrise Terrace and Major Manor Subdivisions, 9903 & 9905 S. 124th Consolidated Schools, Bay Lane, and Arnold Kurth, S65 W14074 Street, James Graam, W174 S6977 Redman Place, Muskego-Norway Janesville Road. the gas mains as requested. Mrs. Sanders moved to approve the sign as submitted. Mr. ATONEMENT LUTHERAN CHURCH - The Commission reviewed plans submitted for an addition to the Atonement Lutheran Church. Mr. Buehler moved to recommend to the Common Council approval STANLEY DOBRZYNSKI - Mayor Wieselmann advised that he had conferred with City Attorney Buckley and that it appeared that the Plan Commission had acted in violation of the truck parking ordinance when the permit to park a truck at the Stanley Dobrzynski residence, W152 S10431 Thode Drive, had been granted. The Commission reviewed Ordinance #74 and after discussion Mr. Buehler moved that a letter be directed to Mr. Dobrzynski advising him that this matter will be considered by the Commission at their next meeting :and that Mr. Dobrzynski be requested to appear at that time as well as to notify the neighbors that this permit will be considered. This is a cumbersome procedure and the Plan Commission should review this paragraph, and in my opinion do one of the following: 1. Eliminate the entire paragraph. 2. Delete the words "Common Council" and insert the word "Mayor" 3. Delete the words "Common Council" and insert the words "Blank Committee". 4. Delete the words "Authorization of the Common Council" and insert the words "City Attorney".
