PRESENT - Mayor Donald Wieselmann, Chairman, Alderman Frank Narlock, Secretary, Alvin Basse, Willard Bertram, Charles Buehler, Ed Raimann and Mrs. Jean Sanders. Plan Consultant Russell Knetzger and Building Inspector Lee were also present. MINUTES - Alderman Narlock moved to approve the minutes of the motion and the motion carried unanimously. prevlous meeting, May 21, 1968, as mailed. Mr. Raimann seconded the PERSONAL APPEARANCES - spokesman tor ttie residents of Meadowdale Subdivision to oppose the GERALD FOHR - Mr. Fohr, W175 S7115 Lake Drive, appeared as drainage easements proposed in the city engineer's letter of May 20, 1968, (recorded in the minutes of May 21, 1968) as well as to oppose any open ditch. Mr. Fohr and the Commission reviewed the Plat of Meadowdale Subdivision and Mr. Fohr indicated here he thought the drainage might be more compatible. Other routes of drainage were explored, however, it was the Commission's opinion that the route designated by the city engineer was the most feasible. office, Highway Superintendent Bertram and the residents of the Meadowdale Subdivision schedule a meeting to make a visible on-the- engineer. A representative for Mr. Kelly submitted architectural drawings After discussion, it was the Commission's decision that the Kelly petition be held in abeyance for two more weeks to give the property owners an opportunity to discuss water surface drainage, roads, provisions for access to Highway Y, etc. It was noted by the Commission that Mr. Lindner owns approxi- e WALBECK ESTATES - Mr. M. Mandel, developer, appeared to discuss the preliminary plat of the Lazynski - Beck property known as Walbeck Estates which had been prepared by Hoffmann, Polzin & Assoc. in the spring of 1967, and submitted to the Commission July 18, 1967. At this meeting the Commission had accepted the preliminary plat subject to the following conditions: 1. That the owners of the property involved give to the City of Muskego the sewer easement necessary for the continuation of the City's sewer expansion program. a more definite location, preferably using the strip of land presently owned by Clifford Schill. 2. That the access to Highway 24 from the subdivision be given 3. That all requirements of the Subdivision Control Ordinance be complied with. Page 3 - Plan Commission June 4, 1968 reinstated. He expressed concern at the RS-3 District requirement Mr. Mandel questioned if this preliminary plat could be for 15,000 sq. ft. lots and questioned the agreement between Mr. Lazynski and the City to defer assessment on the major interceptor until the final plat has been filed, as well as what provisions will be necessary for curb and gutter. Other questions which arose and are pending are whether or not sidewalks will be required in this subdivision as well as whether or not a municipal water system will beriquired. Mr. Mandel also questioned if the number of building permits issued within a year would be restricted. Planner Knetzger advised that a plan must be submitted indicating the grades in the proposed subdivision and Mr. Mandel advised that he will appear at the next Plan Commission meeting to submit the preliminary plat for approval. submitted was not submitted for final approval by the Plan Commission After discussion, Mr. Buehler moved that the preliminary plat but was submitted to provide a basis for discussion of pertinent Ordinance and it is the Plan Commission's recommendation that a facts as to various points as indicated in the Subdivision Control preliminary plat be prepared and submitted which will be acceptable as to drainage, exchange of land to facilitate a 60' road width to Highway 24; and that the agreement between the City and owners regarding the sewer assessment deferment be presented to the City Attorney for a legal opinion. Mr. Raimann seconded the motion and the motion carried unanimously. and submitted a more detailed sketch for didsion of Lot 1, Block A, Southern Heights Subdivision. Because of the odd shape of the parcels to be created and the difficulty in determining the actual size, Mr. Smith advised that he will submit a preliminary survey at the next meeting. There was also discussion of the proposed rezoning of the Baas, Thiesenhusen and related properties recommended by the planner in his report of May 28, 1968, and its affect on this lot in Southern Heights Subdivision. RAYMOND SMITH - Mr. Smith, W167 S6869 Oak Hill Drive, appeared PRANK AGENTEN - Mr. Agenten, S72 W12487 Tess Corners Dr., appeared and submitted a certified survey map for the division of two lots from his property in Sec. 1 (Woodridge Subdivision) one of which will be used for private sewage easement. engineer which recommended approval of the certified survey map with the following comments: (1) We do not know if Skylark Lane required? Page 4 - Plan Commission June 4, 1968 HERBERT HOLTZ - Mr. Holtz, W180 S7990 Racine Ave., appeared to submit a preliminary plat for division of his property in the NE$ of Sec. 16, however, the preliminary plat had not been completed by the surveyor, thus action was deferred until the next meeting. It was noted by the Commission that sketches for a four meeting July 18, 1967. parcel division of the Holtz property had been approved at their B.FIFP.LE-MILLP.RD - Mr. Dave Beierle and Mrs. Lorrete Millard on Racine Ave. in Sec. 16. A proposal for a 4 parcel division had appeared to discuss Mrs. Millard's land division of her property been denied March 19, 1968, and two alternative plans had been prepared and submitted by the plan consultant to be considered for the Millard division. the State Highway Division dated May 16, 1968, and the report from the plan consultant dated Feb. 27, 1968. There was discussion of the parkway which is proposed along the creek bed in the comprehensive plan which crosses Mrs. Millard's property. Building Inspector Lee advised that he had inspected the area Commission at their meeting January 2, 1968, and found it to be where the junked cars were to be removed as stipulated by the Plan satisfactory. He advised that the excavation operation was continuing although a permit has not as yet been issued. It was the Commission's decision to defer action as the opinion from the City Attorney regarding Mr. Glockner's legal status has not as yet been received. EVERETT DEWS PROPERTY - Mr. Norb Koch, D. M. OTHER BUS I NESS The Commission found the sketch unsatisfactory in view of the WIS. NATURAL GAS CO. - The Commission reviewed Resolution #88-68 and request from the gas company to install a gas main to serve James Blair, 13360 College Ave., New Berlin. The maps which had been received from the Michigan - Wisconsin Pipe Line Co. were reviewed and found to be unsatisfactory. Planner Knetzger advised that he will discuss this with the gas company to procure the proper maps. of the proposed route to serve James Blair, 13360 College Ave. Mr. Buehler seconded the motion and the motion carried unanimously. Alderman Narlock moved to recommend to the Common Council approval MOBIL SIGN REQUEST - The Commission reviewed a sign request from Mobil at Rindt's Mobil Station, S66 W14452 Janesville Road, and Ronnie's Leon Veronyak to instail either an 8' or 12' rotating sign advertising Mobil Station, corner of Janesville Rd. & Lannon Drive. It was noted by the Commission that the signs would be installed in existing bases. After discussion, Mrs. Sanders moved to allow the erection of the 12' signs (one at each location as submitted) without the rotating mechanics. Mr. Buehler seconded the motion and the motion carried unani- mously. 4' x '8' COUNTRY SQUIRE SIGN REQUEST - Mrs. Sanders moved to approve the sign advertising the Country Squire as submitted. Mr. Bertram seconded the motion and-the motion cariied with Mr. Basse casting the only dissenting vote. STATE SAND & GRAVEL - Petitions for the renewal of conditional use grant for extractive operation in Sec. 18 were received from State Mr. Buehler moved to schedule the public hearing to consider Sand & Gravel. this request for 7:30 P. NO. 1 - A copy of a communication from the the State of Wisconsin concerning a proposed subdivision to be platted in the Town of Vernon, same directed to Surveyor Claude 9 Johnson, dated May 27, 1968, was reviewed and placed on file.
