M. and introduced the new Plan Commission members - Mr. Alvin Basse, citizen appointment, and Mrs. Jean Sanders, Park & Recreation Board president. Willard Bertram, Charles Buehler, Alderman Frank Narlock, Ed PRESENT: Mayor Donald Wieselmann, chairman, Alvin Basse, Raimann and Jean Sanders. Building Inspector Lee and Plan Consul- tant Russell Knetzger were also present. However, as the sketch was not detailed as to the size and shape of the proposed parcels, Alderman Narlock moved to defer action on this request until a sketch has been sub- mitted showing this intended division in detail. The following communication dated Feb. 29, 1968, directed to Mr. Kelly was reaz by the Recording Secretary: "Dear Mr. Kelly: At their meeting Tuesday evening Commission reviewed your petition for 9 and 16. Page 4 - Plan Commission May 21, 1968 a OTHER BUSINESS """_ MEADOWDALE SUBDIVISION - As regards this request from Mrs. Irene Fohr and Gerald Fohr that all remainine lots in the Meadow- dale Subdivision be declared legal lots due io the advent of sewers, the following communication dated May 20,., 1968, from City Engineer Ruekert, regarding drainage easements, was read by the Recording Secretary: "Gentlemen: 16, 1968, regarding the Meadowdale Subdivision drainage problem, it was recommended that the water be drained from the North along Lannon Drive, to the East along the North Subdivision line, (being the North line of Section lo), to the East ditch line of Meadow Drive. It would then drain South along Meadow Drive to a point opposite the lot line between Lots 9 and 10 in Block No. 4, then draining Easterly along this lot line, discharging in the low area lying East of this Subdivision. The easements necessary in following this route would be as follows: 1. A 20' easement either contained entirely in Lots 1 thru 4, Block 3 of Meadowdale Subdivision, or centered on the Subdivision line; 10' on the above lots and 10' on Lots 2 thru 6 in Block C of Southern Heights Subdivision. dale Subdivision. Narlock moved to recommend to the Common Council that the lots in Meadowdale Subdivision be granted legal status subject to the condition that the proper surface, drainage easements as indicated in the city engineer's report of May 20th. and that as concerns the choice in Item 1, the easements be centered on the sub'division line, taking 10' from Southern Heights Subdivision and 10' from Meadowdale Subdivision. Mr. Bertram seconded the motion and the motion carried unanimously. There was some discussion as to whether or not there might JOHN ALLISON - The Public Works Committee requested the Plan Commission to determine if Lot 1, Posbrig's Plat, could be declared a buildable lot if reduced due to the extension of Muskego Dam Drive. It was noted by the Commission that the percolation tests on this lot had proved inadequate. Mr. Buehler suggested that the owners of property to the south of this parcel be contacted to determine if they would be interested in purchasing the remaining portion of the lot after the road has been extended. Mr. Raimann moved to recommend to the Public Works Committee that this lot would not be suitable to be declared a buildable lot because of inadequate size and percolation tests. Mr. Basse seconded the motion and the motion carried unanimously. GUMIENY'S TAP - Mayor Wieselmann advised that the First National Bank of Waukesha branch had opened at S69 W15612 Janesville Road ahead of schedule and that Mr. Gumieny had requested permission to operate the tavern during non-banking hours until June lst, 1968. Building Inspector Lee advised that it would be acceptable for the tavern to operate during the time the restrooms are not used by the bank employees. Mr. Buehler moved that the Commission modify its original motion to permit the tavern to operate until June lst, 1968, during non- banking hours. Alderman Narlock seconded the motion and the motion carried unanimously. BROOKFIELD NATIONAL BANK - Building Inspector Lee advised that the Brookfield National Bank, a subsidiary of the First Wisconsin National Bank, had requested an occupancy permit for W179 S7666 Racine Avenue. The Commission reviewed a temporary layout of the proposed banking facility which had been prepared May 13, 1968. Ald. Narlock moved to defer action on the occupancy permit pending receipt of a more complete request by a personal representa- tive of the bank. Mr. Basse seconded the motion and the motion carried unanimously. WAUER GRAVEL - Petitions for conditional use grant for extrac- tion, removal of gravel and crushing, and land fill operation to be located in the NW% of Sec. 18, were received from Lydia Wauer. Mr. Buehler moved to schedule the public hearing to consider this petition for 7:15 P. M., Tuesday, June 18th, 1968. Ald. Mr. Buehler moved to defer action on this request in order KIRKWOOD MANOR, ADDN. #1 - The Commission reviewed a revised vreliminarv vlat showing 6 lots. 100' x 150'. in Kirkwood Manor. Addn. #l. .Pianner Knetzger advised that he had contacted the ' school board to determine if they would be receptive to a school at the corner of Martin & Lannon Drives, however, had not had a reply to date. The Commission noted that one of the lots (Lot 26) fell within the RS-1 District and did not conform to the requirements of that district. It was the Commission's decision that this be referred to the City Attorney to determine the legal status of such a lot. Mr. Buehler moved to tentatively approve this revised preliminary plat subject to the City Attorney's opinion and clarification of the zoning status of Lot- 26. Ald. Narlock seconded the motion and the motion carried unanimously. IMME'S TRUCKING & WAREHOUSING - Mayor Wieselmann advised that Mr. Imme had requested a letter from the Commission that they would approve the location of the truck terminal as petitioned for in their conditional use petition and which had been included in the rezoning petition from the Industrial Committee. It was noted by the Commission that the hearing to consider this rezoning request had been scheduled for June 11, 1968, by the Common Council Mr. Imme any indication of approval until after this hearing; and It was the Commission's opinion that they could not give that if the conditional use was granted, it would limit his operation advised that he will contact Mr. Imme and apprize him of this fact. to the extent that it would be prohibitive. Mayor Wieselmann COMMUNICATIONS BEIERLE - MILLARD - At their meeting April 22nd, the Plan Commission requested that the State Highway Divn. be requested to give a written opinion on the proposals submitted to them by Plan Consultants Nelson & Assoc. concerning street and lot layout studies of Section 16. The following communication dated May 16, 1968, from the state, in answerto this request was read by the Recording Secretary: Page 7 - Plan Commission May 21, 1968 "Dear Mayor Wieselmann: 24, 1968, in which she asks in behalf of the Plan Commission, that we consider moving the intersection of old and new C.T.H. "Y" northerly to the point shown on a proposed layout of this area. Commission along with Mr. Russell Knetzger and the County Highway On May 15, 1968, we met with you and several members of your Plan Commission for additional discussion and considerations of this matter. After considerable deliberation on the subject, the County Highway Committee and your Plan Commission agreed to let the inter- section of these two roads as currently planned. That is, that the Junction will be made at Station 220+00. We further agreed that the matter of placement of the parkway, if and when it will be constructed, will be a topic for future con- sideration and determination.
