Mr. Chase seconded the motion and the motion carried unanimously. BEIERLE-MILLARD - As concerns Mrs. Lorrete Millard’s request for Knetzger reviewed the following recommendation from Nelson & Assoc. a 4 parcel division of her property on Racine Ave. in Sec. 16, Planner dated April 12, 1968: “Gentlemen: At your meeting of March 19, 1968, our firm was authorized to prepared a “suitable alternate layout“ for a subdivision of that portion of the Millard property and related lands in Section 16 affected by the parkway road shown on the adopted city general plan and also on the adopted official road width map. We are submitting herewith two possible division schemes for your consideration. One layout holds to the RS-2 zoning minimum lot size of 20,000 square feet and 110 feet of minimum average width. The Lowland District zoning is presumed to follow the area of poor soils as noted on the layout, and therefore does not interfere in this case with the RS-2 development. Including the three existing residences in the study area, 42 lots were produced in a total study area of about accordance with a sketch by the Division of Highways received March 5, 30 acres. The layout presumes a vacation of a portion of CTH “Y“ in 1968. The second layout was produced to overcome two deficiencies of the first design. The first layout backs the lots against CTH “Y“ in a first layout also places a row of lots downhill of the proposed new uniform row, which is less desirable than an irregular grouping. The street,.toward the drainage creek. This complicates sanitary sewers by forcmg extra installation depth in that street, and also exposes each lot individually to the hazards of the creek for children. The second layout of 43 lots avoids these problems by moving the Page 4 - Plan Commission April 22, 1968 proposed street as close to the creek as the soils will allow. The lots are then grouped uphill of the street on landscaped courts. These court groupings, which protect the individual home site from the conflict of through traffic volume, also create the varied pattern of home groupings desired against a major artery. Architectural approval of the rear of such buildings is less critical than in the case of a perfectly straight line-up along the highway, though architectural review is still recommended. square feet is necessary to achieve the design, but the reduction in lot size is completely compensated for by the area of park that would be created. The creek is still accessible to children, but only by those old enough to cross the road without adults. In the second layout, an alternate design for the intersection of old CTH “Yrr and the northwesterly relocation is shown. This alternate increases the distance from the intersections of the parkway road and the relocation junction from the 420 feet in the first layout, to 650 This is done in recognition of the potential for such uses at a major feet. The above matter was referred to our office at your March 19, 1968, Mr. Allison's survey shows that his north lot line is also the Muskego Dam Road lie right on the section lines, but it would appear Page 6 - Plan Commission April 22, 1968 Only if the extension of Muskego Dam Road were bent northward might it be possible to avoid making the lot unbuildable. We investi- gated this possibility by studying the topography, soils, and property lines west to Racine Avenue (CTH "I"'). We concluded that an extension along the half section line, which is also the property line between the Posbrig and DeBack farms, is probably the best route. On this basis the amount of land left on the Allison lot, even with a slight curve to center the road on the property line, would still be insuffi- cient. As a result of the above study, we would recommend to the Plan Commission that it advise the Building Inspector to hold up applications to build on the lot until the Common Council decides whether to purchase the lot for future right-of-way. Respectfully submitted, NELSON & ASSOC." In answer to questions from the Commission, Mr. Allison advised that he would like the City to purchase the lot, that he had recently lost a chance to sell the lot for $1400 due to the road extension plans, that he had purchased the lot in June, 1967, for $1000. lot had averaged over "60". Mr. Buehler suggested that if the City did purchase the lot perhaps the piece remaining after the road had been constructed could be sold to an adjacent property owner. After discussion Mr. Chase moved to refer this matter to the City should purchase this lot and that the Building Inspector be instructed Public Works Committee to make recommendation as to whether or not the to withhold any building permits on this parcel pending their decision.
