GLOCKNER: As YOU KNOW THE PLAN COMMISSION OF THE CITY OF MUSKEGO HAS BEEN REVIEWING THE MANY ACTIVITIES ENCOMPASSING YOUR OPERATIONS ON THE CORNER OF WOODS RD. AND TESS CORNERS DR. IN REVIEWING THE AERIAL PHOTOS AND COMPARING THE EXTENT OF YOUR OPERATIONS FROM 1950 TO 1967 IT HAS BECOME QUITE OB- VIOUS THAT YOUR EXTRACTIVE OPERATION HAS DEVELOPED TO THE POINT WHERE A RESTORATION PLAN MUST BE SUBMITTED AND A GRAVEL PERMIT GRANTED BY THE COMMON COUNCIL. I AM ENCLOSING THE NECESSARY FORMS TO PERMIT YOU TO BEGIN THE REQUIRED PROCEDURE. IN REGARD TO THE OTHER OPERATIONS - JUNKING OF CARS, ETC., THE PLAN COMMISSION WISHES FOR YOU TO APPEAR BEFORE THEIR BOARD ON JANUARY 2ND AT 8:OO P. 1. FOR THE PURPOSE OF DISCUSSING THIS WITH YOU. GLOCKNER ADVISED THE COMMISSION THAT HE IS BURNING APPROXIMATELY 10 CARS A DAY, WEATHER PERMITTING, AS WELL AS TRASH FROM AROUND THE BUILDINGS; THAT HE ACQUIRED BETWEEN 25 AND 50 CARS IN 1967; THAT HE HAS CLEANED OUT APPROXIMATELY 700 AND THAT HE WOULD ESTIMATE THAT HE HAS APPROXIMATELY 1000 CARS ON THE PREMISES. HE EXPLAINED THAT IT IS HIS INTENTION BUSINESS. HE ALSO EXPLAINED THAT HE BURNS A FEW TIRES, NOT TO BURN THE OLDER MODELS AND ACQUIRE NEWER MODELS FOR HIS PARTS PAGE 2 - PLAN COMM. JANUARY 2, 1968 @ MANY, THAT MUCH OF THE RUBBER BURNING COMES FROM THE UNDER- COATING AND FOAM RUBBER SEATS. HE ALSO ADVISED THAT HE IS SUCCESSFUL IN SELLING THE STEEL FROM THE JUNKED AUTOMOBILES TO IRON COMPANIES ALTHO AT A LOWER PRICE PER TON THAN A FEW YEARS AGO. MAYOR GOTTFRIED REVIEWED SEC. 12.08 (6) (B) OF THE JUNK DEALERS ORDINANCE: (8) BURNING. No BURNING OF JUNK OR I1 SALVAGE SHALL BE DONE WITHIN 1000 FEET FROM THE CENTERLINE OF ANY PUBLIC HIGHWAY OI;", WITHIN 1000 FEET OF A RESIDENCE OR PLACE OF PUBLIC GATHERING. IN ANSWER TO A QUESTION FROM THE COMMISSION, I%. GLOCKNER ADVISED THAT THE BUILDINGS TOWARDS THE BACK OF HIS PROPERTY ARE NOT INSURED AGAINST FIRE AND IT WAS THE COMMISSION'S OPINION THAT THIS COULD CREATE A PROBLEM IF THE BUILDINGS WOULD CATCH ON FIRE AND THE FIRE TRUCKS COULD NOT GET TO THEM. WITH SUFFICIENT AREA FOR TURN-AROUNDS WHICH DOES NOT BREAK Up'* IN THE SPRING. GLOCKNER'S APPEARANCE AT THEIR OCTOBER 1 TTH, 1967, MEETING MR. GLOCKNER ADVISED THAT HE HAS ONE GOOD ROAD INTO THE AREA 11 THE RECORDING SECRETARY READ THE MINUTES CONCERNING MR. AND THE COMMISSION REVIEWED THE SITE PLAN WHICH 1%. GLOCKNER HAD SUBMITTED IN OCTOBER, 1965; MR. GLOCKNER INDICATING THE OF HIS MACHINE SHOP AND REPAIR SHOP. COMMISSION'S REQUEST THAT ALL OF THE JUNKERS SOUTH OF HIS PRIVATE ROAD WOULD BE REMOVED OR ELIMINATED BY JUNE 1, 1968. AREAS WHERE THE JUNKED CARS ARE LOCATED AS WELL AS THE LOCATION MR. GLOCKNER ADVISED THAT HE WOULD BE AGREEABLE TO THE IN ANSWER TO THE COMMISSION, MR. GLOCKNER ADVISED THAT HIS PARTS BUSINESS. THE COMMISSION E~STIMATED APPROXIMATELY 320,000 SQ. FT. IN THE EXISTING SAND PIT WHICH WOULD ADEQUATELY HOLD 500 CARS FOR ME PARTS BUSINESS, THAT THEY COULD BE PARKED IN THIS AREA IN AN ORDERLY FASHION. IN OTHER DISCUSSION, MR. HE WOULD NEED APPROXIMATELY 500 OF THE NEWER MODEL CARS FOR GLOCKNER ADVISED THAT THE DREDGE PARKED NEAR THE ROAD DOES NOT BELONG TO HIM, THAT HE PREFERS TO PARK HIS TRUCKS NEAR THE HOUSE TO DISCOURAGE VANDALISM, HOWEVER, HE WOULD BE AGREEABLE TO MOVING THEM BELOW IF THE COMMISSION WISHED. THE MARCH, 1963, AERIAL MAP COMPARING THIS WITH THE 1967 THE COMMISSION ADVISED MR. GLOCKNER THAT HE MUST SUBMIT A As CONCERNS THE GRAVEL OPERATION, THE COMMISSION REVIEWED AERIAL MAP, POINTING OUT THE CONSIDERABLE GROWTH OF THE PIT. RESTORATION PLAN WHICH WILL INDICATE WHAT THE AREA WILL EVEN- TUALLY LOOK LIKE WHEN HE HAS COMPLETED THE TOP SOIL REMOVAL AND THE SAND AND GRAVEL EXTRACTION, THIS MUST BE SUBMITTED BEFORE THE PLAN COMMISSION WILL MAKE THEIR RECOMMENDATION TO THE COMMON COUNCIL AS TO THE RENEWAL OF HIS JUNKING PERMIT. THE FOLLOWING COMMUNICATION DATED DECEMBER 15, 1967, DIRECTED TO MAYOR GOTTFRIED FROM MORTON SMITH, CHAIRMAN OF THE COMMUNITY COMMITTEE, WAS READ BY THE RECORDING SECRETARY: I/ DEAR MAYOR GOTTFRIED: PLEASE BE INFORMED THAT THE BOARD OF DIRECTORS OF THE MUSKEGO LIONS CLUB REFERRED A PROJECT TO THE COMMUNITY COMMITTEE WHICH WILL EVENTUALLY CONVERT THE LIONS CLUB PROPERTY ON RACINE AVE. THIS COMMITTEE MET AT 7:oo p. M. JUST PRIOR TO THIS REGULAR PLAN COMMISSION MEETING. MAYOR GOTTFRIED REVIEWED THE GUIDE LINES ON WHICH THEY HAD DECIDED; HOWEVER, IT WAS THEIR DECISION THAT THEY WOULD NEED ADDITIONAL TIME TO COMPLETE THEIR REPORT AND SCHEDULED THEIR NEXT MEETING FOR 7:OO P. M., J ANUARY 16TH, JUST PRIOR PAGE 4 - PLAN COMM. JANUARY 2, 1960 TO THE NEXT REGULAR MEETING. MAYOR GOTTFRIED ADVISED THAT HE HAD WRITTEN TO SEVERAL OF THE SURROUNDING COMMUNITIES REQUESTING INFORMATION ON THEIR RESTRICTIONS FOR PARKING OF TRUCKS. AS CONCERNS THE PENDING REQUESTS TO PARK COMMERCIAL TRUCKS, MR. CHASE MOVED TO DEFER ACTION ON THE REQUESTS OF ERWIN ARNDT, THOMAS DAHLMAN AND STANLEY DOBRYZYNSKI FOR AN ADDITIONAL TWO WEEKS. ALDERMAN LENTINI SECONDED THE MOTION AND THE MOTION CARRIED. PUBLIC WORKS BUILDING - THE COMMISSION REVIEWED A SITE PLAN AND ELEVATIONS OF THE CITY HALL & MUNICIPAL GARAGE FOR THE PROPOSED ADDITION TO THE GARAGE WHICH HAD BEEN PREPARED BY RUEKERT & MIELKE DECEMBER, 1967. MAYOR GOTTFRIED REPORTED THAT THE PUBLIC WORKS COMMITTEE HAD SUBMITTED THIS SITE PLAN FOR THE COMMISSION TO RECONSIDER EVEN THOUGH THE COMMISSION HAD RECOMMENDED DENIAL OF THE ADDITION. THERE WAS CONSIDERABLE DISCUSSION OF THE LOCATION, THE SMALL SIZE OF THE PROPERTY OWNED BY THE CITY IN THIS AREA COMMISSION CONSIDERED DETRINENTAL TO A MUNICIPAL GARAGE IN THIS LOCATION. IT WAS THE COMMISSION’S OPINION- THAT SEVERAL AND THE ADJACENT PROPOSED SUBDIVISION, ALL OF WHICH THE ACRES OF PROPERTY IN AN INDUSTRIAL AREA AND A NEW BUILDING WOULD COST ONLY SLIGHTLY MORE THAN THE PROPOSED ADDITION. COMMUNICATIONS: GRAVEL. INC, - THE FOLLOWING COMMUNICATION DATED DECEMBER 29~~, 1967, DIRECTED TO MR. DALE DAWSON FROM MAYOR GOTTFRIED WAS REVIEWED BY THE COMMISSION: I1 DEAR MR. DAWSON: IN REVIEWING THE FILE OF GRAVEL, INC., I NOTED THAT A PERMIT STILL HAS NOT BEEN GRANTED TO YOUR COMPANY TO EXTRACT GRAVEL FOR THE YEAR 1967-60. THE FILE SHOWS THE FOLLOWJNG: GRAVEL, INC., BY THE CITY OF MUSKEGO ALONG WITH A REQUEST FOR A GRAVEL PERMIT. THE COST OF THE GRAVEL PERMIT INTHE CITY OF MUSKEGO ACTUALLY IS $50.00, THEREFORE, ANOTHER CHECK FOR $25.00 ON MAY IO, 1967, A CHECK FOR $25.00 WAS RECEIVED FROM WILL BE REQUIRED. YOUR REQUEST FOR A GRAVEL PERMIT, WHICH IN- CLUDED A REQUEST FOR PERMISSION TO EXPAND THE GRAVEL OP7,RATION INTO WHAT WILL BECOME THE RIGHT-OF-WAY FOR NEW HIGHWAY f, WAS REFERRED TO THE PLAN COMMISSION. JANUARY 2, 1960 AT THE PLAN COMMISSION MEETING OF JULY 10, 1967, A COMMUNI- CATION FROM THE CITY ENGINEER REQUESTING AN UP-TO-DATE TOPO- GRAPHICAL MAP WAS PRESENTED TO THE PLAN COMMISSION, BEFORE THE PLAN COMMISSION AND REQUESTED WITHDRAWAL OF YOUR WHERE RACINE AVENUE WILL BE RELOCATED. AT THIS TIME HE ALSO REQUESTED CONTINUATION OF THE STATUS QUO UNTIL RACINE AVENUE ON NOVEMBER 7, 1967, YOUR ATTORNEY, MR. I ALSO NOTED THAT NO YEARLY PERMIT HAS BEEN RECEIVED AN UP-TO-DATE TOPOGRAPHICAL MAP AND THE REQUIRED ACQUIRED BY MR. WAUER. IF THE MUSKEGO RENDERING Go., INC., PLANS TO EXTRACT PAGE 6 - PLAN COMM. JANUARY 2, 1966 GRAVEL ON ANY LANDS OWNED BY THEM DURING THE YEAR 1966, I WOULD SUGGEST THAT HE FOLLOW THE REQUIREMENTS OF THE ZONING ORDINANCE OF THE CITY OF MUSKEGO AND THEREFORE APPLY FOR AN EXTRACTIVE PERMIT FROM THE COMMON COUNCIL. HE MUST ALSO HAVE PREPARED AN UP-TO-DATE TOPOGRAPHICAL SURVEY WITH A RESTORATION PLAN IN ORDER THAT THE PLAN COMMISSION CAN ESTABLISH THE REQUIRED BOND. OTTO REGARDING THE PROPOSED KILPS SUBDIVISION TO BE LOCATED ON WOODS ROAD AND RACINE AVE. -WAS REVIEWED BY THE COMMISSION: II DEAR MAYOR GOTTFRIED: WE HAVE REVIEWED THE PRELIMINARY DEVELOPMENT PLAN SUB- MITTED BY NATIONAL SURVEY SERVICE OF THE OLD LOOMIS PROPERTY IN SECTIONS 16 AND 17. THE LAYOUT IS SATISFACTORY FOR SANI- EXTENSION OF THE SANITARY SEWER INTERCEPTOR WEST OF RACINE AVE. ALONG PROPOSED MUSKEGO PARKWAY. TARY SEWER SERVICE AND DOES PROVIDE A GOOD ROUTE FOR A FUTURE FROM THE TOPOGRAPHY ON THE PLAN THE PROPOSED ARE^ OF DEVELOPMENT APPEARS TO HAVE SUFFICIENT ELEVATION TO PROVIDE ADEQUATE DRAINAGE. ANY POTHOLES SHOULD BE ABLE TO BE TAKEN BE REQUIRED SUCH AS BETWEEN LOTS 6 AND 7, BLOCK 4, TO HANDLE SURFACE WATER DRAINING INTO THE PLAT FROM OUTLYING LANDS. THE EXACT DETERMINATION OF THESE EASEMENTS WILL HAVE TO BE MADE AFTER FINAL GRADING PLANS HAVE BEEN SUBMITTED. CARE OF WITH PROPER GRADING.
