MAYOR GOTTFRIED CALLED THE MEETING TO ORDER AT 0:OO P. M. PRESENT: MAYOR JEROME GOTTFRIED, VILLARD BERTRAM, ALDERMAN S. ROBERT LENTINI AND ED RAIMANN. PLAN CONSULTANT RUSSELL KNETZGER AND BUILDING INSPECTOR LEE WERE ALSO PRESENT. ABSENT: WILLIAM F. CHASE, SEC'Y, CHARLES BUEHLER AND PAUL DEANGELIS. ?ST, 1967, BECAUSE OF A CURFEW IMPOSED BY THE CITY OF MUSKEGO MINUTES: THE MINUTES OF THE PREVIOUS MEETING, JULY 18TH, 1967, WERE APPROVED AS MAILED. 0 PERSONAL APPEARANCES: L- - MEMBERS OF THE LIBRARY BOARD AND MRS. MAACIA STATEN, LIBRARIAN, APPEARED BEFORE THE COMMISSION TO FROPI THEIR PRESENT LOCATION TO THE LINDNER-HARRIS BUILDING ON JANESVILLE ROAD WHICH IS PRESENTLY OCCUPIED BY JEROME DRUGS. ETALUATE RELOCATION OF THE CITY LIBRARY WAS READ BY THE RECORDING SECRETARY. A RENT PROPOSAL FROM HARRIS &. LINDNER, DISCUSS THE POSSIBILITY OF THE LIBRARY FACILITIES BEING MOVED RESOLUTION #100-67 REQUESTING THE PLAN COMMISSION TO A SKETCH SHOWING THE SHELFING IN THE PRESENT LIBRARY, A SKETCH SHOWING THE SHELFING AS IT COULD BE LOCATED IN THE PROPOSED BUILDING, AND A SITE PLAN OF THE PROPOSED LOCATION WERE REVIEWED BY THE COMMISSION. ADVISED THE COMMISSION THAT THIS IS THE FIRST TIME A BUILDING HAS BEEN AVAILABLE IN THE CITY WHICH WOULD MEET THE NEEDS OF THE LIBRARY. SHE ADVISED THAT IN THE PRESENT LOCATION, THE STUDY OR REFERENCE WORK. SHE POINTED OUT THAT IF THE PLAN COMMISSION HAD A DEFINITE DATE AT WHICH TIME A LIBRARY BUILDING MRS. RUTH LEICHTFUSS, SPOKESMAN FOR THE LIBRARY BOARD, LIBRARY HAS REACHED ITS CAPACITY, THAT THERE IS NO SPACE FOR WOULD RE COMPLETED IN ACCORDANCE WITH THE CIVIC CENTER PRO- @ POSAL, THAT THEY COULD WAIT: HOWEVER, THE LIBRARY BOARD FELT THAT GROWTH IS NECESSARY, THAT IN THE PRESENT LOCATION THEY CAN ONLY CIRCULATE THE BOOKS. I IN ANSWER TO A QUESTION FROM PLANNER KNETZGER, MRS. STATEN ADVISED THAT THE LIBRAFCY HAS APPROXIMATELY 10,700 BOOKS, PAGE 2 - PLAN COMM. AUGUST 15, 1967 THAT THEY HAVE CIRCULATED 22,000 BOOKS SO FAR THIS YEAR AND THAT LAST YEAR'S TOTAL CIRCULATION WAS 38,000. PLANNER RNETZGER ADVISED THAT ACCORDING TO THE CIVIC CENTER DEVELOP- MENT REPORT PROJECTIONS, THE LIBRARY SHOULD HAVE 30,000 BOOKS A(wD 7000 SQ, FT. OF AREA BASED ON PRESENT POPULATION FIGURES. BUILDING ItJSPECTOR LEE POINTED OUT THAT THE NEW LOCATION WOULD HAVE TO MEET SANITARY AND FIRE SAFETY REQUIREMENTS OF THE INDUSTRIAL CODES. PLANNER KNETZGER EXPRESSED THE OPINION THAT THE MOVE TO EXPAND, THE CITY HALL WOULD BE ALLOWED TO USE THE LIBRARY'S ALDERMAN LENTINI MOVED TO RECOMMEND APPROVAL OF THE MEETING THE REQUIREMENTS OF THE INDUSTRIAL CODES. MR. BERTRAM WOULD BE FAVORABLE, POINTING OUT THAT IN ALLOWING THE LIBRARY PRESENT LOCATION FOR EXPANSION AS WELL. LIBRARY TO MOVZ TO THE PROPOSED NEW LOCATION SUBJECT TO SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. STEVEN SCHULER - MR. SCHULER, W190 S10057 RACINE AYE., CAVATION OF RACINE AYE. TO RAISE THE GRADE OF HIS PROPERTY. THERE WAS ALSO DISCUSSION OF MR. SCHULER'S FILLING A DRAINAGE MR. SCHULER ADVISED THAT HE HAD PUT APPROXIMATELY 175 LOADS OF STONE INTO HIS LEACH BED AND THE DITCH. HE ADVISED THAT APPEARED TO DISCUSS HIS INTENTION TO USE FILL FROM THE EX- DITCH ALONG HIS PROPERTY WITH STONE, SIMILAR TO A LEACH BED. THE DITCH WILL BE USED FOR DRAINING TILE AROUND HIS BASEMENT. THE COMMISSION REVIEWED THE TOPOGRAPHY MAP OF SEC. 32 AND IT WAS NOTED THAT NATURAL DRAINAGE THRU THE AREA WOWLD NOT WE IMPAIRED BY THE FILL. IT WAS THE COMMISSION'S DECISION TO REQUEST BUILDING INSPECTOR LEE TO VIEW THIS AREA AND MAKE REPORT AT THEIR NEXT MEETING. HR. SCHULER THEN ADVISED THE COMMISSION THAT HE DESIRES TO CREA!lETTElO LOTS ON HIS PROPERTY ON WHICH THERE ARE EXISTING DWELLINGS. IT WAS NOTED BY THE COMMISSION THAT ONE OF THE LOTS HAS BEEN RECORDED AND IS A SUBSTANDARD LOT. MR. SCHULER ADVISED THAT IT IS HIS INTENTION TO CREATE THE LOTS EQUALLY AND THE COMMISSION ADVISED PIR. SCHULER THAT THE LOTS MUST BE OF STANDARD SIZE AND ADVISED HIM OF PROPER PROCEDURE FOR LAND DIVISION. PLANNER KNETZGER SUGGESTED THAT A PRELIMINARY DESIGN SHOWING THE ENTIRE AREA BE SUBMITTED AND THAT IF THERE WERE ANY QUESTIONS, IYR. SCHULER'S SURVEYOR, JOHN DEGEN, COULD DISCUSS THIS WITH THE COMMISSION. OTTO KURTY - MR. OTTO KURTH AND MR. ARNOLD KAMINSKI APPEARED IN REGARD TO A RECENT REQUEST FOR A 1.672 ACRE LAND DIVISION OF MR. KURTH'S PROPERTY IN THE NE4 OF SEC. 71. IT IS MR. KAMINSKI'S INTENTION TO PURCHASE THIS PARCEL. IT WAS NOTED BY THE COMMISSION THAT THIS DIVISION HAD BEEN APPROVED CONTINGENT UPON HR. KURTH'S COMPLETING THE EXTENSION OF BRENTWOOD DRIVE OR POSTING OF SATISFACTORY BOND. KURTH ALONE, BUT THAT THE CITY PARK & RECREATION BOARD, WHO HAD PURCHASED THE ADJACENT PROPERTY FROM MR. KURTH, SHOULD PROPERTY LINE ABUTS THE PROPOSED EXTENSION OF BRENTWOOD DR. REFERRED TO CITY ATTORNEY HIPPENMEYER FOR RESOLUTION. BE OBLIGED TO PAY HALF THE COST OF THE ROAD AS THEIR WEST IT WAS THE COMMISSION'S DECISION THAT THIS MATTER BE DAVID RQGUS - MR. HE PRESENTED A SKETCH SHOWING A PROPOSED DIVISION WITH THE EXISTING HOUSE ON ONE PARCEL AND MR. RAGUS ADVISED THE COMMISSION THAT HIS LOT IS 330' A PROPOSED ROAD ALONG THE EAST LOT LINE. THE COMMISSION REVIEWED THE TOPOGRAPHY MAP OF SEC. 7 TO DETERNINE IF THE EAST OR WEST SIDE OF THE PROPERTY WOULD BE MOST SUITABLE FOR ROAD PURPOSES, THEIR DECISION BEING THAT EITHER SIDE WOULD BE SUITABLE. MR. RAGUS ADVISED THAT HE DESIRED TO CONSTRUCT A NEW DWELLING USING AN EXISTING FOUNDATION ON HIS PROPERTY. THE COMMISSION APPRISED MR. RAGUS OF PROPER PROCEDURE TO FOLLOW FOR LAND DIVISION. THEY ALSO POINTED OUT THAT ONE PARCEL MUST CONTAIN 3 ACRES AS THIS IS AN RCE DISTRICT. As THERE PARCEL so THAT MR. RAGUS COULD UTILIZE THE EXISTING FOUNDATION, THE COMMISSION SUGGESTED THAT HE CONTACT A SURVEYOR TO BEST APPEARED THAT THERE NIGHT BE A PROBLEM IN CREATING THE 3 ACRE DETERMINE THIS LAND DIVISION. CflEGKERWAT CHARTER COACH CO. - MR. DAVID BIRKENESS, MANAGER OF CHECKERWAY CHARTER COACH Co., CORNER OF JANESVILLE RD. AND HILLENDALE DR., APPEARED TO DISCUSS THE SCHOOL BUS SITE AND OPERATION. HE ADVISED THAT THE COMPANY WAS CONTEM- PRESENT LOCATION FROM JOHN K~ABBENHOFT, POINTING OUT THAT THIS WOODED AREA MIGHT BETTER SCREEN THE BUSES. HE PRESENTED THE COMMISSION ADVISED MR. BIRKENESS THAT A PUBLIC PLATING PURCHASE OR LEASE OF PROPERTY TO THE REAR OF THEIR A SKETCH OF THE PROPOSED SITE. HEARING WOULD BE NECESSARY FOR THIS EXPANSION AND THAT PROPER PETITIONS AND EXHIBITS MUST BE FILED. IN ANSWER TO PLANNER KNETZGER, MR. BIRKENESS ADVISED THAT THEY PRESENTLY HAVE 46 BUSES, THAT THEY DO ALL REPAIRS AND WITH THE SCHOOL DISTRICT FOR BUS SERVICE. HE ALSO ADVISED SOME BODY WORK AND THAT THEY ARE UNDER A 3 YEAR CONTRACT THAT RECENT PLANTINGS ARE GROWING, HOWEVER, THEY ARE STILL RECEIVING COMPLAINTS AS TO THE APPEARANCE OF THE SITE FROM NEIGHBORING RESIDENTS. LOCATION - MAYOR GOTTFRIED ADVISED THAT THE CITY WAS CONTEMPLATING THE PURCHASE OF THE CLARENCE DECKER p~b- PERTY, S76 VI7878 JANESVILLE ED. , THIS PROPERTY ADJACENT TO THE HUSKEGO VOLUNTEER FIRE DEPT., HOWEVER, THAT THE LOCATION MUST BE APPPOVED BY THE PLAN COMMISSION. IN ANSWER TO QUESTIONS FROM THE COMMISSION, THE PIAYOR ADVISED THAT THE HOUSE IS APPROXIMATELY 93 ' x 21 Of, THAT THE POLICE CHIEF AND FINANCE COMMITTEE HAD EXPRESSED APPROVAL OF THE BUILDING FOR THIS USE, AND THAT AN OUTBUILDING AND BUSHES WOULD BE REMOVED TO CREATE ADEQUATE PARKING AREA. PUBLIC WORKS BUILDING ADDITION - MAYOR GOTTFRIED ADVISED THAT ARCHITECTS WERE DRAWING PRELIMINARY PLANS FOR AN ADDITION TO THE CITY GARAGE LOCATED TO THE REAR OF CITY HALL. HE ADVISED THAT THE ADDITION WOULD BE APPROXIMATELY 50' x 60'. AFTER DISCUSSION, IT WAS THE COMMISSION'S DECISION TO DEFER ACTION UNTIL PLANS WERE AVAILABLE AND THAT MR. BERTRAM, HIGH- WAY SUPERINTENDENT, CONFER WITH OTHER NEIGHBORING CITIES TO DETERMINE IF ONE CENTRALIZED GARAGE LOCATION OR INDIVIDUAL SUB-STATIONS WOULD BE MOST PRACTICAL FOR THE CITY OF MUSKEGO. THE CITY, BY USAGE AND MAINTENANCE, NO DOUBT HAS ESTABLISHED THIS AS A PUBLIC RIGHT-OF-WAY, HOWEVER, WHEN IMPROVEMENTS AND ASSESSMENTS ARE TO BE MADE, IT IS IMPORTANT TO HAVE THE PROPER LEGAL DESCRIPTIONS FOR SAID ROAD. THIS, NO DOUBT, A QUIT-CLAIM DEED TO THE CITY FOR WENTLAND DRIVE.
