PRESENT: WILLIAM F. CHASE, SECRETARY, WILLARD BERTRAM, CHARLES BUEHLER, ROBERT GUMIENY, ALDERMAN S. ROBERT LENTINI AND ED RAIMANN. PLAN CONSULTANT RUSSELL KNETZGER AND BUILDING INSPECTOR LEE WERE ALSO PRESENT. I~AYOR GOTTFRIED ARRIVED AT 0:45 P. M. MINUTES: ACTION WAS DEFERRED ON THE MINUTES OF APRIL 4, 1967, UNTIL THE NEXT MEETING. BRUCE GULLEKSON - h. GULLEKSON APPEARED REQUESTING ARCHITECTURAL AT W106 S6830 JEWEL CREST DRIVE. THE COMMISSION REVIEWED THE GULLEKSON ADVISED THE COMMISSION THAT THE BASEMENT WILL BE APPROVAL TO CONSTRUCT A BASEMENT UNDm HIS EXISTING RESIDENCE PLANS SUBMITTED, AS WELL AS PHOTOGRAPHS OF THE DWELLING. MR. 11 COURSES ABOVE THE GROUND, THAT THE FOUNDATION IS PRESENTLY 4 COURSES ABOVE GRADE AND THIS WILL BE AN ADDITIONAL 7 COURSES. ALDERMAN LENTINI QUESTIONED IF THE BASEMENT WILL BE USED FOR LIVING QUARTERS AND MR. GULLEKSON ANSWERED THAT THE LAUNDRY FACILITIES WILL BE MOVED INTO THE BASEMENT AND THAT EVENTUALLY PART OF THE BASEMENT WILL BE USED FOR A RECREATION aOOM, THAT THE ADDITION OF THE BASEMENT WILL CREATE MORE LIVING AREA ON THE SECOND FLOOR. BUILDING INSPECTOR LEE ADVISED THAT THE SIZE OF THE EXISTING DWELLING IS 22' x 41' AND ALSO POINTED OUT THE CLOSE- 5' AWAY, THIS MEASUREMENT FRON THE ROOF EDGES. BUILDING INSPECTOR LEE ALSO QUESTIONED THE ARCHITECTURAL VALUE AS THE NESS OF THE TWO ADJACENT DWELLINGS, ONE 4' AWAY AND THE OTHER HOUSE WILL BE RAISED CONSIDERABLY HIGHER THAN THE OTHER TWO HOUSES, STATING THAT HEIGHT WNTROL IS 35' MAXIMUM AND THIS HOME AS PROPOSED WILL STAND 32'. OF THE DWELLING AS WELL AS SUITABLE WINDOW TREATMENT. MR. GULLEKSON ADVISED THAT IT WAS HIS INTENTION TO EVENTUALLY ADD HE ALSO POINTED OUT THAT THE EXISTING DOOR IN THE REAR WILL BE REIMOVED. ALDERMAN LENTINI MOVED TO GRANT THE REQUEST OF BRUCE GULLEKSON TO ADD A BASEMENT TO HIS EXISTING DWELLING WITH THE THERE WAS CONSIDERABLE DISCUSSION AS TO EXTERIOR TREATMENT ALUMINUM SIDING, BUT THAT IT PROBABLY WILL NOT BE DONE THIS YEAR. CONDITION THAT HE NOT USE BASEMENT SASH WINDOWS, BUT INSTEAD USE SLIDEBY UNITS OR TWO LIGHT, DOUBLE HUNG WINDOWS AND THAT THE BLOCK BE PAINTED. MR. WEBSTER & SON, CONSULTING ENGINEERS, APRIL 15, 1967. MR. COUTURE READ THE FOLLOWING EXPLANATORY COMMUNI- CATION DATED APRIL 17, 1967, FROM H. c. WEBSTER & SON: I1 DEAR HR. COUTURE: IN ACCORDANCE WITH YOUR REQUEST, THIS OFFICE HAS MADE A PRELIMINARY INVESTIGATION OF THE GRADING AND DRAINAGE PROBLEMS OF THE LANDS AT THE NORTHEAST CORNER OF LANNON DRIVE AND STATE TRUNK HIGHWAY "24", THE RESULTS OF WHICH ARE SUMMARIZED ON THE ENCLOSED SKETCH, AND THE REPORT WHICH FOLLOWS. SINCE THE SHOPPING CENTER FOR THIS DETELOPMENT IS TO BE LOCATED AT OR NEAR THE LOWEST POINT IN THE AREA, AND SINCE THIS LOW AREA HAS LITTLE NATURAL DRAINAGE, THE ESTABLISHMENT OF BUILDING GRADES FOR THE CENTER NECESSITATES STUDY OF THE WHOLE DRAINAGE AREA DRAINING TO THIS POINT. TOPOGRAPHIC MAPS SHOW THAT IF THESE LOW POINTS DRAIN AT ALL, IT IS TO THE EAST, NORTH AND NORTHEAST UNTIL ALL CROSS THROUGH A LARGE BOX CULVERT GRADUALLY ACCUMULATING AND COMBINING WITH DRAINAGE FROM THE AT THE INTERSECTION OF STATE HIGHWAY "24" WITH PIARTIN DRIVE. 795.0, WHICH WHEN EXTENDED THE 4000 FEET SOUTHWESTERLY TO THE SHOPPING CENTER SITE AT A MINIMUM OF 0.3% GRADE RESULTS IN e THE INVERT OR FLOW LINE ELETATION OF THIS Box Is APPROXIMATELr REQUIRED DITCH (OR SEWER) ELEVATIONS OF APPROXIMATELY 807.0 FEET, THIS WOULD THEN MEAN THAT GROUND OR BUILDING ELEVATIONS IN EXCESS OF ELEVATION 812. 0 WOULD BE REQUIRED AT THESE LOWEST POINTS, RESULTING IN FILLS OF ALMOST 10 FEET. THIS SOLUTION THEN IS FAR TOO IMPRACTICAL FOR THE SITE OF THE PROPERTIES TO THE EAST TO FILL THEIR LAND TO HEIGHTS CORRESPONDING TO THOSE SO ESTABLISHED BY PARKLAND PLAZA. PROXIMITY OF THE SITE TO LITTLE MUSKEGO LAKE. THIS SOLUTION, ALTHOUGH REQUIRING A LARGE OUTFALL SEWER TO THE LAKE APPROXIMA- UNDER CONSIDERATION, AND WOULD ALSO REQUIRE FUTURE DEVELOPERS THE OTHER POSSIBLE ALTERNATIVE IS CREATED BY THE CLOSED TELY 300 FEET LONG, ENABLES THE DEVELOPER TO UTILIZE BUILDING GRADES SEVERAL FEET LOWER THAN THOSE FQUIRED UNDER THE PREVIOUS STUDY. As PER YOUR REQUEST, AN ELEVATION NO HIGHER THAN 000.0 FEET IS DESIRED FOR BUILDING NO. 4, AND THE SKETCH ENCLOSED UTILIZES THAT FIGURE IN WORKING OUT THE TENTATIVE STREET AND DITCH GRADES AS WELL AS THE APPROXIMATE SIZE AND DEPTH ,OF ALL STORM SEWER AND CULVERTS DEEMED NECESSARY FOR ADEQUATE DESIGN. THE LIMITS OF THE SKETCH DO NOT INDICATE THE ENTIRE DRAINAGE AREA, BUT ONLY THAT PART WHERE THE FILLING PROBLEM IS MOST SEVERE. THE STREET PATTERN .INCORPORATED INTO THE STUDY PAGE 3 - PLAN COMM. APRIL 10, 1967 IS ESSENTIALLY THAT TO WHICH YOU INDICATED YOU EXPECT TO CONFORM. APPROXIMATE DRAINAGE AREAS TRIBUTARY TO VARIOUS POINTS WITI~IN THE SITE ARE GIVEN IN ACRES. QUANTITIES ENTERING THIS SYSTEM FROM OUTSIDE ARE ALSO INDICATED TOGETHER WITH SUGGESTED RUNOFF FACTORS TO BE USED IN THE DESIGN COMPUTATIONS. STORM SEWER AND CULVERT SIZES SHOWN HAVE BEEN APPROXIITATFq FROM THE CVMULATIVE DRAINAGE RUNOFFS AT THESE VARIOUS POINTS AND WHILE THEY MAY NOT BE EXACT, THEY SHOULD NOT VARY MORE THAN ONE PIPE SIZE FROM THOSE DETERMINED BY A COMPLETED SYSTEM PLAN ADOPTED OFFICIALLY BY THE CITY OF MUSKEGO. WE HAVE ATTEMPTED TO LAY OUT THE SYSTEM SO THAT IF THE LAGOONS OR PONDS ARE ELIMINATED FROM THE FINAL DEVELOPMENT, STORM SEWERS OR OTHER MEANS CAN BE USED TO CARRY THE RUNOFF TO ITS OUTLET IN LITTLE HUSKEGO LAKE. SUGGESTED GRADES OF THE T~HOPPING~~CENTER COMPLEX SHOW THAT THE BUILDINGS SHOULD BE STEPPED WITH ALL DRAINAGE DIRECTED AWAY FROM THEM. WE FEEL A STORM SEWER IS REQUIRED IN THE SOUTH PARKING LOT TO PICK UP THE RAPIDLY ACCUMULATING RUNOFF AT THE FRONT OF THE BUILDINGS. THE ROOF DRAINS CAN ALSO BE CONNECTED DIRECTLY TO THIS SEWER. FILLING TO THE ELEVATIONS PROPOSED WILL CREATE A RIDGE APPROXIMATELY ALONG THE EASTERLY BOUNDARY OF THE PROJECT LIMITS. LANDS EAST OF THIS RIDGE WILL CONTINUE TO DRAIN TO THE AFORE- MAN-MADE RIDGE AS WELL AS APPROXIMATELY 48 ACRES SOUTH OF STATE HIGHWAY 24 WILL ALL CONTRIBUTE TO THE OUTFALL SEWER UNDER LANNON DRIVE. OF THE ESTIMATED 189 ACRES DRAINING THIS DEVELOPMENT. AN EXACT DETERMINATION OF THIS FIGURE COULD BE MADE TO ESTABLISH THE AMOUNT OF RESPONSIBILITY OF THE CITY OF MUSKEGO IN THE CONSTRUCTION OF THE OUTFALL SEWER. ALSO, @ MENTIONED BOX CULVERT AT MARTIN DRIVE. LANDS, WEST OF THIS It tl TO THIS SEWER, AT LEAST 65 ACRES LIE OUTSIDE THE LIMITS OF POSSIBLY SOME SORT OF CREDIT COULD BE GIVEN THE DEVELOPER FOR THE REMOVAL OF THESE 180+ ACRES FROM ITS NATURAL OUTLET TO THE EAST, THEREBY REDUCING CITY RESPONSIBILITY IN THAT VICINITY. RESPECTFULLY SUBMITTED, WALLACE G. NIENOW It THERE FOLLOWED DISCUSSION OF THE PROPOSED LAGOON WHICH ALDERMAN LENTINI QUESTIONED IF THE WATER WOULD GET WOULD HOLD SURFACE WATER AND BE OF AESTHETIC VALUE. STAGNANT IN THE LAGOON AND MR. COUTURE ADVISED THAT IT WAS TO ELIMINATE STAGNANT WATER, CITING THE FOUNTAINWOOD AREA AS EXCEED 6' IN DEPTH BUT THAT IT WOULD PROBABLY BE DEEP ENOUGH FOR SMALL BOATS. ALDERMAN LENTINI QUESTIONED WHETHER OR NOT THIS WOULD CREATE A SAFETY HAZARD AND MR. COUTURE ANSWERED THAT h. COUTURE BROUGHT TO THE COMMISSION'S ATTENTION THAT REASONABLE TO EXPECT THAT THERE WOULD BE ENOUGH FLOW OF WATER AN EXAMPLE. HZ ADVISRD THAT THE AMOUNT OF FILL NEEDED WOULD DETERMINE THE DEPTH OF THE POND, THAT IT PROBABLY WOULD NOT THE LAGOON WOULD HAVE A SHALLOW GRADE. PAGE 4 - PLAN COMM. APRIL 18, 1967 a TWO ENGINEERING FIRMS HAD WORKED ON THE DRAINAGE AND THEIR PLANS WERE VERY SIMILAR. MR. BERTRAM QUESTIONED WHERE THE EASEMENT WOULD BE TO LITTLE ~IUSKTGO LAKE AND MR. COUTURE ANSWERED THAT THEY HAD A LEE QUESTIONED OWNERSHIP OF THE LAND WHICH WILL BE USED FOR 15’ EASEMENT ON THE BEN MILLER PROPERTY. BUILDING INSPECTOR 8- 1 THE DRAINAGE EASEHENT TO LANNON AND HR. COUTURE ADVISED THAT BEN MILLER PROPERTY ACROSS LANNON DRIVE, THAT THERE IS NO THERE UAS AN EASEMENT ON THE 50’ PARCEL WHICH LINES UP WITH THE QUESTION ABOUT THE TITLE TO THE LAND. MAYOR GOTTFRIED ADVISED THAT CITY ENGINEER FRANK RUEKERT AND WALLACE NIENOW, CONSULTING ENGINEER, HAD DISCUSSED THE DRAINAGE PLAN OF THE ENTIRE PARCEL; HOWEVER, CITY ENGINEER RUEKERT DESIRES TO SEE THE PLANS. PROPOSED PARKLAND PLAZA SHOPPING CENTER TO CITY ENGINEER FRANK I%, CHASE MOVED TO REFER THE DRAINAGE PLAN FOR THE RUEKERT. 1fR. BUEHLER SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. PARKIJG TRUCKS IN THE CITY OF MUSKEG0 - ALDERMAN EDMUND BUDISH APPEARED BEFORE THE COMMISSION REGARDING THE PARKING OF TRUCKS WHICH IS PROHIBITED IN A RESIDENTIAL AREA BY SEC. 6.04 (4) G OF THE ZONING ORDINANCE. ALDERMAN 3UDISH ADVISED THAT HE WAS ON THE TOWN ~’OARD WHEN THIS SECTION WAS ADOPTED AND THAT IT WAS THE INTENT OF THE SECTION TO ELIMINATE NUISANCES IN RESIDENTIAL AREAS. HE STATED THAT THE CITY WAS ENTIRELY RE- ZONED IN 1963 AND THAT FARM AREAS ARE NOW ZONBD RESIDENTIAL TRUCKS. HE STATED THAT CITIZENS HAVE BEEN SENT SUMMONS AND THEREBY PROHIBITING THE PARKING OF VEHICLES LARGER THAN PANEL LETTERS ADVISING THEM THAT THE PARKING OF THEIR TRUCKS IS ILLEGAL WHEN THESE CITIZBNS HAVE BEEN PARKING THERE FOR YEARS. HE EEQUESTED THAT THE PLAN COHXISSION DETERMINE SOME WAY TO MAKE THE ORDINANCE MORE LENIENT FOR AREAS WHICH ARE NOT DEVELOPED ALTHOUGH ZONED RESIDENTIAL. THE RECORDING SECRETARY READ THE FOLLOWING COMMUNICATION DATED HAARCH 22, 1967, WHICH HAD BEEN RECEIVED FROM CITY ATTORNEY HIPPENMEYER: ‘I DEAR HA Y OR GOT TFR IED : I AM IN RECEIPT OF YOUR LETTER OF MARCH 17, 3967, REGARDING PARKING OF TRUCKS IN THE CITY OF I~USKEGO AND SECTION 6.04 (4) G OF THE ZONING ORDINANCE. THE BEST SUGGESTION THAT I COULD OFFER TO SOLVE YOUR ANY LOT OVER A CERTAIN SIZE. FOR INSTANCZ, LOTS IN EXCESS OF PROBLEM IS TO PERMIT THE PARKING OF COMMERCIAL VEHICLES ON 1/2 ACRE LwouLD BE PERMITTED TO PARK ONE COMMERCIAL VEHICLE ON THE LOT. AGENTEN EXPRESSED HIS APPROVAL OF THE PLAT REVIEW STUDY, ADDING THAT HE FAVORED THE ELIMINATION OF THE FRONTAGE ROAD. ih. PLANNER I~NETZGER ADYISED THAT IN THE FINAL SATISFACTORY IN RELATION TO FOELKER'S HOME, IF NOT THE ROAD SURVEY THE FIELD MAN CAN ASCERTAIN IF THE ROAD WILL BE COULD BE SHIFTED SLIGHTLY ONE WAY OR THE OTHER. THERE WAS SOME DISCUSSION OF THE TWO LOTS WHICH WOULD HAVE ACCESS TO TESS CORNERS DRIVE. PLANNER KNETZGER HAD COMMISSION DID NOT APPROVE OF SHARED DRIVEWAYS POINTING OUT NEIGHBORS. IT WAS THE COMMISSION'S DECISION THAT BEFORE FINAL APPROVAL COULD BE GIVEN TO THE ROAD PLANS, I%. AGENTEN MUST SUBMIT DETAILED INFORMATION AS TO GRADES, PROFILES, ETC. IUSKEGO REIV'DERING GO. - A PUBLIC HEARING REGARDING MR. CARL WAUER'S REQUEST FOR EXPANSION OF CONDITIONAL USE FOR THE MUSKEGO RENDERING Go., S81 W21392 WAUER LANE, WAS HELD JUST PURPOSE OF CONSTRUCTING AN OFFICE BUILDING AND SCALE AT PRIOR TO THIS REGULAR MEETING. MR. WAUER APPEARED AND ADVISED THAT IT IS HIS INTENTION TO CONSTRUCT THE OFFICE BUILDING TO ALLEVIATE THE INCONVENIENCY OF HAVING HIS OFFICE IN HIS HOME AND ALSO TOTRANSFER THE SCALE FROM THE RENDERING PLANT. HE ADVISED THAT THE 22' x 44' BUILDING WOULD BE SIDED WITH ALUMINUM. IN ANSWER TO A QUESTION FROM THE COMMISSION, I~R. WAUER ADVISED THAT HE HAD NO PLANS FOR EXPANDING THE RENDERING PLANT OPERATION AT THE PRESENT TIME. HE ADVISED THAT HE DOES HAVE A COOLER WHICH HE HAS NEVER USED. MR. CHASE ASKED IF ANIMALS ARE LEFT OUTSIDE AND MR. k/AuER ANSWERED THAT FARMERS AND VETERANARIANS SOMETIMES DROP ANIMALS AT THE DOOR. MR. MARK GARRY, W194 ST418 RACINE AvE., ASKED IF THERE WAS A CHEMICAL PROCESS TO REDUCE THE SMELL AND IfR. WAUER ANSWERED THAT THEY ARE PRESENTLY USING THIS METHOD AT THE PLANT; HOWEVER, IT HAS NOT HELPED - THAT WITH RENDERING COMPANIES THIS IS A CONSTANT PROBLEM. ITR. WAUER EXPLAINED THAT HE HAD RECENTLY VISITED A MORE MODERN PLANT IN I~ILWAUKEE AND EVEN THEY CAN'; GET A~AY FROM THE ODOR. HE STATED THAT HE PLANS TO PUT A FOGGER ON THE OUTSIDE OF HIS BUILDING IN AN EFFORT TO CONTROL THE ODOR; HOWEVER, HE ADVISED THAT HE DID NOT KNOW IF IT WOULD PROVE SATISFACTORY. THERE WAS CONSIDERABLE DISCUSSION CONCERNING THIS REQUEST AT WHICH TIME THE COMMISSION DISCUSSED WHETHER OR NOT THIS WOULD BE CONSIDERED AN EXPANSION OF THE BUSINESS. MAYOR GOTTFRIED ADVISED THAT HE HAD JUST BEEN TO A MEETING OF THE INDUSTRIAL COMMITTEE AND HAD BEEN ADVISED THAT THERE WAS INDUSTRIES IN HUSKEGO. CONCERN THAT UNNECESSARY RESTRICTIONS HAD BEEN PLACED ON HR. CHASE MOVED TO GRANT THE REQUEST OF CARL VAUER TO BUILD A FRAME TYPE OFFICE, 22' X 44', AND SCLAE HOUSE TO BE USED FOR OFFICE PURPOSES ONLY. uR. BERTRAM SECONDED THE MOTION AND THE IMOTION CARRIED. I would propose a rewording of the second paragraph as follows: "Planner Knetzger objected to the proposed size and brightness of the 6' by 28' florescent-plastic sign. He pointed out that a sign that size exceeds the limits permitted in shopping center zoning (B-2 District) and that while B-4 zoning permits larger signs, this area is under "Planned Development'' overlay zoning, where more restrictive controls should prevail, not less restrictive. The fact that the store is far back from the highway is not justification €or the large, bright sign because a road sign can be permitted. Allowing this sign will set an undesirable pattern for the whole shopping center. At a minimum the height of the sign should not exceed the top of the roof, and negative image letters should be used to cut the brightness. Mr. Knetzger showed colored slides. . . etc. " When the shopping center signs are submitted, and when other business signs are involved, I want to be clearly on record as having opposed this sign.
