PLAN CONSULTANT RUSSELL KNETZGER AND ~UILDING INSPECTOR LEE WERE ALSO PRESENT. ABSENT: WILLARD BERTRAM AND CHARLES BUEHLER PiINUTES: THE MINUTES OF THE PREVIOUS MEETING, MARCH 21, 1967, WERE APPROVED AS IMAILED. CLIFFORD SCHILL - MR. SCHILL DID NOT APPEAR IN REGARD TO HIS THE ADDITION TO CLIFFORD'S, S76 Wl7745 JANESVILLE RD. BUIL- DING INSPECTOR LEE ADVISED THAT IT WAS MR. SCHILL'S INTENTION TO USE ROUGH SAWN CEDAR ON THE NEW ADDITION. HE ALSO ADVISED REQUEST FOR APPROVAL OF PROPOSED EXTERIOR WALL TREATMENT FOR THAT THERE WERE PLANS TO EVENTUALLY ALTAR THE FRONT OF THE e BUILDING. PLANNER KNETZGER POINTED OUT THAT THERE WAS A PENDING - PROBLEM OF ACCESS TO THE LAND BEHIND CLIFFORD'S. IT WAS THE COMMISSION'S DECISION TO REFER THESE PLANS TO PLANNER KNETZGER WHO WILL IN TURN CONTACT THE ARCHITECT FOR CLIFFORD'S, P. F! SCHMITTER & ASSOC., 175 N. 166T~ ST., ROOKF FIELD, TO DETERMINE ACCESSIBILITY TO THE REAR PROPERTY KNOWN AS WALBECK ES TA TES TEXACO. INC. - 71~. LEO CONCOTELLI, REAL ESTATE AGENT FOR TEXACO, INC., APPEARED AND SUBMITTED REVISED SITE PLANS FOR THE AUTOMOBILE SERVICE STATION PROPOSED FOR THE CORNER OF HY 24 AND TESS CORNERS DR. THE COMMISSION REVIEWED THE CONDITIONS AS OUTLINED IN THE MINUTES OF OCTOBER 18TH, 1966, AND IN A COMMUNICATION TO MR. CONCOTELLI UNDER DATE OF OCTOBER 20TH, 1966, AND COMPARED THE REVISED SITE PLAN WITH THE ORIGINAL SITE PLAN WHICH HAD BEEN SUBMITTED OCTOBER 18TH, 1966. THERE WAS DISCUSSION OF IMPROVEMENTS WHICH WOULD BE IN THE PROPOSED FUTURE RIGHT-OF- WAY. PLANNER KNETZGER POINTED OUT THAT IN ADDITION TO THE EVENT OF FUTURE STREET WIDENING. IT WAS THE COMMISSION'S DECISION THAT TEXACO SUBMIT AN AFFIDAVIT INDICATING THAT ANY IMPROVEMENTS MADE BY TEXACO IN THE PROPOSED RIGHT-OF-WAY WILL EXISTING CURB, THE PLANTINGS WOULD ALSO HAVE TO BE REMOVED IN BE REMOVED AT THEIR EXPENSE AT SUCH A TIME AS IT BECOMES NECESSARY. PAGE 2 - PLAN COMMISSION APRIL 4, 1967 FLANNER KNETZGER RECOMMENDED THAT THE COMMISSION GIVE TENTATIVE APPROVAL TO THE SITE PLAN INCLUDING THE PLANTINGS SUBJECT TO DETAILED REVIEW BY THE BUILDING INSPECTOR. HAYOR GOTTFRIED ADVISED THAT HE HAD CONTACTED THE STATE AND THEY HAD ADVISED HIM THAT TEXACO HAD NOT AS YET RECEIVED PERMISSION FROM THE STATE FOR AN ACCESS TO HY 24. MR. CON- COTELLI ADVISED THAT THEIR APPLICATION FOR A PERMIT FOR TWO DRIVEWAYS HAD BEEN DENIED; HOWEVER, THEY HAD RECENTLY SUB- MITTED AN APPLICATION FOR ONE DRIVEWAY WHICH IS PRESENTLY PENDING. MR. CHASE MOVED TO APPROVE THE REVISED SITE PLAN SUBMITTED BY TEXACO, INC., SUBJECT TO DETAILED REVIEW OF THE PLANTING PROGRAM BY THE BUILDING INSPECTOR AND PLAN CONSULTANT. ALD. LENTINI SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. MRS. DOROTHY BOLDT - THE COMMISSION REVIEWED A PRELIMINARY DISTRICT, WHICH HAD BEEN PREPARED BY WAUKESHA LAND SURVEYS, APRIL 4, 1967, FOR MRS. BOLDT, sa7 W79543 WOODS RD. THERE PLAT FOR THE 6 ACRE LAND DIVISION IN THE NS, SEC. 20, RS-1 WAS SOME DISCUSSION OF A IfILK SHED AND OTHER OUTBUILDINGS WHICH LIE IN THE PATH OF THE PROPOSED FUTURE RIGHT-OF-WAY; HOWEVER, IT WAS THE COMMISSION'S OPINION THAT THEY WOULD NOT CREATE A PROBLEM. IT WAS NOTED BY THE COMMISSION THAT MRS. BOLDT HAD ALSO DEDICATED LAND ON THE NORTH SIDE OF WOODS ROAD FOR FUTURE RIGHT-OF-WAY, MR. GUMIENY MOVED TO APPROVE THE PRELIMINARY PLAT FOR MRS. DOROTHY BOLDT. MR. RAIMANN SECONDED THE MOTION AND THE MOTION CARRIED. RENE MASCH - THE COMMISSION REVIEWED THE REPORT FROM CITY ENGINEER RUEKERT RECOMMENDING APPROVAL OF THE CERTIFIED SURVEY MAP FOR RENE MASCH FOR ONE ACRE LAND DIVISION ON THE NORTHEAST CORNER OF MCSHANE AND DURHAM DRIVES IN SEC. 11. FOR THIS PROPERTY WILL FACE DURHAM DR. AND HAVE ACCESS TO MCSHANE DR. RENE MASCH. ALD. LENTINI SECONDED THE MOTION AND THE MOTION BUILDING INSPECTOR LEE ADVISED THAT THE DWELLING PROPOSED MR. EARL HARDTKE - THE COMMISSION REVIEWED THE REPORT FROM CITY ENGINEER RUEKERT RECOMMENDING APPROVAL OF THE CERTIFIED SURVEY MAP FOR LOTS 7 & 8, BLOCK IO, UNRECORDED OAK RIDGE SUBDIVISION FOR EARL HARDTKE NOTING THAT SURVEYOR JOHNSON HAD COWPLIED WITH RECOMMENDATIONS MADE BY THE ENGINEER. MR. GUMIENY SECONDED THE MOTION AND THE MOTION CARRIED UNANI- MR. RAIMANN MOVED TO APPROVE THE CERTIBIED SURVEY MAP. MOUSLY. PAGE 3 - PLAN COMMISSION APRIL 4, 1967 ZONING CHANGE - THE COMMISSION REVIEWED A REVISED ORDINANCE AMENDING SEC. 8.01 (71 B WHICH HAD BEEN PREPARED BY CITY ATTORNEY HIPPENMEYER IN ACCORDANCE WITH THE COMMISSION'S WISHES AT THE PREVIOUS MEETING. IN THIS REVISED AMENDMENT CONDITION THAT THEY BE SUBJECT TO APPROVAL BY THE PLAN COMMISSION. THE COMMISSION HAD ALSO REQUESTED THE ATTORNEY'S SIZE. THE FOLLOWING COMMUNICATION FROM ATTORNEY HIPPENMEYER GUEST HOUSES AND EMPLOYEES QUARTERS WERE INCLUDED WITH THE OPINION AS TO THE FEASIBILITY OF HAVING A MINIMUM HOUSING DATED MARCH 24TH, WAS READ BY THE RECORDING SECRETARY: II DEAR MAYOR GOTTFRIED: IN YOUR LETTER OF MARCH 22, 1967, YOU INQUIRE AS TO THE FEASIBILITY OF HAVING A MINIMUM HOUSING SIZE AND REQUEST OUg. OPINION. IT IS OUR OPINION THAT YOU ALREADY HAVE ESTABLISHED A MINIMUM HOUSING SIZE THROUGH YOUR ZONING ORDINANCE. You WILL NOTICE THAT YOU HAVE A MINIMUM RESIDENTIAL FLOOR AREA IN EACH OF YOUR RESIDENTIAL DISTRICTS AND THEREFORE, I DO NOT REALLY UNDERSTAND THE QUESTION. HALES CORNERS SAND & GRAVEL - THE FOLLOWING COMMUNICATION DIRECTED TO THE PLAN COMMISSION FROM CITY EIVGINEER RUEKERT, DATED MARCH 29, 1967, WAS READ BY THE RECORDING SECRETARY: 0 GENTLEMEN: II WE HAVE REVIEWED THE RESTORATION PLAN THAT YOU SENT US WHICH WAS PREPARED BY J. REICHL AND THE BASIS FOR THE ISSUANCE OF THE PERMIT FOR PAST OPERATIONS. IT IS OUR UNDERSTANDING THJT THE CITY, FROM TIME TO TIME, AS MINING PaOCEEDS, REQUIRES A STATUS REPORT TO DETERWINE IF THE RESTORATION PLAN WAS FOLLOWED AND IN THE EVENT OF CHANGES IN PLAN, THAT THE OWNERS REQUEST SAME WITH THE APPROVAL OF THE PLAN COMMISSION UPON SUBMITTING A REVISED PLAN. THE COM- BEEN SUBMITTED BY HALES CORNERS SAND & GRAVEL IN 1959 OR 1960. BE DIRECTED TO HALES CORNERS SAND & GRA~EL ADVISING THAT THE PERMIT WILL NOT BE EXTENDED UNTIL AREA 8" HAS BEEN RESTORED, THAT THE COMMISSION IS CONSIDERING REZONING THE AREA TO RESI- DENTIAL AND THAT THE CITY ENGINEER RECOMMENDS A REVIEW OF THE MISSION REVIEWED A PROPOSED LOT LAYOUT FOR THE AREA WHICH HAD IT WAS THE COMMISSION'S DECISION THAT A COMMUNICATION RESTORATION PLAN BY THEIR SURVEYOR. THE COMMISSION TOOK INTO CONSIDERATION COMMENTS WHICH WERE RAISED AT THE HEARING AND PLANNER KNETZCER SUGGESTED THAT SOrYE CONDITIONS BE PLACED ON THIS OPERATION TO KEEP IT COM- PATIBLE WITH THE SURROUNDING RESIDENTIAL NEIGHBORHOOD. MR. CHASE SUGGESTED THAT THE ADDITION BE COMPATIBLE WITH THE EXISTING STRUCTURE. IT WAS THE COMMISSION'S DECISION THAT ACTION BE DEFERRED ON THIS REQUEST IN ORDER THAT THE ~ECORDING SECRETARY CAN LOCATE THE ORIGINAL CONDITIONAL USE GRANT WHICH WAS GRANTED BY A FORMER TOWN BOARD. HE INDICATED THAT THE PLAN WAS SATISFACTORY AND ADVISED THAT THE ISLAND WHICH WOULD BE CREATED BY THE BOULEVARD EFFECT ON THE SOUTH END OF THE PROPOSED SUBDIVISION SHOULD RE DEEDED TO THE CITY so THAT IT COULD RE PROPERLY MAINTAINED. ROAD ACCESS STUDY - INTERMEDIATE SCHOOL - PLANNER KNETZGER IN SECTION 10 RECENTLY PURCHASED FOR AN INTERMEDIATE SCHOOL SITE. HE ALSO POINTED OUT THAT THE PROPERTY IN MIND FOR THE OF PLAYGROUND, PARKING AREA, ETC. HE ADVISED THAT BY A SLIGHT SUBMITTED MAPS SHOWING POSSIBLE ROAD ACCESS TO THE PROPERTY SCHOOL HAS SUBSTANTIAL SLOPES WHICH WILL REQUIRE TERRACING SHIFTING OF THE SCHOOL SITE TO THE SOUTH, THE SLOPES COULD BE AVOIDED AND THE SITE COULD TIE-IN WITH POTENTIAL PARK USE OF PROBLEM SOILS IN THE AREA. MR. CHASE SUGGESTED THAT IT WOULD BE WISE FOR THE SCHOOL BOARD AND PLAN COMI~ISSION TO WORK TO- GETHER AND THAT A COMMUNICATION BE DIRECTED TO THE SCHOOL BOARD TO THAT EFFECT. 1 JEROME DRUGS - MAYOR GOTTFRIED RELINQUISHED THE CHAIR TO ,5///// SECRETARY CHASE DURING HIS REQUEST FOR SIGN APPROVAL FOR THE PROPOSED NEW JEROME DRUG STORE TO BE LOCATED ON HY 24. MAYOR GOTTFRIED ADVISED THE COMMISSION THAT HE HAD VERBAL APPROVAL FROM PARKLAND PLAZA SHOPPING CENTER REPRESENTATIVES SAME TYPE SIGN THROUGHOUT THE SHOPPING CENTER. HE ALSO FOR THIS PROPOSED SIGN, THAT IT WAS THEIR THOUGHT TO USE THE POINTED OUT THAT THIS SIGN IS PERMITTED IN THE 8-4 DISTRICT ON THE HIGHWAY AS THE DRUG STORE WILL BE SET BACK 203' - 290' FROM THE CENTER OF HY 24. OF SIGN TREATMENT WHICH HE HAD PHOTOGRAPHED IN THE MILWAUKEE AND AGAIN MENTIONED THAT IT WILL NOT BE HAZARDOUS TO TRAFFIC PLANNER KNETZGER SHOWED COLORED SLIDES OF DIFFERENT TYPES AREA, EXPRESSING HIS PREFERENCE FOR FREE STANDING SIGNS WITH NEON LIGHTING OR SEPARATE LETTERS LIGHTED FROM BEHIND, IN AN EFFORT TO DISCOURAGE THE USE OF SUCH A LARGE, BRIGHTLY LIT SIGN FOR THE PROPOSED DRUG S!L"ORE. HAYOR GOTTFRIED ADVISED THAT THIS SIGN WILL BE INSTALLED IN AN ANGLED PLANTER, THAT IT WAS HISOPINION THAT THE LARGE SIGN IS NECESSARY BECAUSE OF THE SET BACK DISTANCE FROM THE HIGHWAY. MR.
