PRESENT: MAYOR JEROME GOTTFRIED, CHAIRMAN, WItLIAH F. CHASE, SECRETARY, WILLARD BERTRAM, ALDERMAN S. ROBERT LENTINI AND INSPECTOR GERALD LEE WERE ALSO PRESENT. CHARLES BUEHLER ARRIVED AT a: 35 P. M. ABSENT: ROBERT GUMIENY MINUTES: MR. BERTRAM CORRECTED THE MINUTES OF THE PREVIOUS MEETING, FEBRUARY 7, 1967, ON PAGE 2, FIRST PARAGRAPH, TO THE MINUTES WERE APPROVED AS CORRECTED. ED RAIMANN. LINDNER, VI36 S5468 SHERWOOD CT., APPEARED AND PRESENTED A SKETCH OF A PROPOSED SUBDIVISION IN THE s& OF SECTION 3 WHICH WOULD LIE DIRECTLY EAST OF OAK HILL ESTATES SUBDIVISION, ABUT MARTIN DRIVE AND INCLUDE THE EXTENSION OF OAK HILL TRAIL. IT WAS NOTED BY THE COMMISSION THAT THE SOUTH LOTS @ OF THIS PROPOSED SUBDIVISION WERE IN THE RS-1 DISTRICT AND THE NORTHERN LOTS WERE IN AN RSE DISTRICT AND THAT THE LOTS AS PROPOSED WERE MORE GENEROUS IN AREA THAN REQUIRED BY THE ZONING DISTRICTS IN WHICH THEY WERE PLATTED. THE COMMISSION ADVISED MR. LINDNER THAT IF HE CHOSE TO DIVIDE THE ENTIRE AREA INTO THE 24 LOTS AS SHOWN, THE SUBDIYI- SION WOULD REQUIRE STATE, COUNTY AND CITY APPROVAL. THERE OF OAK TRAIL WOULD BE NECESSARY ACROSS THE ENTIRE PROPERTY. PLANNER KNETZGER POINTED OUT THAT THE SOUTHEAST CORNER WAS CONSIDERABLE DISCUSSION AS TO WHETHER OR NOT THE EXTENSION OF THIS PROPOSED SUBDIVISION HAD BEEN PROPOSED ON THE COM- PREHENSIVE PLAN AS A SCHOOL AND PARK SITE. PLANNER KNETZGER HATE ACCESS TO THE 60' RIGHT OF WAY INSTEAD OF MARTIN DRIVE AS MARTIN DRIVE WILL BECOME MORE HEAVILY TRAFFICKED DUE TO ALSO SUGGESTED THAT THE LOTS ON THE SOUTHWEST BE REPLATTED TO FUTURE PROPOSED ROAD LAYOUTS. IT WAS THE COMNISSION'S DECISION TO REFER TXIS SKETCH FOR THE PROPOSED SUBDIVISION TO PLANNER XNETZGER FOR STUDY AND RECOMMENDATION. PARKLAND PLAZA - MR. DAVE COUTURE APPEARED AND ADVISED THAT CORNER OF HIGHWAY 24 AND LANNON DRIVE. HE ALSO SUBMITTED A SATISFACTORY SOIL BORINGS AND PERCOLATION TESTS HAD BEEN TAKEN ON THE SITE OF THE PROPOSED SHOPPING CENTER FOR THE SURFACE DRAINAGE PLAN AND EXPLAINED THAT THE SURFACE WATER WILL DRAIN ACROSS AN EASEMENT BETWEEN THE FLOYD GIFFORD PROPERTY AND THE R. SCHUH PROPERTY ON LANNON DRIVE INTO PAGE 2 - PLAN COMM. FEaRUARY 21, l967 LITTLE MUSKEGO LAKE; THAT IT IS THEIR INTENTION TO ALSO DRAIN THE SOUTH SIDE OF STATE HIGHWAY 24 ACROSS TO THE NORTH AND UPON RECOMMENDATION FROM PLANNER KNETZGER, IT WAS THE COMMISSION'S DECISION THAT THE SURFACE DRAINAGE PLAN AND CONTOUR MAP RE REFERRED TO THE CITY ENGINEER TO REVIEW THE DRAINAGE FROM MARTIN DRIVE SOUTH, DRAINAGE FROM HILLS SOUTH TO HIGHWAY 24, PERCENTAGE GRADE AROUND THE CENTER ESPECIALLY THEN THROUGH THE SAME EASEMENT. THE WEST END, AND THE PERCENTAGE GRADE FOR SEWER. As MR. COUTURE DID NOT HAVE A CONTOUR MAP AVAILABLE TO LEAVE WITH THE COMMISSION, HE ADVISED THAT HE WOULD SUBMIT ONE AS SOON AS POSSIBLE FOR SUBMISSION TO THE CITY ENGINEER. HERBERT THODE PROPERTY - THE COMMISSION REVIEWED AGAIN THE FOR A TWO PARCEL DIVISION OF THE HERBERT THODE PROPERTY IN THE SW; OF SECTION 26 (A DISTRICT) TAKING INTO CONSIDERATION THAT DWELLINGS. PLANNER KNETZGER REVIEWED SECTION XII OF THE SUBDIVISION CONTROL ORDINANCE AND ADVISED THAT IT APPEARED THAT THIS VARIANCE SHOULD BE ACTED UPON BY THE BOARD OF APPEALS. MAYOR GOTTFRIED ADVISED THAT THE CITY ATTORNEY HAD INDICATED IN PREVIOUS INSTANCES THAT THE BOARD OF APPEALS COULD NOT ACT AUTHORIZE PLANNER KNETZGER TO CONTACT CITY ATTORNEY HIPPENMEYER PRELIMINARY PLAT WHICH HAD BEEN SUBMITTED AT THE PREVIOUS MEETING TWO SUBSTANDARD LOTS WOULD BE CREATED TO SEPARATE TWO EXISTING ON LAND DIVISIONS. IT WAS THE COMMISSION'S DECISION TO AS TO THE PROCEDURE TO FOLLOW IN THIS MATTER. - MAYOR GOTTFRIED ADVISED THAT HE HAD NOT RECEIVED A REPLY AS YET TO HIS LETTER DIRECTED TO MR. ALTON BOLDT ESTATE PROPERTY IN THE sE$, SECTION 2. WALTER HEINRICH - THE COMMISSION REVIEWED A CERTIFIED SURVEY MAP WHICH HAD BEEN SUBMITTED BY HOFFMAN, POLZIN & Assoc. FOR A 2 ACRE LAND DIVISION FOR WALTER HEINRICH IN THE S+ OF SEC. 27. (AT THEIR MEETING 6-21-66 THE PLAN COMMISSION HAD GRANTED TENTATIVE BOLDT CONCERNING THIS LAND DIVISION REQUEST FOR THE WILLIAM APPROVAL OF THIS PRELIMINARY PLAT SUBJECT TO AN EASEMENT FOR ACCESS BY THE PROPOSED TWO ACRES TO A PUBLIC ROAD AND INFORMATION AS TO THE EXACT LOCATION OF THE PRESENT PROPERTY LINE ALONG THE LAKE SHORE WEST OF THE DIVISION. ) THE COMMISSION ALSO REVIEWED THE CITY ENGINEER'S REPORT ON THE CERTIFIED SURVEY MAP WHICH INDICATED DISCREPENCIES AND IT WAS THE COMMISSION'S DECISION THAT THE CERTIFIED SURVEY MAP BE RETURNED TO SURVEYOR POLZIN FOR CORRECTION. HALES CORNE D & GRAVEL - THE COMMISSION RECEIVED AND REVIEWED PE~~T~~~s FROM HALES CORNERS SAND & GRAVEL FOR RENEWAL OF THEIR CONDITIONAL USE FOR CONTINUANCE OF THEIR EXTRACTIVE OPERATIONS IN SECTION 12. THE FOLLOWING COMMUNICATION ACCOM- PANYING THE PETITIONS DATED FEB. 9, 1967, WAS READ BY THE PAGE 3 - PLAN COMM. M. , FOR RENEWAL OF CONDITIONAL USE GRANT THE MOTION AND THE MOTION CARRIED UNANIHOUSLY. WOODS ROAD RELOCATION - THE COMMISSION REVIEWED A PRELININARY PLAN FOR THE RELOCATION OF A PORTION OF [JOODS ROAD IN THE S$ OF SECTION 17. MAYOR GOTTFRIED EXPLAINED THAT THE CITY HAD PURCHASED LAND FROM CHESTER SPITZNER so THAT THE ROAD COULD BE RECONSTRUCTED TO ALLEVIATE EXISTING DANGEROUS CURVES. MR. CHASE MOVED THAT PURSUANT TO CHAPTER 62.23 TO APPROVE THE RELOCATED SECTION OF WOODS ROAD IN SECTION 17 SUBJECT TO Two CONDITIONS - THAT THE R.0, W, BE 80' RATHER THAN 60' AND PAGE 4 - PLAN COMM. FEBRUARY 21, 1967 THAT THE ENGINEERS MAKE RECOMMENDATION AS TO HOW AC.CESS WILL BE MADE TO A FUTURE PARKWAY AS SHOWN ON THE COMPREHENSIVE 0 PLAN. MR. RAIMANN SECONDED THE PIOTION AND THE MOTION CARRIED UNANIMOUSLY. IN ACCORDANCE WITH A RECOMMENDATION FROM PLANNER KNETZGER REGARDING DISPOSITION OF REMAINING LAND, IT WAS THE PLAN COMMISSION'S DECISION TO RECOMMEND TO THE COMMON COUNCIL THAT IF THE REMNANT PARCELS ON THE NORTH CAN'T BE SOLD TO EXISTING OWNERS IN THE AREA, THEN IT WOULD BE APPRECIATED IF THE COMMON COUNCIL WOULD REFER IT BACK TO THE PLAN COMMISSION IN ORDER THEY RETAIN THE DEVELOPMENT RIGHTS TO THE SOUTH PARCEL AND THAT THEY COULD DEVELOP A ROAD SYSTEM. PARKS & RECREATION CENTERS - BUILDING INSPECTOR LEE BROUGHT TO THE COMMISSION'S ATTENTION THAT PARKS AND RECREATION CENTERS ARE CONSIDERED CONDITIONAL USES. IT WAS THE COMMISSION'S DECISION THAT MAYOR GOTTFRIED CONTACT DR. GLEN RIESS, DIRECTOR OF THE PARK &. RECREATION BOARD, TO ADVISE HIM THAT ANY MAJOR IKPROVEMENTS CONTEMPLATED BY THE BOARD MUST BE SUBMITTED TO THE PLAN COMMISSION FOR REVIEW. PLANNER'S REPORTS AUTOMOBILE SERlfICE CENTER - PLANNER KNETZGER PRESENTED A LANDSCAPED MODEL OF AN AUTOMO.TIYE SERVICE CENTER WHICH HAS * BEEN DESIGNED TO INCORPORATE ALL AUTOMOBILE DEALERSHIPS INTO ONE LOCATION.
