CHASE, AND ALDERMAN S. ROBERT LENTINI. PLAN CONSULTANT RUSSELL KNETZGER WAS ALSO PRESENT. ABSENT: ED RAIMANN & BUILDING INSPECTOR LEE SECRETARY, WILLARD BERTRAM, CHARLES BUEHLER, ROBERT GUMIENY MINUTES: THE MINUTES OF THE MEETING OF JANUARY 3RD AND THE MEETING OF JANUARY 1?TH, 1967, WERE APPROVED AS MAILED. PERSONAL APPEARANCES: WALTER CHMIEL - MR. WALTER CHMIEL, S77 W15483 WOODS RD., OF THREE 1/2 ACRE PARCELS - LOTS 3, 4 & 5 - FROM HIS PROPERTY WITH A RECOMMENDATION FROM CITY ENGINEER FRANK RUEKERT, MR. APPEARED AND SUBMITTED THE CERTIFIED SURVEY MAP FOR DIVISION IN THE SW $ OF SECTION 11 (RS-2 DISTRICT). IN ACCORDANCE CHMIEL ALSO SUBMITTED A REVISED PRELIMINARY PLAT SHOWING SUGGESTED DISPOSITION OF THE BALANCE OF HIS PROPERTY WHICH HAD BEEN PREPARED BY WAUKESHA LAND SURVEYS, INC. IT WAS ALSO NOTED BY THE COMMISSION THAT THE PRIVATE SEWAGE EASEMENT FORMS PLANNER KNETZGER ASKED I~R. CHMIEL IF HE HAD RECEIVED HAD BEEN COMPLETED PENDING SIGNATURES. PERMISSION FROM THE ELECTRIC Go. TO CONSTRUCT A ROAD ACROSS THEIR RIGHT-OF-WAY AND MR. CHMIEL ANSWERED THAT HE HAD NOT THERE. IT WAS NOTED BY THE COMMISSION THAT MR. CHHIEL HAD AN ADDITIONAL 26.9 ACRES ON THE SOUTH SIDE OF THE ELECTRIC ASKED, THAT THERE WAS AN EXISTING FARM ROAD GOING THROUGH CO. RIGHT-OF-WAY. THERE WAS CONSIDERABLE REVIEW AND DISCUSSION OF THE LAY-OUT FOR THE BALANCE OF THE PROPERTY AS SHOWN ON THE PRELIMINARY PLAT AND IT WAS THE COMMISSION'S OPINION THAT MR. CHHIEL BE ADVISED THAT WHEN THE BALANCE OF THE LAND IS TO THE ELECTRIC Go. RIGHT-OF-WAY SHOULD BE CONSIDERED IN ORDER BE SUBDIVIDED, HE SHOULD BE AWARE THAT AN ACCESS ROAD ACROSS TO OPEN UP THE SOUTHERN PART OF HIS PROPERTY. ALTHOUGH THE PERCOLATION TESTS HAD BEEN TAKEN, THEY WERE MR. BUEHLER MOVED TO APPROVE THE CERTIFIEG SURVEY MAP NOT AVAILABLE AT THE MEETING. FOR DIVISION OF LOTS 3, 4 & 5 FROM THE WALTER CHMIEL PROPERTY IN THE SW$ OF SECTION 11 SUBJECT TO RECEIPT OF SATISFACTORY PERCOLATION TESTS. MR. IT WAS NOTED BY THE COMMISSION THAT THE REQUIREMENT FOR LOT WIDTH IN AN A DISTRICT IS 300' WITH 120,000 SQ. FT. IN LOT AREA. MR. THODE'S REQUEST WAS TO CREATE TWO LOTS - ONE TO BE 100' x 600' (60,000 SQ. FT.) AND THE OTHER LOT 200' X 600' (120,000 SQ. FT. ). MR. THODE EXPLAINED THAT HE WAS SEEKING PERMISSION TO CREATE THESE TWO SUBSTANDARD LOTS TO SEPARATE TWO EXISTING DWELLINGS, THAT THE SMALL LOT BORDERED ON HIS NORTH LOT LINE (ADJACENT TO THE WILLIAM FRIETAG, JR., PROPERTY) AND BECAUSE OF HIS BARN, THE SECOND LOT COULD NOT BE EXTENDED INTO THE BALANCE OF HIS PROPERTY. PLANNER KNETZGER ADVISED MR. THODE THAT THE COMMISSION WOULD BE A PROBLEM WHICH WOULD HAVE TO BE RESOLVED BY THE ~OARD OF APPEALS. IT WAS THE COMNISSION'S OPINION THAT PERHAPS MR. THODE COULD OBTAIN ENOUGH LAND FROM MR. FRIETAG TO MAKE THE COULD NOT GRANT APPROVAL OF THESE SUBSTANDARD LOTS, THAT THIS SMALL LOT REQUIRED SIZE. MR. CHASE MOVED TO DEFER ACTION. MR. GUMIENY SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. PARKLAJD PLAZA - MR. DAVE COUTURE APPEARED AND SUBMITTED TWO REVISED SITE PLANS & ELEVATIONS FOR THE PARKLAND PLAZA SHOPPING CENTER PROPOSED FOR THE CORNER OF HIWAY 24 AND LANNON DRIVE WHICH HAD BEEN PREPARED BY KOERNER ASSOCIATES UNDER DATE OF FEB. 7, 1967. MR. COUTURE EXPLAINED THAT THE PLANS AS PRESENTED WERE BASED ON PENDING NEGOTIATIONS WITH CHAIRMAN GOTTFRIED FOR RELOCATION OF HIS PROPOSED DRUG STORE. THIS PLAN WOULD INCLUDE THE JEROME DRUGS IN THE SHOPPING CENTER AND USED AS ACCESS AND PARKING AREA FOR THE CENTER. HR. COUTURE ADVISED THAT THE PLANS HAD BEEN SUBMITTED TO THE STATE HIGHWAY COMMISSION FOR APPROVAL OF ACCESSES. HE POINTED OUT AN ERROR THE PROPERTY RECENTLY PURCHASED FOR A DRUG STORE SITE WOULD BE ON THE ELEVATION INASMUCH AS THE SIGNS AS SKETCHED SHOULD BE ABOVE THE CANOPY. THERE WAS CONSIDERABLE DISCUSSION OF THE TENANT'S LOCATIONS, THE FEASIBILITY OF THE PARKING AREAS, DISCUSSION OF OTHER SHOPPING CENTERS, ETC. THERE WAS ALSO DISCUSSION OF PLANTERS IN THE PARKING AREA AND 'MR. COUTURE ADVISED THAT THIS HAD BEEN FOUND TO BE INCOMPATIBLE WITH SNOW REMOVING EQUIPMENT. PLANNER KNETZGER SUGGESTED THAT THE SITE PLAN DESIGNATED Jo. 1 INDICATING 620 PARKING SPACES BE GIVEN GENERAL APPROVAL SO THAT FURTHER NEGOTIATIONS CAN BE MADE WITH THE TENANTS BUT THAT SPECIFIC APPROVAL CAN ONLY BE GIVEN WHEN DATA AS TO PLAN DESIGNATED MORE PARKING IN FRONT OF THE CENTER ALONG HIGH- GRADING, DRAINAGE, ETC., IS SUBMITTED. THE ALTERNATE SITE WAY 24, LESS IN THE REAR, ALTHOUGH THE LOCATION OF THE BUILDINGS PAGE 3 - PLAN COMMISSION FEBRUARY 7, 1967 WAS THE SAME AS ON SITE PLAN NO. 1. MR. CHASE MOVED TO APPROVE THE PRELIMINARY SITE PLAN DESIGNATED No. 1 INDICATING 628 PARKING SPACES CONTINGENT UPON A SPECIFIC SITE PLAN WHEN COMPLETED. MR. BERTRAM SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. OTHER BUSINESX BOLDT ESTATE - THE COMMISSION REVIEWED A PRELIMINARY PLAT OF THE WILLIAM BOLDT ESTATE PROPERTY IN THE SE$, SECTION 2, WHICH HAD BEEN PREPARED BY PAUKESHA LAND SURVEYS, INC. As IN- DICATED ON THE PRELIMINARY, SEVEN 50' LOTS HAD ORIGINALLY BEEN PLATTED. BECAUSE OF THREE EXISTING BUILDINGS ON THE LOTS, LOT 150' IN WIDTH AND TWO LOTS I 00' IN WIDTH. As THE ZONING IN THIS AREA, RS-2, CALLS FOR 110' IN LOT WIDTH, THE COMMISSION LOTS WHEN IT APPEARED THAT STANDARD LOTS COULD BE CREATED. IT WAS THE COMMISSION'S DECISION THAT MAYOR GOTTFRIED CONTACT THE IT WAS THEIR REQUEST TO COMBINE THE LOTS TO CREATE A SINGLE EXPRESSED CONCERN AS TO THE REASON FOR CREATING SUBSTANDARD PARTIES INVOLVED TO DETERNINE THE REASONING FOR THIS. JAMES HERNKE - THE COMMISSION REVIEWED THE PLAN WHICH HAD BEEN PRESENTED AT THE PREVIOUS MEETING BY MR. HERNKE FOR IMPROVINGTHE APPEARANCE OF HIS PLACE OF BUSINESS ON HIGHWAY 24. MR. BUEHLER MOVED TO ACCEPT THE SITE PLAN WHICH HAD BEEN SUBMITTED BY MR. HERNKE FOR IMPROVEIIENT OF THE APPEARANCE OF HIS PLACE OF BUSINESS, JIM'S AUTO SERVICE, WITH THE UNDERSTANDING BUILDING (WONDER BUILDING) WILL BE GRANTED IF THE FOLLOWING THAT THE EXPANSION OF CONDITIONAL USE REQUEST FOR A STORAGE CONDITIONS ARE COMPLETED BY AUGUST IST, 1967: 1. REDWOOD BASKETWEAVE FENCE AS INDICATED ON THE SITE PLAN I 2. GRAVEL BASE AS INDICATED ON THE SITE PLAN I 3. GENERAL MAINTENANCE AND GOOD HOUSEKEEPING, PARTICULARLY IN FRONT 4. No STORAGE OF UNLICENSED VEHICLES IN THE FRONT OF THE BUILDING ALDERMAN LENTINI SECONDED THE MOTION AND THE MOTION CARRIED UNANINOUSLY. PAGE 4 - PLAN COMMISSION FEBRUARY 7, 1967 TOVN OF VERNON - PLAT APPROVAL - As CONCERNS MAJOR MANOR SUBDIVISION IN SECTION 12 OF THE TOWN OF VERNON OVER WHICH MUSKEGO CAN EXERCISE ITS EXTRA TERRITORIAL JURISDICTION, PLANNER KNETZGER REPORTED THAT HE HAD CONTACTED THE VAUKESHA PARK & PLAN COMMISSION REGARDING THE EXTENSION OF FIELD DRIVE. HE AND THAT IT WAS THEIR OPINION THAT FIELD DRIVE SHOULD NOT BE WAS ADVISED THAT THIS PLAT HAD BEEN APPROVED IN 1960 BY THEM EXTENDED. THERE WAS DISCUSSION AS TO WHETHER OR NOT THIS MATTER ALDERMAN LENTINI MOVED TO APPROVE THE PLAT OF JOHN MAJOR SHOULD BE PURSUED, HOWEVER, THE FOLLOWING MOTION RESULTED: IN THE TOWN OF VERNON. MR. BUEHLER SECONDED THE MOTION AND THE MOTION CARRIED UNANIMOUSLY. CARL POSBRIG - HAYOR GOTTFRIED ADVISED THAT HE HAD CONTACTED CITY ENGINEER FRANK RUEKERT AND THAT HE HAD FOUND THE CERTIFIED SURVEY MAP TO BE ADEQUATE FOR CARL POSBRIG'S 2.5 ACRE LAND DIVISION IN THE NE+, SECTION 29, WHICH HAD BEEN PREPARED BY SURVEYOR LLOYD DANCEY. CARL POSBRIG. MR. GUMIENY SECONDED THE MOTION AND THE MOTION MR. CHASE MOVED TO APPROVE THE CERTIFIED SURVEY MAP FOR a CARRIED UNANIMOUSLY. ZONING CHANGE - MAYOR GOTTFRIED REVIEWED THE COMMUNICATION FROM CITY ATTORNEY HIPPENMEYER (RECORDED IN THE MINUTES OF SECTION 0.01 (7) B (QUARTERS FOR EMPLOYEES & GUEST HOUSES), PAGE 65 OF THE ZONING ORDINANCE. JANUARY 17, 1967) REGARDING THE POSSIBLE ZONING CHANGE IN THE COMMISSION AGAIN EXPRESSED CONCERN THAT TKE PROVISION COULD BE CIRCUMVENTED AND A HOUSE COULD BE ERECTED WHICH WOULD NOT CONFORM TO THE ZONING IN A CERTAIN AREA FOR PURPOSES OTHER THAN TO HOUSE A FULL TIME EMPLOYEE. MR. CHASE MOVED THAT RECOMHENDATION BR MADE TO THE COMMON COUNCIL THAT SECTION 0.01 (7) B, IT.TMS 2 & 3 AS FOLLOWS BE STRICKEN FROM THE ZONING ORDINANCE: 2. QUARTERS FOR HOUSEHOLD OR FARM EMPLOYEES, PROVIDED THAT SUCH QUARTERS SHALL BE OCCUPIED ONLY BY INDIVIDUALS EMPLOYED FULL TIME ON THE PREMISES AND THEIR FAMILIES. 3. GUEST HOUSES ON LOTS OF AT LEAST 120,000 SQUARE FEET, PROVIDED SUCH STRUCTURE SHALL NOT BE RENTED, LEASED, OR USED FOR CONTINUOUS OR PERMANENT HABITATION. MR. BUEHLER SECONDED THE MOTION AND THE MOTION CARRIED WITH ALDERMAN LENTINI CASTING THE ONLY DISSENTING VOTE. INTERCHANGE AND HOW IT WOULD AFFECT OUR PROPOSED INDUSTRIAL AREA. SCHOOL SITE UPDATE - PLANNER KNETZGER REPORTED ON HIS MEETING WITH SUPERINTENDENT ROBERT JL KREUSER REGARDING FUTURE SCHOOL SITES, GROWTH FORECASTING, ETC. THERE WAS SOME DISCUSSION AS TO WHETHER OR NOT THE PLANNER SHOULD BE AUTHORIZED TO PROCEED WITH THE SCHOOL SITE UPDATE, HOWEVER, IT WAS DETERMINED THAT THERE WAS NO REASON FOR ACTION AT THIS TIME. INDUSTRIAL STUDY - PLANNER KNETZGER REPORTED THAT PROGRESS WAS BEING MADE ON THE INDUSTRIAL REPORT AND THAT IT WOULD BE READY SOON. ADJOURNMENT - MR. GUMIENY MOVED FOR ADJOURNMENT, I~R.
